ATTACHMENT 5

Specifications

CONSTRUCTION SPECIFICATION

8. MOBILIZATION AND DEMOBILIZATION

1. Scope

The work consists of the mobilization and demobilization on the contractor’s work force and equipment necessary for performing the work required under the contract. It does not include mobilization and demobilization for specific items of work for which payment is provided elsewhere in the contract. Mobilization will not be considered as work in fulfilling the contract requirements for commencement of work.

2. Equipment and Material

Mobilization shall include all activities and associated costs for transportation of contractor’s personnel, equipment, and operating supplies to the site; establishment of offices, buildings, and other necessary general facilities for the contractor’s operations at the site; premiums paid for performance and payment bonds including coinsurance and reinsurance agreements as applicable; and other items specified in section 4 of this specification.

Demobilization shall include all activities and costs for transportation of personnel, equipment, and supplies not required or included in the contract from the site; including the disassembly, removal, and site clean up of offices, buildings, and other facilities assembled on the site specifically for this contract.

This work includes mobilization and demobilization required by the contract at the time of award. If additional mobilization and demobilization activities and costs are required during the performance of the contract as a result of changed, deleted, or added items of work for which the contractor is entitled to an adjustment in contract price, compensation for such costs will be included in the price adjustment for the item of work changed or added.

3. Payment

Payment will be made as the work proceeds, after presentation of paid invoices or documentations of direct costs by the contractor showing specific mobilization and demobilization costs and supporting evidence of the charges of suppliers, subcontractors, and others. When the total of such payments is less than the lump sum contract price, the balance remaining will be included in the final contract payment. Payment of the lump sum contract price for mobilization and demobilization will constitute full compensation for completion of work.

Payment will not be made under this item for the purchase costs of materials having a residual value, the purchase costs of materials to be incorporated in the project, or the purchase costs of operating supplies.

4. Items of Work and Construction Details

Items of work to be preformed in conformance with this specification and on the construction details therefore are:

A.) Bid Items 01, 02, 03, 04, 05, 06, & 07 Mobilization and Demobilization

1) This item shall consist of the following:

a. Mobilization and demobilization of the contractor’s work force and equipment.

b. Purchase of bonds if required by the items of the contract.

c. Purchase of liability insurance coverage for accidental injury to personnel on the work site and accidental damage to property located within the work sites and damage during the performance period of the contract.

d. Costs of moving equipment to the work sites and removal of equipment after completion of the work.

2) The contractor shall assume responsibility for protection of existing roads, overhead and/or buried utilities and fences that may be affected by the work.

3) All invoices submitted by the contractor shall be subject to approval of the Contracting Officer’s Technical Representative.

4) Ingress and egress to the construction sites shall be provided by NRCS with specific instructions provided by the site landowner. Access roads shall be restored to original condition and grade after the work is completed.

5) Measurement and Payment: Payment will be made by the method in Section 3. Payment.

MATERIAL SPECIFICATION

300. WOODY PLANTS AND OTHER MATERIALS

1. SCOPE

This specification covers the quality of woody plants and other materials needed for planting.

2. PLANT MATERIALS

Unless otherwise specified, all plant materials used shall be true to name and size in conformity with the following standards:

a. Verification of Sources of Supply. The contractor shall verify, prior to bidding, that all sources of supply come from a certified nursery to insure that all of the items on the plant materials list, of size, species, variety, and quality noted and specified, can be supplied.

b. General Requirements. At least part of the plants in each type of group will be properly identified by name and size on legible weatherproof labels securely attached to plants.

All plants shall be nursery grown, unless otherwise specified.

All plants shall have normal, well-developed branches and vigorous root systems. They shall be sound, healthy, vigorous, free from defects, disfiguring knots, abrasions of the bark, sun scaled injuries, plant diseases, insect eggs, borers, and all other forms of infections.

Plants which have been held in storage will be rejected if they show signs of growth during storage.

Any tree with a weak trunk not capable of supporting itself in the open will be rejected.

c. Inspection. The Contractor shall notify the Government Representative of the source of plant materials at least one (1) week prior to delivery. The Government Representative may inspect the plants for acceptance at the place of growth. Inspection at the place of growth will not impair the right to reject plants at the planting site. Final acceptance of all plant materials shall be given only after the materials are planted and after all requirements are met.

