INSTRUCTIONS FOR THE PROPOSAL

BIOPREFERRED CERTIFICATION AND LABEL INITIATIVE SUPPORT

INSTRUCTIONS FOR THE PREPARATION and delivery OF THE PROPOSALS

INSTRUCTIONS FOR THE PREPARATION OF THE TECHNICAL PROPOSAL (VOLUME 1)

The Technical Proposal shall be submitted in the form of an original Thumb/Jump Drive in Microsoft Word and hard copy. The contractor shall submit one (1) original hard copy and three (3) hard copies of the proposal along with one (1) original Thumb/Jump Drive. The hard copies must be clearly labeled with volume number, the contractor’s name, contractor’s address, contractor’s point of contact information (phone and email), contractor’s DUNS number, contractor’s GSA Schedule number, solicitation number, and date. The Thumb/Jump Drive must be clearly labeled with the contractor’s name, solicitation number, and date. Offerors shall not assume any opportunity to address missing or incomplete information. When preparing the proposal, the Offeror shall prepare a concise narrative, addressing the requirements. Offerors should generally summarize information in tables wherever possible, to allow the government to effectively evaluate each proposal. Pricing information shall not be included in the Technical Proposal.

Technical Proposal (Volume 1) Content and Format The following sections shall be included:

· Technical Approach

· Corporate/Business Experience

· Management Approach

· Sub-Contracting Plan

The Technical Proposal (Volume 1) length shall be limited to 35 single-sided pages with 12 point font. Pages shall be numbered sequentially. Proposals in excess of the 35-page limit will not be evaluated. A page is defined as one side of an 8.5-by -11 inch sheet of white paper. The following pages will not be counted toward the 35 page limit: Letter of Transmittal; Title Pages; Divider Pages; Table of Contents; List of Exhibits; and resume(s) for key personnel. A Letter of Transmittal may be included with the proposal submission, but the letter of transmittal should not exceed two pages in length. All pages shall have a minimum of a 1-inch margin on the top, bottom, left, and right. Page numbering, offeror identification, and disclaimers may be placed in the 1-inch margin. Each table, figure, diagram, organizational chart, drawing, or other illustrative material counts toward the 35-page limitation and must be numbered sequentially.

No cost information is to be provided in the Technical Proposal (Volume 1).

Technical Approach The Offeror shall present their technical approach to be utilized in performing the scope of work listed in the PWS. The Offeror shall clearly describe the proposed approach to be used to accomplish the work. Sufficient detail should be provided to permit the government to determine that the Offeror has an understanding of the scope of work to be performed, and that it has the demonstrated ability to deliver the services required in an efficient manner.

Corporate/Business Experience Offerors shall submit information on their corporate experience performing the same or similar types of work described in the PWS. Offerors should include enough information to demonstrate how their corporate/business experience relates to the PWS, including timeframe of experience, relevancy, complexity and internal business processes and certifications. The Offeror must provide a brief history of its founding and development, and a description of its current organization, products, and services.

Staffing Plan The Offeror shall provide a well-organized staffing plan that clearly shows the ability to recruit and maintain current resources in accomplishing the tasks as specified in the PWS. Qualifying information such as qualification standards may be included to assist the Government in determining the Offeror's staffing. A resume must be submitted for each proposed key personnel. The resume is restricted to two (2) pages in length. Training, experience, and certification on key technologies should be clearly indicated. The contractor personnel should be capable of providing knowledge transfer and professional documentation.

INSTRUCTIONS FOR THE PREPARATION OF PAST PERFORMANCE SUBMISSION (VOLUME 2)

Offerors shall submit the following information as part of their proposal for both the Offeror and proposed subcontractors in the Past Performance section. The Past Performance shall be submitted in the form of a compact disk or external drive in Microsoft Word and hard copy. The contractor shall submit one (1) original hard copy and three (3) hard copies of the proposal along with one (1) original Thumb/Jump Drive. The hard copies must be clearly labeled with volume number, the contractor’s name, contractor’s address, contractor’s point of contact information (phone and email), contractor’s DUNS number, contractor’s GSA Schedule number, solicitation number, and date. The Thumb/Jump Drive must be clearly labeled with the contractor’s name, solicitation number, and date.

Past Performance - Corporate

(a) The Offeror shall provide a complete list of all active government contracts/awards from January 1, 2012 through the present for which they performed similar work as that described in this solicitation.

(b) The government at its discretion may contact the references listed by the Offeror to seek clarification on the information provided. All references submitted by the Offeror shall have in-depth knowledge of the Offeror’s performance on the given contract and be available to comment on the Offeror’s performance.

(c) Include the following information for each contract/award:

· Name and address of agency/company;

· Contract number;

· Contract type (e.g.: fixed price, labor hour, IDIQ, services, equipment.);

· Total contract value;

· Period of Performance;

· Contract work (a substantive description of the tasks performed and results attained);

· Contracting officer name, current telephone number, address, and email address; and

· Site manager’s name, current telephone number, address, and email address.

(d) Each contract/subcontract description is limited to one (1) page.

INSTRUCTIONS FOR THE PREPARATION OF PRICE PROPOSAL (VOLUME 3)

The price proposal must be signed by the party authorized to bind the company. The Offeror shall complete the Price Schedule and include it in their Volume 3, Price Proposal. The contractor shall submit one (1) original hard copy and two (2) hard copies of the proposal along with one (1) original Thumb/Jump Drive. The hard copies must be clearly labeled with the volume number, the contractor’s name, contractor’s address, contractor’s point of contact information (phone and email), contractor’s DUNS number, contractor’s GSA Schedule number, solicitation number, and date. The Thumb/Jump Drive must be clearly labeled with the contractor’s name, solicitation number, and date.

(a) The Price Proposal (Volume 3) shall be limited to 3 single-sided pages with 12 point font. Pages shall be numbered sequentially. Price proposals in excess of the 3-page limit will not be evaluated. A page is defined as one side of an 8.5-by -11 inch sheet of white paper. The following pages will not be counted toward the 3 page limit: Letter of Transmittal; Title Pages; Divider Pages; Table of Contents; and List of Exhibits.

(b) The Price Proposal shall include all price data required to perform the work identified in this solicitation.

(c) All prices proposed in response to this solicitation shall use rates from the offeror’s current GSA schedule. Offerors are encouraged to propose discounted rates for the term of the task order.

Proposal Delivery Instructions The proposal shall be submitted in three volumes (Technical, Past Performance, and Price). Technical and Past Performance maybe submitted together in a binder. Price should not be imbedded in the technical nor past performance proposal. Proposals shall be mailed or delivered to:

Offerors shall follow the instructions listed under each volume for the required number of hard copies and Thumb/Jump Drive. Offerors will be allowed to submit one Thumb/Jump Drive with all three volumes. Late proposals will not be considered for award (Reference FAR Part 52.212-1(f)). Any hand-delivered proposals may not be delivered directly to the room listed above. Offerors that choose to hand deliver a proposal must wait in the building lobby at the Guard’s Desk for acceptance of the proposal. Offerors hand delivering a proposal that gain access beyond the Guard’s Desk may not be considered for award.
