ALLEGHENY NATIONAL FOREST
GREEN/SALVAGE UNIT CRUISE PLAN
FORWARD
This plan is a guide to the marking and cruising of green timber on the Bradford Ranger District. It is intended to provide clear, concise direction to marking crews and sale administrators from the Forest in the preparation and administration of a timber sale.
The XYZ timber sale consists of 3 payment units that total 63 acres. All three units within this sale are overstory removals. This prescription will remove the present overstory providing full light and resources to a new cohort of desirable seedlings.
Specific questions concerning items not covered in the cruise plan should be addressed to the District’s Timber Management Assistant, District’s Vegetation Team Leader or the Lead Forestry Technician for follow-up and/or clarification.
SAFETY
The safe conduct of this work is paramount above all else. Crews performing marking and cruising operations shall conduct tail-gate safety sessions as needed, and review the Job Hazard Analyses for: a) Water Based and Rain Resistant Tree Marking Paint; b) Working in Windstorm Damaged Blow-down Timber, prepared April 2004 by the Supervisor’s Office; c) the 2012 Forest Safety Plan. Avoid work in areas with blow down and high mortality during periods of high winds.
The second JHA above addresses driving (on- and off-highway), personal security, required PPE, situational awareness, walking and working in areas on blow down, mortality trees, weather factors, plant and animal hazards, communications, and emergency evacuation procedures specific to working in these conditions.
CRUISE PLANNING
The Timber Cruising Handbook, FSH 2409.12, and amendments will be the primary reference guide and direction for this project. Reference sources and research publications dealing with quality and defect in hardwood species are available from the Timber Sale Group, Supervisor’s Office.

NEAT - 07 - 227 Timber Marking Services IDIQ Exhibit C-1 Timber Sale Cruise Plan
Sample Population The sample population for the XYZ TS consists primarily of standing green trees of multiple species. Incidental amounts of blowdown and wind damaged trees of multiple species will also be included. Species included, but are not limited to:
• Black cherry, red maple, sugar maple, American beech, black birch, yellow birch, white ash, yellow poplar, cucumber, hemlock.
• Based on Forest Plan Standards and Guidelines DO NOT DESIGNATE THESE SPECIES FOR CUTTING; hickory, black gum, or butternut. Standing butternut are not to be designated for removal, based on current National direction. Standing hickory and black gum should also not be designated for removal and retained for wildlife purposes, unless noted by individual stand prescriptions.
Sampling Method The ANF employs a tree based cruising approach utilizing sample tree (STR) and/or 100% cruise estimation techniques, based on discussion with the Regional Measurement Specialist. Samples will be selected at random using FS cruising software. The use of tree based cruising systems is due to the potential for variability and high value of the population. Secondly, the population is generally accessible and favors this approach. Thirdly, the relatively high value of the material warrants a moderately strong sample, accurate tree count, and merchantability assessment.
Cruise Design Cruise design will favor more frequent/intense sampling in high value sawtimber such as black cherry, sugar maple, and red oak. Moderate value sawtimber species (red maple, ash, and yellow poplar), should be sampled at a moderate intensity. Low value sawtimber and pulpwood should be sampled to obtain at least the minimum stratum error (40%) as required by Forest Service Standards and Guides.
The cruise design for the XYZ timber sale was developed using the Region 9 Cruise Design Program. Estimations of coefficients of variation (CV) and volumes were determined using historical forest data. Tree numbers were determined by using 10th acre fixed radius plots. Based upon the cruise program, the following stratification and sampling system will be employed for the cruising of this timber sale.

*The Allegheny N.F. normally sells sawtimber containing at least one merchantable log that meets Factory Lumber Log Grade 3 specifications, or better (See A Guide to Hardwood Log Grade, USDA-FS, GTR NE-1, 1973 by Rast, Sonderman & Gammon.) The evaluation of this specification in blown down timber is very difficult, and no quality warrant can or should be made regarding this specification in the offer and sale of such timber.
