FNCS Child Care Tuition Assistance Program (CCTAP)

AG-3198-S-15-0010

Solicitation Questions and Answers

1. PWS 2.0 indicates that this program was authorized in 2001. Is there a prior contract to the one being issued at this time? Not at this sub Agency.

2. PWS 4.1a indicates that a draft version of the policy is attached to the SOW as Attachment 1. It appears to be missing. Can you provide? Attached in Amendment 0002. Please note, this is only a draft and is subject to change.

3. PWS 4.2g indicates that the contractor will submit an invoice which includes the subsidy allocation and contractor’s monthly fee. PWS 5.2q states that the COR must certify that the funds were paid to the child care center prior to paying any invoices to the contractor. PWS 4.2f indicates that there is a stipend account held by the contractor. Will the government furnish a stipend account to be used to pay the child care centers or will the contractor be required to pay the child care centers from their own funds and seek reimbursement?

Seek reimbursement.

4. Can you provide guidance on how many days after invoice submission to payment? Hopefully within 30 days.

5. It is our understanding that payment of the contractor’s monthly fee is tied to actual participants each month. It is also apparent that there is a potential for the contractor to perform a lot of work to qualify participants only to have them not qualify. Does the government have any historical or other data on the number or ratio of applicants to participants determined to be eligible? No.

6. Price guidance. The spreadsheet provided for pricing appears to indicate that the contractor will be reimbursed at a fixed dollar per transaction processed per month as their fee. If the number of participants varies from the 30 used in the pricing the contractor will still be paid the same fixed dollar per transaction for each participant correct (ie: if there are 40 participants and the fee proposed on 30 was $10 each per month, the contractor would be reimbursed $400 in the month with 40 participants)? No. We will pay for services based on a processing fee. So if the benefit costs the Agency $500 for the month than the contractor will be paid based on the processing fee plus the $500.

7. Can you clarify whether the QCP should be included with the proposal or submitted after award? The QCP is required after award.