Unacceptable plant material shall be removed at contractor’s expense from the jobsite immediately.

d. Delivery. All plants shall be packed in such a manner as to insure adequate protection against climatic, seasonal, or other injuries during transit. Special care shall be taken for prompt delivery and careful handling in loading and unloading.

No plant shall be pruned prior to delivery.

Each shipment of plants to the site shall be accompanied by a delivery slip indicating source of supply, exact quantities, sizes, and species delivered. A copy of all delivery slips shall be made available to the Government Representative.

7. STOCK PREPARATION

a. Balled and Burlapped – Plants designated “B&B” in the Plant Materials List or schedule on construction drawings have balls lifted from the natural earth in which the plant has been growing.

No manufactured or partially manufactured or repaired balls shall be accepted. All balls shall be firmly wrapped with burlap and those 18 inches or over in diameter tightly bound with twine, cord, or wire. All balls shall be firm, unbroken, and undisturbed before and during the process of planting. Balled and burlapped plants shall be lifted by the ball, not by the stems, branches, or trunks. Balled and burlapped plants shall not be moved at any time by rolling the balls. Balled and burlapped plants shall not be thrown or dropped.

b. Balled and Platformed - Plants designated “B&P” in the Plant Materials List shall have balls of roots as described for Balled and Burlapped plants, but the balls shall be mounted on sturdy platforms with the platforms securely bound to the balls.

c. Bare Root – Plants designated “BR” in the Plant Materials List shall have well branched root systems characteristic of the species. They shall be carefully dug such that the major portion of the root system, including the fibrous roots, remains intact. The soil shall be carefully removed from the roots, avoiding unnecessary loss or breakage of fibrous roots. Any roots that are broken or which must be cut shall be cleanly cut. The roots of all plants shall be protected at all times to prevent injury or drying caused by heat, sun, wind, and freezing temperatures.

d. Container grown – Plants designated “CG” in the Plant Materials List shall have been grown in a container long enough for the root system to have sufficiently to hold its soil together, firm and whole. No plants shall be loose in the container.

e. Collected Material – Collected plant material is defined as plants collected from wild native stands, established plantings, or plants that have been collected and transplanted in a nursery row for less than two growing seasons.

Collected plant material will experience a much more severe shock when transplanted than the same kind of nursery-grown plants. Therefore, collected material should have considerably larger root spread or ball diameters than required minimums for transplanted nursery stock.

Plants designated collected material “CM” in the Plant Material List shall meet the following:

Bare Root Stock – The spread of roots of collected bare root trees and shrubs shall be 1/3 greater than the spread of roots, bare root nursery-grown stock as indicated in 1.2.1 for deciduous trees and 2.2.1 for deciduous shrubs. American Standards for Nursery Stock.

Ball and Burlap or Platform Stock – The minimum ball size for collected trees and shrubs shall be equal to or greater than those specified for the next larger size nursery stock in 1.3.1 for trees; 2.3.1 for shrubs; and 3.2.1 for coniferous plant material. The standard practice of root pruning one year in advance of lifting stock is required. American Standards for Nursery Stock.

8. STORAGE

In the event that more plants are delivered to the site than will be planted the day of arrival, the excess shall be stored in a sheltered location, and properly cared for until planted.

All stored plant material shall be kept cool and moist and protected from sun, wind, and freezing temperatures.

Balled and Burlapped and Balled and Platformed stock shall be stored in an upright position with the ball completely covered with an approved moist mulching material immediately following delivery to the storage location.

Bare root stock not planted within the same day of delivery shall be heeled-in in a moist soil or protected with other approved material.

In heeling-in all bundles of bare root stock shall be opened and all plants separated before the roots are covered.

Care shall be taken that no air pockets remain among the roots. Movement of stock shall be kept to a minimum.

Container-grown stock shall be stored in an upright position.

