Text version

The below Questions and Answers are a collection of those received from solicitation AG-3151-S-15-0068, for the Cochran Fellowship Program Emergency Medical Coverage for International Visitors. The deadline for questions was 5:00 p.m. on July 22, 2015. As is procedure, all identifying information has been removed from questions.

1. Please provide us an approximate count number of visitors? We can estimate 600 Fellows per year, but cannot specify things like their age brackets.

2. What is the average length of stay in the US per person? 1 week to 6 months

3. If it is an existing program then please provide us 3 year premium and 3 year loss history. This information cannot be provided.

4. At the time of actual enrollment would you be able to provide an Excel Roster (name, age, dates of coverage) so that premiums can be computed based on actual length of stay. Most 'caring and insured friendly' carriers insist that care can be managed (especially emergency evacuation, repatriation, and hospitalization) more efficiently without trying to re-verify coverage if the insured information is already in system. We are requesting enrollment; TSED staff would provide names, dates, and DOB of all enrollees to the insurance company

5. Would you disqualify if the insurance carrier insists on a census roster to ensure 'quality of timely care' instead of blanket coverage. Besides the challenge of delivering timely-quality care in the absence of a census roster, there is also concern of pricing this group due to lack of counts based on 'age' and coverage 'duration'. This cannot be answered.

6. What is the start date of coverage? Varies – based on training dates.

7. Does the Combined Synopsis/Solicitation under solicitation number AG-3151-S-15-0068 contain requirements similar to a current contract? This contract is similar to many contracts that provid(ed) Emergency Medical Coverage for International Visitors.