*Reasonably Straight – a pulpwood piece is considered reasonably straight, if the maximum deflection or offset between the true center line of the piece, and a straight line from the centers of both ends of an 8’ piece, does not exceed one-half the diameter inside bark (dib) small end plus one inch. If that maximum is exceeded, consider the piece not reasonably straight.

The District will adhere to National policy that the maximum sampling error for any one stratum on tree measurement sales is 40 percent. Strata not achieving this level will require additional sample tree measurements. While there is no minimum number of samples required by the Forest for any sample group, it is recommended that a sample group contain at least 10 trees where possible.
MAPS
Final GPS maps (traverses) of every payment unit will be given to the marking crew prior to the cruise. These maps will include payment unit acres, payment unit number, and will have been approved by a certified silviculturist. Crews will update the maps with any pertinent information not already shown. Such items may include, but are not limited to: a) location of reserve areas; b) unique stand features; c) old skid lanes; d) previous log landings. Maps will be attached to individual unit marking guides in the presale folder.
MARKING GUIDES
Stand specific marking guides have been prepared by the District Silviculture staff, and have been approved by a certified silviculturist and a wildlife biologist. A hand off meeting will be held prior to the start of the cruise to inform the marking crew about and answer any questions regarding the guides.
9 | P a g e
NEAT - 07 - 227 Timber Marking Services IDIQ Exhibit C-1 Timber Sale Cruise Plan
Notes/Unit Information Cruisers will update “marking monitoring form” attached to marking guides with any pertinent information including, but not limited to cruiser’s name/symbol, paint information, timber quality, unique and/or invasive species observed, resistant beech, etc. Any additional information gathered in initial unit layout will also be attached to individual unit marking guides.
MEASUREMENTS
Instrument Calibration Cruisers should ensure that all measurement equipment is accurately re-calibrated and in good working order, prior to commencing cruise work.
This would include checking diameter tapes to insure they are fully intact and do not have any broken ends or lost pieces, resulting in inaccurate measurements. Defective tapes should be rejected and disposed of, and replaced with new tapes. Optical measurement instruments such as clinometers should be calibrated against objects of known height.
Accuracy & Precision Consistently adhere to correct measurement techniques as specified in the Timber Cruising Handbook, to insure accuracy and precision. Consult the handbook for appropriate measuring techniques for blown down, leaning, and broken timber as needed by sale units (Chapter 14 – Measuring the Tree.)
Where possible, accurate tape measurements should be taken for merchantable length/height on down sample trees, as well for determination of DBH. DBH measurements will be recorded to the nearest tenth of an inch.
Cruisers need to accurately identify commercial tree species. Incorrect identification of a measure tree potentially introduces volume error, since the wrong volume equation will be applied and expanded for that sample.
To avoid injecting bias into the sale, sample intervals will not be changed once the cruise is initiated. Sample trees that actual hands on measurements are impossible due to the configuration of trees on the ground (i.e. trees in a pile); do not substitute another tree for the sample. The cruiser must give his/her best ocular estimate. Trees that are not obstructed, but still cannot measure DBH or length (i.e. stem is completely on the ground), follow directions in the Timber Cruising Handbook for measuring above/below
10 | P a g e
NEAT - 07 - 227 Timber Marking Services IDIQ Exhibit C-1 Timber Sale Cruise Plan
DBH, averaging, and interpolating. Length measurements should be estimated using average taper.
Down Trees across Payment Unit/Protected Area Boundary Down trees with their root wads within the unit or protected area, but having a portion of the stem across a boundary, can be designated for harvest. Down trees with their root wads outside the payment unit or protected area, but with the stem across the boundary line, shall not be designated.
CONDITION OF TIMBER
Timber Quality Cruisers should denote relative condition of timber in the notes portion of “marking guide monitory” page attached to the stand specific marking guide.
This shall include any observations of:
• Relative quality by species; e.g. high quality cherry, low quality red maple w/many surface defects.
• Observable presence of mineral stain or borer damage to sapwood in species such as red and sugar maple, white ash, oak, etc.