9. OTHER MATERIALS

a. Topsoil shall be a friable, fertile, natural topsoil of loamy character possessing characteristics of representative soils in the vicinity which produce heavy growth of crops, grass, other vegetation and shall be obtained from naturally well drained areas from which the topsoil has never been stripped. It shall contain normal amounts of decomposed organic matter and shall be reasonably free from heavy clay, subsoil, lumps, plants, roots, sticks, or other objects which might be a hindrance to planting operations. It shall have a pH between 6.0 and 8.0, unless otherwise specified. The right is reserved to reject on or after delivery any material which does not meet the requirements for this specification. Topsoil shall not be delivered or handled in a frozen or muddy condition.

b. Peat Moss shall consist of shredded horticultural Sphagnum peat, low in content of woody materials, and free of mineral matter harmful to plant life. Peat moss shall have

c. an acid reaction of not less than 4.5 pH. Peat moss shall be marked with the name of the manufacturer and furnished air dry.

d. Mulch – Acceptable mulch shall be the material listed below or any approved locally available material that is similar to those specified, free from matured seed of noxious weeds, or species detrimental to development of specified plants. Low grade, musty, spoiled, partially rotted hay, straw, or other materials unfit for animal consumption will be acceptable. The materials shall be air dry and not in such a condition as to be caked together. Straw or other mulch material which is fresh and /or excessively brittle, in such an advanced state of decomposition as to smother or retard the plant, or contains noxious weed seeds will not be acceptable.

i. Hay - Hay shall be native hay, tame grass hay, legume hay, or similar hay or grass clippings.

ii. Straw – Straw shall be the threshed plant residue of oats, wheat, barley, rye, or rice from which grain has been removed.

iii. Forest Litter – Forest litter shall be the surface layer of leaves, twigs, needles, and small branches from local woods. Forest litter shall be removed in such a way as to avoid injury to the trees.

iv. Manufactured Mulch – Cellulose-fiber or wood pulp mulch shall be products commercially for use in hydraulic spray applications.

v. Sawdust – Sawdust must be well rotted and may be from either hard or soft wood.

e. Fertilizer, Lime, and Gypsum. Fertilizer, lime, and gypsum materials shall be uniform in composition, dry, and free flowing. Fertilizer shall be delivered to the project site in original unopened containers bearing the manufacturer’s guaranteed analysis, and in conformance to state and Federal law. If in bulk, a certificate indicating the above shall accompany each delivery.

f. Burlap. Burlap shall be new jute burlap free from rot or mildew.

g. Twine. Twine shall be coarse sisal yarn twine.

h. Layout Stakes. Layout stakes shall be pine or fir, ¾ inch by 1-3/4 inch by 18 inches or approved equal.

i. Lath. Lath for tightening wires and accident prevention shall be ¾ inch by 1-3/4 inch by 8 inches wood lath painted with 2 coats of white, oil base paint or approved equal.

j. Support Stakes. Support stakes shall be sound pine or fir of uniform size, free of large knots or cracks, or approved substitute.

Stake Sizes Width Length Staking Method 1 1-3/4” sq. 8 ft.

Or 2” dia. 8 ft.

Staking Method 2 1-3/4” sq. 2-1/2 ft.

Or 2” dia. 2-1/2 ft.

k. Guys. Guy wires shall be new, galvanized iron, malleable wire minimum 12 gauge.

l. Hose. Hose shall be fiber centered remnants of new or suitable second hand material of ½-inch, 5/8-inch, or ¾-inch inside diameter.

m. Tree Wound Dressing. Paint for sealing plant wounds or cuts shall be a horticulturally approved commercial grade asphaltic base sealer containing no ingredient detrimental to the healing of the injury.

n. Wrapping Material. Wrapping material for trees shall be double thickness of crinkled paper cemented together with bituminous material in strips 4 inches wide or jute burlap at least 8 ounces in weight in strips 4 to 6 inches wide.

MATERIAL SPECIFICATION

402. PLANTING TREES AND SHRUBS

1. SCOPE

The work shall consist of site preparation, furnishing and planting all tree seedlings of the kinds specified at the locations shown on the drawings and maps provided following the procedures of Section 3 Care of Plants, Section 4 Planting, and Section 8 Items of Work and Construction Details. See the attached county road location map, marked aerial photograph tree planting map, and NRCS Field Office Technical Guide Tree Establishment Practice Standard for details. All field boundaries will be flagged at the time of site preparation or tree planting. A pre-construction conference between the successful contractor and NRCS or an agent acting for NRCS is required before work begins.

