Amendment 0001

SECTION SF 30, BLOCK 14 CONTINUATION PAGES

Question 1: Has a contractor performed similar work to this for the government in the past?

If available, please provide the incumbent contract number.

Government Response: Yes, AG-3198-D-14-0043.

Question 2: If you are unable to provide a contract number, is it safe to assume this is a new requirement for the government?

Government Response: No

Question 3: What is the anticipated date of award?

Government Response: August 2015

Question 4: The RFP stipulates that the base period is for 12 months from the data of award. Assuming that the award date would be on or about September 1st, the base contract would run from September 1, 2015-August 31, 2016. Is the intention that the base year and each subsequent optional period be from September 1-August 31?

Government Response: The base period will be for one year and each option period will be for one year.

Question 5: Based on our experience with this program the actual work involved in managing the

CLOC/Cash program for one school year, we believe that it is most efficient (and mirrors the actual work load) if the contract period for each segment begins on July 1 and lasts for 15 months until the end of September. It is not feasible to provide the end of year information by

June 30 of each year as stated in the RFP because the information is not in from the school districts by then. During the months of July, August and September there are tasks to perform for both the ending school year and the beginning school year. Would running each contract

"year" for 15 months without increasing the total number of hours be acceptable?

Government Response: No, the period of performance will remain at 12 months. The period of performance for the contract does not necessarily coordinate with a school year cycle. The Contractor is not engaged to support a specific school year but for a twelve month period. The Contractor will perform work in a twelve month period that may support more than one school year. For example, the summer months would include work to close out the ending school year as well as to start up a new school year.

Question 6: Page 25 of the RFP, the first sentence under the heading "TECHNICAL

PROPOSAL" indicates that the proposals should be on "paper", but the directions for submission on the cover sheet provide instructions to submit electronically. Are we required to provide a paper copy of our proposal? If so, what address should we use?

AG-3198-S-15-0074

Amendment 0001

Government Response: There will be no paper submissions. Please send proposals to the e-mails specified in the RFP.

Question 7: Page 2 contains a section called "Quality Control" This section states the need for a

Quality Control Plan (QPC) with submission of the proposal. Is there a specified format for this that is required? Are we allowed to build in the quality controls throughout the technical proposal or must this be a stand alone section?

Government Response: No, there is no particular format. In regards to quality control, please refer to page 25 Tab B Management of the solicitation.
