C.1 CONTRACT PROJECT:

1.1 Title: Phase II Miscellaneous Upgrades Building 1398

1.2 APHIS Project Number:

1.3 Location: U.S. Department of Agriculture (USDA), Animal and Plant Health Inspection Service (APHIS), Plant Protection Quarantine (PPQ) Otis Pest Survey Detection and Exclusion Lab (PSDEL), Building 1398 West Truck Road, Camp Edwards, Massachusetts 02542-1329

1.4 Project Background: PSDEL has a 32,000 square foot (sf) building in which modifications to meet program needs have occurred over the past 40 years. These modifications were incrementally done.

However, many life safety issues were not properly addressed e.g. proper exit corridors, fire suppression and detection system, etc. STV, Incorporated prepared an engineering study that identifies for correction life safety code deficiencies and an inadequate and aged Heating Ventilation and Air Conditioning (HVAC) system in the PSDEL (Building 1398). These issues were addressed under Phase I construction (Life Safety and HVAC Improvements). Phase II will address additional items identified in the “2006 Compliance Evaluation Report” that were not included in Phase I construction.

1.5 Project Description: This Statement of Work (SOW) is to procure construction services to develop construction drawings and specifications to accomplish Phase II construction in Building 1398. Under Phase II construction, the following priority projects are identified for implementation. If realized, these projects will help improve building usage and ensure compliance with the Americans with Disabilities Act (ADA). Contractor shall meet with the Government [e.g., Program Project Manager, Program Manager, etc.] to ascertain a clear understanding of the project scope, project boundaries and any site security concerns. Tasks that are unclear shall be confirmed with the Contracting Officer (CO) prior to incurring costs. Note: Facility to remain fully operational during the construction process. At a minimum, Contractor shall provide services as identified in the SOW.