2. MATERIALS

All Bare Root Tree Seedlings provided under this solicitation will be provided by the successful Contractor and shall meet the following specifications.

1. All plants furnished shall be true to name and no substitution of species is permitted;

2. All plants are to be free of insect, disease, and mechanical injury;

3. All plants must be suitable in every way for field planting;

4. All plants shall be dormant when collected;

5. All plants shall be seedlings that have been grown in a nursery for at least one year and no more than three years.

6. All plants must be raised or propagated in a certified nursery.

7. The following plant species: Big Shellbark Hickory and Shagbark Hickory shall have the following dimensions;

- Minimum height of 8” inches and a maximum height of 36 inches

- Diameter at the root collar of at least 1/4 inch

- Roots shall be at least 5 inches in length and MUST be pruned to 10 inches, as necessary;

8. The following plant species: Sweet Pecan shall have the following dimensions;

- Minimum height of 10” inches and a maximum height of 36 inches

- Diameter at the root collar of at least 1/4 inch

- Roots shall be at least 5 inches in length and MUST be pruned to 10 inches, as necessary;

9. The following plant species: Overcup Oak, Swamp White Oak, Swamp Chestnut Oak, White Oak, Nuttal Oak, Willow Oak, Pin Oak, Cherrybark Oak, Shumard Oak, Northern Red Oak, Persimmon, Silky Dogwood, and Bald Cypress, shall have the following dimensions;

- Minimum height of 14 inches and a maximum height of 48 inches

- Diameter at the root collar of at least 1/4 inch

- Roots shall be at least 5 inches in length and MUST be pruned to 10 inches, as necessary;

10. All plant materials shall confirm to the requirements in Material Specification 300 Woody Plants and Other materials.

11. The contractor shall guard against the introduction of noxious weeds, pests, both on equipment and plant materials brought to the site.

All Containerized Trees provided under this solicitation will be provided by the successful Contractor and shall meet the following specifications.

1. All plants furnished shall be true to name and no substitution of species is permitted;

2. All plants are to be free of insect, disease, and mechanical injury;

3. All plants must be suitable in every way for field planting;

4. All plants shall be seedlings that have been grown in a nursery for at least one year and no more than five years;

5. Plants shall have the following dimensions;

Overcup Oak, Nuttal Oak, Cherrybark Oak, Sweet Pecan, and Bald Cypress

- Grown in a minimum of # 3 gallon conservation container,

- Grown for a minimum of 1 growing season in container,

- Have a minimum height of 24 inches and a maximum height of 60 inches,

- Have a diameter at the root collar of at least 3/8 inch

6. All plant materials shall conform to the requirements in Material Specification 300 Woody Plants and Other materials.

7. All plant materials shall be obtained from plant hardiness zone 6.

8. The contractor shall guard against the introduction of noxious weeds, pests, both on equipment and plant materials brought to the site.

3. CARE OF PLANTS

Plant materials shall be inspected when received from the nursery and a determination made as to their condition relative to their suitability for planting. Seedlings should be protected from sun and wind during shipping and the planting operation.

They should be kept moist during transportation, storage, and during the planting operation. Seedlings should be planted immediately after they have been picked up. If the tree seedlings are not planted within five (5) days after they have been picked up from the designated nursery, the Contractor shall place them in cold storage at 35 to 45 degrees Fahrenheit. If cold storage is not available seedlings should be heeled in. Spread roots against the back of a trench that is slightly deeper than the root systems. Cover roots with soil and tamp the soil firmly to eliminate air space. The Contractor shall protect the seedlings from injury or theft.