• Sapwood rot if observed; how deep is the rot in inches. Is presence of red rot in cherry noticeable in end of broken pieces?
These observations will be helpful in the appraisal process where Market & Quality adjustments are made.
POST AWARD
Volume Determination for Additional Volume Either Cruise Processing or Tree Plus will be used to calculate volumes of material designated after award. Cruiser will adhere to the same measurement procedures described in this plan when cruising additional volume.

Wildlife Biologist Resource Crew Leader
The following overview references the Allegheny National Forest Land and Resource Management Plan (LRMP 2007). Refer to the LRMP for more information or a complete explanation of standards and guidelines. This overview is arranged in the order that activities generally occur on the Bradford Ranger District.
Layout
• Layout unit boundaries to avoid riparian areas and Group III soils, if present.
• Vegetative management units should be irregular shaped.
Wildlife Cruising Reserve Areas
• In all timber harvest units 1/4 acre for every 5 acres of timber harvest should be set aside as reserve areas.
• If any units contain an existing, previously designated wildlife reserve area that still meets reserve area objectives, retain it if possible.
• Emphasize vernal ponds, wet depressions or wet soil inclusions, unique plant communities, rock complexes, den trees, snags, conifers, mast-producers, and tree or shrub species that are a minor component of the stand.
• Boundaries should be designated by paint marking the butts of trees on reserve areas. All trees within the boundary will be protected.
• Retain low-growing, flowering, and fruiting tree, shrubs, and vines unless their presence would preclude adequate regeneration of desired tree species.
• Provide necessary protection to any Threatened and Endangered Species found within the unit.
• Note the number of reserve areas and the size of each. Indicate them on a map.
Tree Species Considerations
• Retain the following trees if found within the layout boundary:
- Shagbark hickory, butternut (notify district botanist).
Exhibit C-2 Page 1
NEAT - 07 - 227 Timber Marking Services IDIQ Exhibit C-2 Timber Sale Marking and Implementation Guidelines
• Mark for retention healthy, scale-free or lightly infested beech to provide mast and potential disease resistant progeny. Healthy beech should have full, healthy crowns, tight smooth bark, and no rot or cavities. They should not exhibit any scale (or only have light scale present, fungus, crown dieback, tarry spots, or puckered bark)
• Retain trees with characteristics of suitable roosts (dead or dying trees with flaking or exfoliating bark) whenever possible.
• Retain hemlock, white pine, laurel, and rhododendron in winter ranges, or where it is a minor component on the landscape.
• Where white pine and hemlock are removed retain >15 ft2 BA per acre.
• In all timber harvest stands retain all oak and hickory where it is only a minor component of the stand (< 15 ft2 BA).
• Conifer species including Eastern white pine and red pine should be maintained or enhanced.
Wildlife Considerations
• If an eagle nest is discovered, protect from all ground disturbing activities within 660 feet and notify a district wildlife biologist.
• If any stick nests are found prior to or during implementation, work will stop and a wildlife biologist will be notified. The status of the nest will be determined and the appropriate mitigation measure implemented.
Indiana Bat Considerations
• All known roost trees will be protected until they no longer serve as a roost (e.g. loss of exfoliating bark or cavities, blown down, or decay). If it becomes absolutely necessary to remove a known Indiana bat roost tree, such a removal will be conducted through consultation with the U.S. Fish and Wildlife Service (USFWS) and occur between October 15 to March 31. Known roost trees identified as immediate threats to public safety may, however, be removed at any time following consultation with the USFWS.
• If occupied Indiana bat maternity or male roost trees are discovered, protect them from physical disturbance with a 75 foot radius buffer and notify a wildlife biologist immediately.
Reserve Trees
• Retain trees based on the guidelines in the table below.
• Tally the number of trees retained for each tree type.
Reserve Tree Type Trees/acre to Retain Diameter Tally
Den Up to 5 >20” >20” Snag (should have some bark remaining) At least 9 >10” 10” to 19.9”, >20” Live (preferred roost tree species*) At least 6 >10” >10” Live (preferred roost tree species*) At least 3 >20” >20” American beech (healthy, scale-free, or lightly infested) If present N/A Total number

Marking Guidelines Soil and Water Resources
• Do not mark trees within stream riparian buffers.
