A. Bid Item 2, Plant Native grasses and Wildflowers
1. This item shall consist of site preparation, furnishing seeds, and planting approximately
1.7 acres of native grasses and wildflowers in areas shown on the map (in red labeled:
NWSGs) and flagged in the field.
2. Prior to planting in fall, mow or burn off existing vegetation to stimulate new growth 2 to 3 weeks prior to chemical treatment.
3. Treat competitive emerging green vegetation when about 4 to 6" tall in planting areas with herbicide via a boom sprayer, at least 2 to 3 weeks before planting. Treat competitive vegetation using 2 quarts glyphosate per acre with the appropriate surfactant and adjuvant. When close to standing water or streams, use only herbicides labeled for aquatic use.
4. All pesticides shall be registered for use in South Carolina and approved for use by the U.S. Environmental Protection Agency (EPA). Refer to the current issue of the Pest Management Handbook prepared by the Clemson University Extension Service for guidelines, rules, and regulations regarding the use of pesticides. Users must always follow instructions and safety precautions on the container label when handling, Smith Marital Trust WRP-Planting 6-4 July 2016 NRCS-South Carolina Clarendon County applying, or storing pesticides. Chemicals must be applied by a South Carolina licensed Certified Pesticide Applicator.
5. Wait 2 to 3 weeks after final chemical treatment to plant native grasses and forbs.
Planting may be done one of two ways:
1) Drill seed into undisturbed ground using a specialty native warm season grasses no-till drill with native grass or “fluffy” seed box attached. The no-till grass drill compensates for the light fluffy seed and trash with picker wheels for seed pickup and oversized tubes to reduce clogging. Mix seeds with a carrier such as oats, cracked corn, or rice hulls to facilitate movement of fluffy and small seed through drill; Or
2) Disk, drag, rake, culti-pack and roll to prepare a clean and firm seedbed and broadcast seeds mechanically (via broadcast spreader. spin spreader, drop seeder, cyclone seeder, etc.) or manually (via push seeder, hand crank seeder, or by hand). Seed bed must be firm and not fluffy. Mix seed with a damp carrier such as pelletized lime, cat litter, sawdust, sand, rice hulls, soy hulls, or cracked corn, etc. in order to facilitate good seed coverage. Use at least 3 times as much carrier as seed or up to 2 cubic yards of carrier per acre. Broadcast at a half rate and seed over the area twice with the second pass at a right angle to the first pass to ensure equal coverage. Culti-pack or roll the site with a roller, or drive across it with a truck or tractor tires to firm the seed into the soil (if soil is wet, wait until it dries to roll).
6. If planting with a drill, mow or burn off vegetation or thatch prior to planting.
7. Planting of seeds shall occur between the dates of Sept 1 and last frost (around Nov. 15) (fall).
8. Use the following seed mixture and planting rate:
Common Name Scientific Name Seeding Rate (lb/ac)
% of Mix
Indiangrass (GA) Sorghastrum nutans (Americus) 1 13% Little Bluestem (grass) –NC, SC, or GA ecotype
Schizachyrium scoparium (Andropogon scoparius)
0.5 10%
Beaked or Fall Panicum (grass) -SC, GA, FL ecotypes
Panicum anceps (SC, FL, GA ecotype) 0.3 12%
Common Milkweed Asclepias syriaca 1.5 8% Indian Blanket Gaillardia pulchella 0.6 10% Joe Pye Weed Eupatorium fistulosum 0.1 12% Giant Ironweed (FL ecotype) Vernonia gigantea or altissima (FL) 0.3 7% Swamp/Narrow-Leaf Sunflower (SC, FL, AL, or MD ecotypes)