4. PLANTING

Trees and shrubs shall be planted between December 1, 2017 and April 15, 2018. Planting shall consist of rows of trees in areas designated on the drawings, as specified herein, or as marked in the field. Trees shall be planted with conventional planting equipment such as the dibble or planting bar, spade, mattock, shovel, or mechanical tree setter. Except for Bid Item 2 which has to hand planted. Power equipment used for mechanical tree setters shall be: a) gasoline or diesel powered, b) rated as having a drawbar horsepower of at least 65 or greater, c) rubber tired or tracked driven, if rubber tired the power equipment must have mechanical front wheel assist. Plants shall be placed in a hole or slit of sufficient depth and width that the root system is fully accommodated in its natural form and position. They shall be set deep enough that the root collar is at, or slightly below, ground level and soil shall be packed firmly around the roots. During planting, the plants shall be carried in a bucket or planting bag and the roots shall be kept moist with wet moss or similar material. When soil moisture conditions are such that they inhibit proper closure of the planting furrow and do not firmly pack the root system, planting shall cease, until the COTR authorizes the contractor to proceed. Trees shall not be planted when the ground is frozen. The ground shall be considered frozen when soil temperature (0-3) inches is below 33 degrees Fahrenheit. Seedlings will be planted upright with no more than a 20% lean and at the same depth as they grew in the nursery. Soil will be packed firmly around seedling roots to eliminate air pockets. Any seedlings that do not meet these specifications following inspection as defined in 6. Inspection Requirements will require the Contractor to re-work the 10 acre prior to re-inspection.

5. SITE PREPARATION

PRE-PLANTING SITE PREPARATION

1) 75.7 acres of twice disking and broadcasting 120 pounds of winter wheat to the acre followed by rolling with a culti-packer or other similar implement after October 1st, but before October 31th, 2017.

2) 47.7 acres of mowing to a height of 8 inches within 14 days of contract award followed with a chemical application with 1.5 quarts of Roundup (41% Glyphosate base product or an equivalent labeled product) per acre no earlier than 2 weeks after mowing but before October 15, 2017.

3) 222.5 acres of strip mowing a minimum of 10 foot wide strip on 40 foot centers to a height of 8 inches within 14 days of contract award followed with a chemical application in the mowed strip with 1.5 quarts of Roundup (41% Glyphosate base product or an equivalent labeled product) per acre no earlier than 2 weeks after mowing but before October 15, 2017.

POST-PLANTING SITE PREPARATION

None Required

See Section 8. Items of Work and Construction Detail for the specific information and requirements of each site.

6. INSPECTION REQUIREMENTS

Inspection by the government or its agents will be performed under this contract by measuring sampling plots. A sampling plot for the bare root seedling planting is defined as a 1/20 acre sample taken for every 10 acres of planted area. An area will be considered adequately planted when a minimum of 87% of the trees (19 trees for a 435 planting rate) in each sample plot meets contract-planting specifications. In the event, a sample plot fails to meet the contract requirements, the Contractor will be required to re-work the 10 acre area prior to re-inspection. A sampling plot for the container tree seedling planting is defined as a 1/10 acre sample taken for every 10 acres of planted area. An area will be considered adequately planted when a minimum of 71% of the trees (2 trees for a 28 planting rate) in each sample plot meets contract-planting specifications. In the event, a sample plot fails to meet the contract requirements, the Contractor will be required to re-work the 10 acre area prior to re-inspection.

7. MEASUREMENT AND PAYMENT

Method 1.

The acreage figure for each field or planting area is an estimate that was made on an aerial photograph. Payment will be made to the nearest 0.1 acre shown in the bid schedule. The estimated acreage will not be re-measured or adjusted further.

Contractor is responsible for providing and planting the number of trees necessary to achieving the specified spacing. Such payment will constitute full compensation for furnishing, transporting, planting trees complete and in place. For items of work for which specific unit prices are established in the contract, each area treated as specified will be measured to the nearest 0.1 acre. Payment for treatment will be made at the contract unit price for the designated treatment which will constitute full compensation for completion of the work.

The payment for planting trees and shrubs shall be paid for at the contract unit price as shown in the bid schedule. Such payment shall constitute full compensation for all labor, tools, equipment, materials, and other necessary and incidental to completion of work.

Method 2.

For items of work for which specific lump sum prices are established in the contract, the quantity of work will not be measured for payment. Payment for this item will be made at the contract lump sum price for the item and will constitute full compensation for completion of the work.

