Questions from the Cody Sod Pre-Bid Meeting at the Okeechobee NRCS Field Office:
1. What type of ACB mats would NRCS like to use? Specifications and plans seem to outline closed and open cell ACB mats.
• Response: Construction drawings and Specifications are in the process of being updated and clarified. This question will be addressed in the updates.
2. Is silt fence planned only along the central dike?
• Response: Yes, turbidity barriers are also specified around Structure 1. Contractor is responsible to comply with the NPDES Storm water Permit for Construction Sites.
3. Is a borrow ditch planned?
• Response: No, borrow for earthfill material will come from offsite.
4. How will material from offsite be measured? Contractors voiced their concern that if material is placed on peat subgrade it will sink and more material will be needed which will potentially increase the total volume needed well above the estimates outlined in the plans.
5. Clarification: Is earthfill planned to be placed on top of the peat subgrade or does the material need to be removed first? Should a geogrid be used below the earthfill to prevent the need for peat and muck removal?
6. Is the contractor responsible for road maintenance and traffic control?
• Response: Contractor is responsible for coordination of hauling of material with city and county.
7. Is the contractor responsible for treatment of exotics throughout the site or only in the work area?
• Response: treatment of exotics and invasive plants will not be part of this contract, work has been removed.
8. Will someone be on site to inspect removal or treatment of exotics soon after contractor removal/treatment?
• Response: refer to question 7.
Questions from the Cody Sod Pre-Bid Meeting during Onsite Visit:

What is allowed and what is not allowed in order to treat the invasives? Can spraying be done or do the invasives need to be removed from the site? Does water lettuce in the canals need to be physically removed?
10. When are farming activities on the site going to cease?
• Response: Farming activities will cease before construction.

• Response: No
12. Are there liquidated damages in the contract?
• Response: Yes
13. Contractor mentioned that on past projects in a similar neighborhood the county has restricted hauling days and times based on school bus schedule. If the county implements a hauling schedule could the total work days be extended in the contract?
• Response: Potentially, but this would be up to the Contract Officer based on the specific circumstance. Please refer to Part 1, Sec. F, Clauses: 52.211-13 Time Extensions (Sept 2000) 452.236-75 Maximum workweek construction schedule
