Statement of Work DAM Middle Management Leadership Training

Background Leadership development is at the center of a trusting and high performing organization. As part of the Farm Service Agency (FSA), Deputy Administrator for Management’s (DAM) strategic plan, the further development of our middle management cadre has been recognized as critical need by Employee Viewpoint Surveys and customer reviews. As a result the DAM has begun a series of leadership development opportunities. Our next step will involve a leadership immersion experience to drive the cadre’s mastery and application of advance leadership skills to better lead the organization in FY2017.

This training serves as a critical element in FSA’s long-range Cultural Transformation initiative to increase communication, collaboration and trust, workforce engagement and create greater business efficiencies across the enterprise. It will also reinforce earlier leadership and trust training concepts that the DAM organization has begun to build upon.

Reestablishing and strengthening trust in leadership is fundamental to FSA’s workforce and customer engagement efforts and will be a critical driver to achieving FSA’s 2017 strategic priorities. Without trust, relationships suffer, productivity slows, customers move on, and valuable employees leave the organization. Conversely, when trust is high, quality employees stay longer and refer others, relationships flourish and customer service improves.

Scope:

Part 1-Training There will be a leadership emersion and skill attainment training session for approximately 20-25 leaders within the DAM organization. The training should be a 2 ½ to 3 day session during the month of March.

The training should be grounded in the history of the United States, in particular, the Battle of Gettysburg. Through the examination of lessons from the Battle of Gettysburg, the curriculum should provide training on leadership, communication, conflict resolution, creating and building trust, and delegation. The vendor should provide rates for Gettysburg training, to include materials and delivery.

The vendor will provide or arrange for a classroom/meeting space to conduct all Gettysburg related training, or be able to conduct all Gettysburg related training in a government arranged facility. The classroom/meeting space, if provided by the vendor, should include all required A/V equipment needed to provide training material.

Part 2-Lodging & Facilities The DAM organization will need lodging facilities for four (4) nights during the week of the training (checking in Monday afternoon and checking out Friday morning) for 25-30 people – this amount includes the 1-5 additional DAM executive leadership personnel that will partake in a portion of the training, but will not take the Gettysburg training. Hotel should be within 5 miles of the Gettysburg battlefield. The vendor will provide lodging rates, but rates should be within government per diem rates.

The DAM organization will need a classroom/meeting space for 1 ½ to 4 days that can accommodate 25-30 people for training/meeting sessions other than the Gettysburg training. Classroom/meeting space should have access to all A/V technology that will be needed in classroom/meeting space to provide training. The cost for any AV support shall be included in the proposal. The vendor will provide classroom/meeting space rates.

Part 3-Additional Services The vendor will provide or arrange transportation/shuttle service between the (1) participants lodging, (2) battlefield, and (3) classroom/meeting space locations will be needed.

The vendor will provide or arrange meals for 25-30 people during the week of the training (Monday through Friday). Meal rates should be within Federal government per diem rates.

Objectives DAM will further develop the leadership abilities of its middle management group utilizing a common language, framework and process guided by the principles of previous leadership and trust training sessions. This training will allow us to recognize and foster behaviors that lead to high-performing teams that are agile, collaborative, innovative, change ready and engaged. 1 ½ to 4 days of the training will be conducted by DAM executive leadership in the above mentioned classroom/meeting space.