Method 3.

For items of work for which lump sum prices are established in the contract, payment will be made as the work proceeds, after presentation of invoices by the Contractor showing related costs. If the total of such payments is less than the lump sum contract price for this item, the unpaid balance will be included in the final contract payment. Payment of the lump sum contract price will constitute full compensation for completion of the work.

All Methods.

The following provisions apply to all methods of measurement and payment. Compensation for any item of work described in the contract but listed in the bid schedule will be included in the payment for the item of work to which it is made subsidiary. Such items and the items to which they are made subsidiary are identified in Section 8. Payment will be made by electronic transfer.

8. ITEMS OF WORK AND CONSTRUCTION DETAILS

Items of work to be performed in conformance with this specification and the construction details are:

Tree Planting Sites Bid Item 01 - Ft. Jefferson WREP, Ballard County, Kentucky Planting of 3,024 Containerized Trees on Approximately 108.0 Acres.

Planting Trees and Shrubs

(1) This item shall consist of furnishing, storing, transporting, and planting containerized tree seedlings in the areas shown on the attached drawings. The Contract Officer’s Technical Representative will determine the extent of areas to be planted.

(2) Site preparation is required on this site in Field 1 for 108.0 acres and it will consist of mowing a minimum of 10 foot wide strips on 40 foot centers over the entire 108.0 acres to a height of 8 inches within 14 days of contract award followed with a chemical application in the mowed strips over the entire 108.0 acres with 1.5 quarts of 41 % Glyphosate base product per acre no earlier than 2 weeks after mowing but before October 15, 2017.

(3) Containerized tree seedlings shall be planted between 12/1/17 and 4/15/18.

(4) The species and number of containerized tree seedlings per acre to be planted in each area shall be as shown in the following Plant Materials List. All seedlings shall be bare root.

Quantity Species 606 Overcup Oak 302 Nutall Oak 302 Cherrybark Oak 1,814 Sweet Pecan

(5) Containerized tree seedlings will be planted in a random mix of species specified on the enclosed map.

(6) Containerized tree seedlings in all areas shall be planted at an approximate rate of 28 per acre. Seedlings shall be planted on a 40 foot by 40 foot spacing (plus or minus one foot row spacing tolerance).

(7) Containerized tree seedling diversity shall be achieved by planting at least two species per row. Tree seedlings shall be planted so that the root collar is just below the ground or at the same depth planted in the nursery.

(8) The following will be furnished to the Contracting Officers Technical Representative (COTR) or the

Government Inspector by the Contractor:

a. Copies of invoices and seedling chain of custody origination of each shipment of seedlings

b. Certification that all seedlings conform to the standards of the American Association of Nurserymen.

(2) Site preparation is required on this site in Fields 1, 2, and 3 for 20.6 acres and it will consist of mowing the entire 20.6 acres to a height of 8 inches within 14 days of contract award followed with a chemical application over the entire 20.6 acres with 1.5 quarts of 41 % Glyphosate base product per acre no earlier than 2 weeks after mowing but before October 15, 2017.

(3) Tree seedlings shall be HAND planted between 12/1/17 and 4/15/18.

(4) The species and number of seedlings per acre to be HAND planted in each area shall be as shown in the following Plant Materials List. All seedlings shall be bare root.

(2) Tree seedlings shall be planted between 12/1/17 and 4/15/18.

(3) Pre- planting site preparation is NOT required in Fields 1, 2, 3, 4, and 5 for 75.7 acres of this site due to the fact that the fields to be tree planted are currently in agricultural production. A chemical application is required over the entire 75.7 acres with 1 ounce per acre of Oust XP (Sulfometuron methyl: {Methyl 2-[[[[(4,6-dimethyl-2pyrimidinyl)amino]-carbonyl]amino]sulfonyl]benzoate}. . . 75.0% or equivalent labeled product) at the time of planting, if the seedlings are planted after March 1, 2018. If seedlings are planted before March 1, 2018, the 1.0 ounce/acre Oust XP application should be completed after March 1, 2018, but before tree seedling buds break dormancy. The Oust XP application will not occur during or within 12 hours of a rain event.
