Statement of Work for State of the Technology in Hardware and Software in the incoming Mail and Imaging processing functions.
Section 1.
Introduction
The Centralized Servicing Center (CSC) is located in St. Louis, Missouri, and is the servicing arm for the Housing programs contained within Rural Development an agency of the United States Department of Agriculture. CSC services and oversees housing units for over 1.6 Million households throughout Rural America including 310,000 direct loans, 875,000 guaranteed loans originated and serviced by private sector lenders, and 430,000 Multi-Family housing units in 15,000 projects. The organization has been in place since 1996 and continues to seek methods to expand and grow.
The mail services portion of the CSC sends over 6 Million pieces of mail annually receiving 600,000 pieces and scanning approximately 8.5 Million pages annually. In addition, the CSC has provided scanning and indexing services to other organizations throughout the government including the Office of the Executive Secretariat, the Office of the Chief Financial Officer, GIPSA, the Rural Development field offices and others. At its peak the number of documents received, imaged and indexed doubled the normal activity for the year. Under the current scenario, more than half and as much as 75% of the pages imaged must be indexed manually. For assignments completed for other organizations the indexing function is conducted manually as well. Additionally, much of the opening, extraction, sorting and prepping functions are completed manually. The foreclosure, re-amortization (loan rewrite process), and other functions require a back-file imaging process where documents created for borrower information, signature, notification or action are made in duplicate so that a copy of the official document can be scanned for future reference. Likewise, the origination documents like the Promissory Notes, Mortgages, Deeds of Trust, and other loan closing documents in both the direct loan program and the guaranteed programs are sent through the imaging and indexing process as well.
Currently, CSC uses seven Kodak scanners with a capacity of 200 pages per minute, duplex. Limited mail opening tools are available in the CSC mailroom. Over the 18 years of CSC’s existence, the technology has remained principally the same with ever improving scanners (speed and clarity) and upgrades to the Kofax scan applications, but there have not been any implementations or considerations of alternative hardware products that may improve the overall effectiveness of the organization as a whole.
1.1 Objective:
The CSC is seeking vendors who can provide a demonstration and cost of service for mail processing equipment from receipt to indexing along with an estimated cost of services and an on-site demonstration of the tools available for completing an ever-increasing volume of mail processing for both CSC and other agencies throughout the government. The main criteria to be considered in developing a future request for proposal will be:
· Capacity of solution proposed
· Ease of use
· Expansion of CSC’s current mail services capabilities
· Improved quality of imaging and
· High accuracy in automated indexing functionality Include all detail information in your submission back to the government. Once the information has been received and reviewed all interested vendors will be contacted to provide an onsite (and potentially offsite) demonstration(s) of the tools that are available and potentially useful to the organization as a whole.
Provide a price schedule to identify the cost of purchasing alternative hardware and software applications. As listed under schedule B.
This in no way commits the agency to purchase any of the proposed items but provides information relative to the availability of current technology for planning and potential.
