(2) EVALUATION OF QUOTES

FAR 52.212-2, Evaluation-Commercial Items (Oct 2014)

(a) The Government will award a contract resulting from this solicitation to the responsible contractor whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors will be used to evaluate quotes:

Factor I – Technical

Technical Capability - The contractor will be evaluated on its ability to successfully meet all the requirements of the SOW and solicitation.

• Has a clear understanding of the work to be performed;

• Has the technical ability to comply with all aspects of the SOW; and

• Has the resources and capacity to meet all requirements within the period of performance.

Sub-Factor:

Section 508 Evaluation Factors - Responses to this RFQ will only be considered for award after it has been determined that the quote adequately addresses the requirements for Section 508. Only quotes which contain adequate information to document their responsiveness to the Section 508 requirements (e.g. a completed GPAT, VPAT or equivalent and supporting documentation) will be eligible for any additional merit consideration.

Factor II – Past Performance

Solicitation Number: AG-3151-S-16-0016 Page 14 of 16

The Contractor will be evaluated on its ability to successfully carry out a contract of this nature by including a description of the timeliness and quality of services provided; a brief description of how the project(s) relate to this project; and how the success of the prior project(s) was determined. The Contractor shall include all relevant information regarding past projects, including contract number, value, description, and technical/contracting points of contact’s (POC’s) names, telephone numbers, agency and e-mail addresses.

In the case of a contractor without a record of relevant past performance or for whom information on past performance is not available, the contractor may not be evaluated favorably or unfavorably on past performance.

Factor III – Price

The Government will evaluate price and determine price reasonableness based on comparative, competitive pricing among the quoters and as compared to the Government’s own Independent Cost Estimate or any other reasonable basis. The fair and reasonableness of proposed prices will also be assessed by the acceptability of the Contractor's methodology used in developing the quotes. For the price to be reasonable, in its nature and amount, it should be commensurate with what would be incurred by a prudent person in the conduct of a competitive business. Only fair and reasonable quotes will be considered for award. Unreasonably high or low quotes present a risk to the government in achieving a best-value solution and; therefore, will not be considered.

(b) Options. The Government will evaluate quotes for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). Quote containing any charges for failure to exercise any option will be rejected.

Basis of Award:

Award will be made to the responsible Contractor whose quote, conforming to the solicitation, is determined to be the best overall value, price and other factors considered. The Government may select for award the Contractor whose price is not necessarily the lowest, but whose technical and past performance is more advantageous to the Government and warrants the additional cost.
