Town of New Hartford, Oneida County, NY
NRCS Attendees - Lauri Eipp, Contracting Officer, USDA-NRCS; David Walowsky, NRCS State Design Engineer.
Town of New Hartford Attendees - Rick Sherman, Highway Superintendent
List of contractors in attendance - attached.
Work is being performed under the Emergency Watershed Protection Program under an agreement with the Town whereby the Federal Government (NRCS) and the Town cost share for the work.
Resulting contract will be federal contract and NRCS will be making payment in full to the successful contractor.. Davis Bacon Wage Rates apply. Government’s tax exempt status, however, is not transferred to contractor. All bids should include applicable sales tax.
All permits have been acquired. However, are waiting on a 15 day public notice – which we anticipate and have been assured by DEC is just a formality.
This is a firm fixed price, request for quotes. NO formal bid opening will be held. Request for quotes can be mailed, hand delivered, faxed or emailed to arrive at the NRCS Office in Syracuse, 441 S. Salina Street, Suite 354, Room 520, Syracuse, NY 13202 – see block 5a of the SF18. A bid bond is not required with bid. Quotes must be received at the location and time specified or they will not be considered. Payment bond – 100% - will be required from successful contractor within 5 days after award. If faxing, please call to confirm receipt.
We anticipate successful contractor beginning work the first week of November and performance time allowed on this project is 30 days – will have to adhere to DEC permit for working in the stream.
In order to be eligible for award, low bidder MUST be registered in the System for Award Management (SAM). Information sheet handed out - if you are not already registered, it is very strongly suggested that this be started as soon as possible as the process of registration can take time. NRCS is expecting to award within 5 days of receiving bids. Successful offeror will then have 5 days to get in payment bond. An offeror that is not already registered and active in SAM and eligible for award will be rejected.
Registration in the SAM database is required and it is free.
Please pay special attention to Section H- Safety. OSHA standards are to be followed. The selected Contractor will need to submit a safety plan, commensurate with the work for review. It is required that a person certified in first aid be on site at all times. A preconstruction meeting will be held for each site to review safety plan, equipment, first aid certification, erosion and sediment control plan, dewatering plan, and traffic control plan
Other clauses to be aware of :
Unless successful offeror can present a hardship, invoices must be submitted electronically. See page 16 of the contract package.
VETS100 validation is required by any contractor who is awarded a contract over $100,000.
Group then traveled to review site.
David Walowsky, NRCS Engineer, reviewed the drawings and specifications.
It is very important to carefully review Construction Specifications particularly the Items of Work and Construction details to see what is included in a bid item and the method of payment.
Obtaining and providing an access to the site is the responsibility of the Town. The Access obtain by the Town is thru two rental properties next to the church – grey and tan houses. There is a good sized parking lot and grassed area with space to stage material.
There is a recently placed culvert pipe (not depicted on the drawings). It is intended that the rock wall will hug the bank as close as possible. If extension of the pipe is necessary, the Town will provide additional pipe/collar.
All work on this side of stream. No work or access on other side. Excavated materials will be used to fill in behind the wall.
Anticipate that all trees along the bank will need to be removed. NRCS will stake out the site along with the Contractor prior to construction start, and trees to be removed will be flagged.
Permits have been obtained – although waiting on the conclusion of a 15 day public comment period. States work in the dry. Dewatering plan will have to address – site is pretty narrow.
