Supplies or services are needed immediately to satisfy mission requirements.

Supplies required are a brand-name product or item peculiar to one manufacturer.

a. Justification for authority sited:

This requirement is for the renewal of subscription/support of Cornell University Northeast Regional

Climate Center AgACIS online software subscription. This is required for the Government to obtain and utilize critical climate data in existing research. This software is used extensively by USDA Natural

United States Department of Agriculture

Office of the Assistant Secretary for Departmental Management

Management Services

Procurement Operations Division

Reporters Building 300 7th Street, SW, Suite 353 Washington, DC 20024

Resources Conservation Service field offices throughout the US to provide information and data to update NRCS applications including Field Office Technical Guide (FOTG); Wetlands; Conservation Planning; Animal Waste Management and others. Without this subscription renewal the Government (USDA/NRCS) will not be able to update the data utilized by these applications. This subscription provides unique capabilities that are required in order for USDA/NRCS to continue to provide the required organization mission support to internal and external entities. This software has been tested and is currently used to provide required data to Government systems and applications. Use of a different product would create duplicate costs to the Government including but not limited to the following: testing of replacement software; removing current software and interfaces from existing Government systems; installing new interfaces on Government systems to receive the data provided;

ensuring new product works seamlessly with current Government infrastructure and processes;

retraining of Government employees on the use and management of the replacement product.
