Additional questions for solicitation AG-3151-S-17-0039 as amended

1. There appears to be an inconsistency in the Basis for Award on page 5. Paragraph 1 states that the government may make an award to other than the lowest price but subparagraph (a) states this an LPTA procurement. Would the government please clarify?

Please refer to the revised solicitation documents.

Following factors will be used to evaluate offers: Technical, Past Performance and Price. Technical and past performance are of equal importance and when combined are significantly more important than price. Award will be made to the responsible Offeror whose proposal, conforming to the solicitation, is determined to be the best overall value, price and other factors considered. The Government may select for award the Contractor whose price is not necessarily the lowest, but whose technical and past performance is more advantageous to the Government and warrants the additional cost. The Government reserves the right to award to other than the lowest price and to award without discussions.

1. Would the government consider experience in lieu of a Graduate degree in History or Archival Studies or Library and Information Science (MLS) or related discipline?

Yes.

1. Per the Labor Category Descriptions document, the functional responsibilities for an Acquisition Principal and Contract Specialist appear to be out of the scope of the SOW. The SOW seems written strictly to archiving and filing and makes no reference to traditional contract administration duties performed by these labor categories. Will the government elaborate on the roles of these positions and/or allow for alternative solutions for this paperless contract file initiative?

Please refer to the SOW Paragraph 3.1, “The Contractor shall provide the Government with a complete and comprehensive solution to support paperless contract files initiative while identifying opportunities for improvement based on the Government’s needs, expectations, and required outcomes. The solution will include; however, is not limited to:” which includes paragraphs 3.1.1 through 3.1.4 along with other requirements discussed throughout the SOW. Contractor employees in support of this Paperless Contract File Initiative must possess sufficient contract administration knowledge in order to achieve this SOW’s objectives.

1. Would the government share the “Master Folder Reference Lists for Electronic File Index” so that offerors know to what degree of granularity the government requires filing to be accomplished?

A draft “Master Folder Reference Lists for Electronic File Index” will be provided via a FedBizOpps amendment to the original solicitation; however, the document is still in draft form at this time. The final version of the document will become available upon award.

1. In order to budget for the potential equipment required, will the government be providing GFE (computers) in order to access IAS for any archiving support provided offsite?

Successful vendor will be given access to government space, computers, and necessary resources.

1. Will all contractor staff require an HSPD-12 clearance and a PIV card, or just those supporting onsite? If just the latter, which labor categories are onsite?

Please see the Government’s response to Question No.5 above.

1. Paragraph 3.1 of the SOW states that onsite and offsite support is required. Will the government elaborate as to which SOW tasks are onsite versus offsite?

On-site and off-site support and/or combination of will be discussed and determined upon award with the Government designated representative.
