Page 2 Questions and Answers for Technical Proposal for AG-31ME-S-12-0017
1. Page 1 of the SOW third paragraph, second sentence states “Proposers may propose appropriate labor categories from their own schedule contract(s) or proposer may …”. On page 3 five labor categories are provided. Is it correct to assume that proposers may use more appropriate labor categories for the work described in the SOW and the four associated Sample Task Orders?
Response: Yes, proposer may propose appropriate labor categories.
Page 2 of the SOW last sentence states “ODC/Travel Funds – Travel will be approved by the COTR prior to taking.” Do we need to provide pricing for travel in the Cost Proposal? If so, for how many trips, to what locations, and for what duration?
Response: ODC/Travel will be included later during contract award on an as needed basis.
2. The numbering scheme on page 4 of SOW has D.1.1 Knowledge of RD Portfolio Program and on page 5 has D.1.1 Proposed Staffing Key Personnel. Should D.1.1 Proposed Staffing Key Personnel on page 5 be D.1.3?
Response: Yes, it should read D.1.3
3. Page 5 of the SOW under D.14 Corporate Experience, bullet three asks “Show company sales for past 3 years (2010, 2011, and 2012)”. Since 2012 is not complete should we provide sales for 2009, 2010, and 2011?
Reponse: No, only propose for 2010,and 2011 .
4. Page 6 of the SOW under E. Volume II – Price Proposal (1) asks the proposer to “Identify the labor category(s) to be utilized for this effort: provide a description of the skills and experience for each category and the number of hours and hourly rate proposed for each category; and identify any other proposed associated costs used to calculate the proposed prices for the base and option period (See attachment “B”).”
a. Where is Attachment B? We could not find it in the document. Was that intended to be “Section B”?
Response: That should be Section “B”.
b. Is the number of hours the total of hours for each specific labor category for each position across all four Sample Task Orders?
Response: Total of hours for each labor category as required for each sample task order.
5. Page 6 of the SOW under E. Volume II – Price Proposal (2) requests to “Provide a Fixed Price Proposal for the Base Period and each Option Period.” The following questions are specific to this paragraph:
a. Is the pricing specific to the four sample projects only? Response: The pricing should be the same for each labor category used for each sample task order and the base and option periods.
b. As an IDIQ contract, we assume that additional Task Orders may be written against the contract and that pricing for those projects will be provided/negotiated as needed. Is that correct? Response: The sample task order/task orders will be written against the IDIQ contract. All pricing for the IDIQ/sample task orders will be negotiated.
6. Section B, Pages 13 – 17 has specific labor categories, but Page 1 of SOW under paragraph 3 allows us to propose labor categories from our schedule. Should we replace these categories for IDIQ Line Items with our proposed labor categories to arrive at an accurate estimate?
Response: Yes
7. Page 46 of the SOW under F.3 Subcontracting Requirements seems to indicate the need for a subcontracting plan. Should a subcontracting plan be included under D.1.5 and, if so, will the subcontracting plan count against the page count? Response: If you intend to use a subcontractor a plan is required. It will not count against the page count.