Yellow Wingstem Verbesina alternifolia 0.5 5% Black-Eyed Susan Rudbeckia hirta 0.1 13%
Total lb seed/acre: 5.2 Total Seed/sq foot: 31.1 Total lbs needed for project: at least 8.9
Smith Marital Trust WRP-Planting 6-5 July 2016 NRCS-South Carolina Clarendon County
9. If the species above are unavailable and if a different species mix or rate is needed, contact NRCS biologist (COR) for acceptable alternative species and for approval of alternate mix and/or rate.
10. Plant the seeds no deeper than ¼ inch. If broadcasting, up to 30% of seed can be on soil surface. A firm seedbed is important so that seed are not pressed too deep into soil.
11. If seeding with a drill:
a. The no-till drill shall utilize trash plows to ensure good seed to soil contact. (No-till drills need trash plows to provide a flat seed bed in exposed soil. Trash plows cut through crowns of existing vegetation to allow placement of the seed in soil rather than on top of roots and dead vegetation. In addition, the trash plows level the soil in front of the double disc openers to aid inaccurate seed depth placement.)
b. Excessive drilling speed should be avoided when using trash plows to prevent throwing dirt into the excavation made by the adjacent plows.
c. The no-till drill shall have depth bands on the double disc openers to prevent placing seed too deep. A good rule of thumb for accurate seed depth placement is to expect to see about 1/3 of the seed exposed on top of the ground.
d. Trash plows, discs, and packer wheels shall be properly aligned. The discs should ride in the center of the trough cut by the trash plows and the packer wheels must align with the groove cut by the coulters to effectively press the seed into the soil.
e. Pressure settings shall be properly set for trash plows and packer wheels. Do not cut with the trash plows any deeper than is absolutely necessary to expose soil consistently.
Make sure the packer wheels have pressure on them.
f. When drilling a mix of grasses and forbs where the seed has been de-bearded, there is no problem in mixing the grass and forb seed together and drilling all of it through the same box. It is recommended, however, that the seed box only be filled to 2/3 capacity to compensate for any separation that might occur. When the seed is not de-bearded and the trash has not been cleaned out, it is recommended that the small smooth seed in the mix be run through the legume box and the larger smooth forb seed be running the cool season box. Otherwise the smooth seed will settle to the bottom resulting in areas with no grass seed and areas with no forb seed.
12. Measurement of area for payment shall be by handheld GPS unit. Twenty percent (20%) of the unit price may be paid upon completion of the herbicide. The remaining eighty percent (80%) of the unit price may be paid upon completion of seeding the area. All compensation for planting native grasses and wildflowers shall be considered as included in the unit bid price for Bid Item 2, Plant Native Grasses and Wildflowers.

Purchased seedlings must be of the correct geographic source (i.e. South Carolina or Southeastern U.S.)
Plant one tree seedling in a trash-free hole or trench. Surface debris (leaves, litter, duff, etc.) shall be removed before the planting tool is inserted in the ground. The contractor shall be equipped to make a 9 inch deep hole to accommodate seedlings with roots up to eight inches. Seedlings may be machine planted as long as the machine does not damage the seedlings.
Seedlings shall be planted perpendicular to the ground with a vertical angle of not more than 20 degrees. Each seedling shall be planted so that the top surface of the collar is 1/2 inch to 1 inch below the soil surface. The planting tool shall not be used to maneuver roots of seedlings into the holes. Roots must be planted straight down, not twisted, balled, or U-shaped. The ground opening should be large and deep enough to accommodate the root system in its normal position.
The soil must be packed firmly around the planted seedlings with no air pockets around the roots.
Planting shall be suspended when ambient air temperature exceeds 80 degrees F, or falls below 32 degrees F. Seedlings shall not be planted in frozen ground or during freezing rain. Planting shall not take place when 14 days or more has elapsed without at least 1 inch of rainfall.

7. Measurement and Payment For items of work for which specific unit prices are established in the contract, each area treated is measured as specified in Section 8 and the area calculated to the nearest 0.1 acre. Payment for treatment is made at the contract unit price for the designated treatment, which will constitute full compensation for completion of the work.
Compensation for any item of work described in the contract, but not listed in the bid schedule is included in the payment for the item of work to which it is made subsidiary. Such items and the item(s) to which they are made subsidiary are identified in Section 8.
8. Items of Work and Construction Details Items of work to be performed in conformance with this specification and the construction details therefore are:
