2. Can you please provide the contract number? AG-645S-C-08-0009/AG-645S-D-09- 0021 and AG-645S-C-08-0013/AG-645S-D-09-0017
3. Can you tell me please if there is an incumbent 8a, and who they may be? Or is this new work? AG-645S-C-08-0009/AG-645S-D-09-0021 was supported by 8a vendor Ace Info Solutions, Inc.
4. Do you anticipate or plan on extending the deadline for proposals? No
5. Given that there is a 50 page limit, will the government consider combining Volumes 1 through 3 into a single volume delineated by Tabs? Technical Proposal consists of the Executive Summary, Technical Volume and Past Performance. They can be combined into one volume but must be clearly identified.
6. Regarding page limit for the response, is my math correct below? Pages limited to 50 pages for all volumes excluding pages for resumes.
The total page count for all volumes of the proposal (including any and all pages, but excluding page count for resumes) should not exceed 50 pages A = · Executive Summary (Original plus 3 copies)
B = · Technical Volume (Original plus 3 copies) C = · Past Performance (Original plus 3 copies) D = · Price Volume (Original plus 3 copies)
A+B+C+D = 50 PAGES OR LESS (EXCLUDING RESUMES)?
7. Is there an incumbent transitioning in or out of this project? No transition period is anticipated.
8. If yes, may we know who the incumbent is? AG-645S-C-08-0009/AG-645S-D-09-0021 was supported by Ace Info Solutions, Inc. and AG-645S-C-08-0013/AG-645S-D-09- 0017 was supported by HP Enterprise Services, LLC, DBA: Electronic Data Systems.
9. If yes, will the incumbent’s resources be approachable for hire by our company per any existing contract? If there were an incumbent, a good faith effort should be made to offer work to incumbent employees but the incumbent vendors determine the level of contact with their employees.
10. What is the ceiling value of this requirement? Not relevant to offerors
11. Is this a new requirement? No
12. I was wondering if you could provide any information regarding a previous contractor that fulfilled the same or similar work? AG-645S-C-08-0009/AG-645S-D-09-0021 was supported by Ace Info Solutions, Inc. and AG-645S-C-08-0013/AG-645S-D-09-0017 was supported by HP Enterprise Services, LLC, DBA: Electronic Data Systems.
13. Is there a current contract in place that is providing the same or similar work? AG-645S- C-08-0009/AG-645S-D-09-0021 was supported by Ace Info Solutions, Inc. and AG- 645S-C-08-0013/AG-645S-D-09-0017 was supported by HP Enterprise Services, LLC, DBA: Electronic Data Systems.
14. If there is a previous or current contract, would you please provide the following information: AG-645S-C-08-0009/AG-645S-D-09-0021 was supported by Ace Info Solutions, Inc. and AG-645S-C-08-0013/AG-645S-D-09-0017 was supported by HP Enterprise Services, LLC, DBA: Electronic Data Systems.
- Contractor:
- Contract ID#: Not relevant to offerors
- Contract Value: FOIA request required for this information.
15. Is this opportunity available to 8(a) and SDVOB companies or is the government giving preference to companies that are both? This requirement is being set-aside for eligible 8(a) firms but any 8(a) firm that is also a Service-Disabled Veteran-owned Small Business concern will be given preference.
16. Would the government please clarify the definition of preference for this opportunity?
Preference will be based on best value to the Government as determined by the Contracting Officer.
17. If an 8a company were to have a SDVOB as a subcontractor on their team, would the SDVOB preference be given to that team? Preference is provided only if the Service- Disabled Veteran-owned Small Business is the “Prime”.
18. If not, what sort of teaming arrangement between an 8a company and a SDVOB would allow that team to get preference? Service-Disabled Veteran-owned Small Business must be in the “Prime” position.
19. On page 71, Attachment 4, it reads, “ATTACHMENT 4
SECTION B – SUPPLIES OR SERVICES AND PRICES/COSTS B.1. SCHEDULE OF
SERVICES This is an order under contract no. To Be Determined. Except as may be otherwise expressly set forth in this contract, the Contractor shall furnish all personnel, facilities, equipment, material, supplies, and services, in performance of the services specified under Section C – Performance Work Statement (PWS) and delivered within the Deliverable Schedule and within the period of performance specified in Section F – Deliveries or Performance.” This seems to be contradictory to the rest of the solicitation.
Is this accurate? This attachment is expected to be the initial task order to be placed against the anticipated Indefinite Delivery/Indefinite Quantity contract to be awarded as a result of this solicitation. Offerors response to this attachment will also, in part, be used to ascertain offeror’s technical approach and abilities.
20. If an offeror would like to submit an alternative cost proposal with alternative labor categories, is it acceptable to submit a separate, additional Pricing Volume IV or should the offeror submit an entirely separate proposal containing all volumes? Additional labor categories may be added as offeror’s deem necessary to provide the level of support needed, but no alternate proposals will be considered.
21. Question: C.6.9, Page 17: Does the government intend to employ the ITSS application?
We are not familiar with the ITSS application so we will NOT be using it. An electronic copy of the resume should be submitted to the COTR.
22. Question: C.7.6, Page 19 deliverable review and approval durations conflict with C.5.3, Page 10 durations. Please clarify. The deliverables review and acceptance/rejection will follow Section C.7.6 with a total duration of the process not to exceed the stated 10 days in Section C.5.3.
23. Question: The H.3.2 Personnel Security Requirements beginning on Page 31 of the solicitation appear to be extraordinary for FSA systems development, maintenance and enhancement work performed at the Beacon Drive Facility. Does the government intend to classify the contractor’s positions as “high risk computer-related positions” that require the contractor to initiate background investigations for Public Trust positions at the high and moderate risk levels?
All Contractor Personnel will have to clear the Government’s Background check to be allowed to work on this contract.
24. Question: H.4.1, Page 37: Please clarify the requirement to identify key personnel at the “technical expertise level” beyond proposing each Key Personnel in a specific Key Personnel Labor Category as shown in H.4.2 (a).
The requirements are stated in Sections C.6.7.
25. Question: L.2.1, Page 108: Which “hard copy” volumes are to be stored on the Technical Proposal CD and which volumes are to be stored on the Price Proposal CD?
Technical Proposal consists of the Executive Summary, Technical Volume and Past Performance. They can be included in the Technical Proposal CD but must be clearly identified. The Price Proposal CD should only contain the pricing elements.
26. Question: M.1, Page 117, i. We respectfully request the requirement to supply resumes of all proposed staff to be deleted from the solicitation due to the compressed time required to prepare and deliver the proposal. Once awarded, if the government would like to review resumes in advance of staff joining the contract, this can be done.
Only Key Personnel resumes need be submitted.
27. Optional Question: C.7.2, Page 18: Based on the supported applications within TAPS, i.e., TTAP and TTPP, please quantify the number of enhancements performed for each application over their last 12 months of operational support and the total number of effort hours applied to each application’s enhancements.
The past number of enhancements may not be indicative of future work. The Task Orders for enhancements will be handled separately under Section 3.5 FA5.
28. Optional Question: B.2.1, Page 72, CLIN 003: How many hours are to be specified in the Qty column? Based on the offeror’s experience, the number of hours the offeror believes it will take to complete the support required.