• Heavy equipment and removal of vegetation should not occur within buffers.
Water Feature Buffer Distance
Intermittent Stream Minimum of 50 feet plus 2 feet for each 1%of slope.
Wilderness Trout Stream Minimum of 200 feet or 50 feet plus 4 feet for every 1% of slope, whichever is greater.
Perennial Stream Minimum of 100 feet or 50 feet plus 4 feet for every 1% of slope, whichever is greater.
Allegheny River Minimum of 300 feet.
• Wetlands, including seeps, springs, and vernal pools, that may be affected by a project will be identified during project planning or implementation. A Wetland Management Zone will be established around wetlands. The distance is measured from the high water mark of the wetland perimeter.
Guideline Wetlands, Seeps and Springs Vernal Pools
No heavy equipment use or removal of vegetation except for facility, trail and road maintenance or wetland restoration.
0 to 25 feet 0 to 100 feet
Maintain at least an average of 50 percent canopy cover. 25 to 100 feet 100 to 200 feet
Scenery
• Tree marking paint will be applied on the side away from recreation areas, roads and trails where paint would otherwise be visible from the view facility.
Vegetation Management
• Retain nutrient sensitive species (sugar maple, ash, and basswood) on lower and bottom slopes, not on summits, shoulders, or upper backslopes.
• Mark for removal defective trees with conks and cankers except as needed to meet wildlife objectives.
• Identify and maintain mast producing trees when possible.
- Wherever possible, release vigorous mast producing oaks on at least two sides.
- Look for caps at base of trees, acorns at base of tree, heavy oak volunteers under canopy, or heavy acorn crop in canopy as indicators of good mast producing trees.
- Healthy trees are better producers. Look for large full crowns from top to bottom and side to side.
Exhibit C-2 Page 3
NEAT - 07 - 227 Timber Marking Services IDIQ Exhibit C-2 Timber Sale Marking and Implementation Guidelines
- Choose trees without obvious signs of damage or decay over trees with broken branches, rot, or epicormic branching.
- Favor oak trees in this order: white > northern red > black > chestnut > scarlet.
• Retain conifer species where it will still meet silvicultural objectives (> 15 ft2 BA per ac where possible).
• For seed cuts, reserve adequate numbers of good quality seed trees of species desired in the next stand. Retain the best trees whenever possible. Try to preserve seed sources of scarce species if they are desired in the regeneration (especially mast producers).
Size Class Breakdown
Size Class DBH Saplings 0 to 6” Poles 6.0 to 11.5” Small sawtimber (SST) 11.5 to 17.5” Medium sawtimber (MST) 17.5 to 23.5” Large sawtimber (LST) >24”
Implementation
• Trees should not be removed within 10 feet of stream channel banks except for road construction and trail maintenance.
• Trees should be felled away from streams and wetlands. Logs should not be skidded through the no-cut buffers.
• Route roads and skid trails upslope from springs, seeps, and vernal ponds. If necessary to pass down slope then pass at a point where water is below ground or at the narrowest point, and not channel water into the feature.
• In areas of partial or final timber harvests, scattered tree tops and branches should be left where felled throughout the stand.
Heritage Resources
• Site-specific heritage areas are not listed due to the confidential nature of the information. An archaeologist will be contacted prior to formalizing any sale or implementation contract concerning ground disturbing activities to include any mitigation measures that will be included in contract clauses or agreements that further protect all heritage sites.
• If any previously unrecorded sites are found during project implementation, all activity in the area should cease and the appropriate Heritage Resources personnel should be contacted. A Heritage specialist will evaluate the situation and determine the proper course of action.
• Trees over 8 inches will not be felled onto or within a heritage site. No trees will be winched or skidded across heritage sites. No vehicles will drive across heritage sites. All skid trails within 300 feet of heritage sites will be closed to public access with slash after harvest is completed.
