Section B - Detailed Description of Work
B.1. BACKGROUND: The Rural Development area within the United States Department of Agriculture
(USDA) is the lead Federal entity in rural economics and community development. Rural Development’s Housing and Community Facilities Programs helps rural communities and individuals by providing loans and grants for housing and community facilities.
B.2. SCOPE: The vendor shall provide appraisals for single family housing residential properties in certain Pennsylvania Counties. The appraisals will be used to determine the market value of the single family housing residential property for loan origination and loan servicing including foreclosure action and interest credit recapture. All reports shall be submitted to the person designated in the Delivery Ticket. Electronic submission of Appraisal report will be accepted subject to the following requirements:
• Appraisal report is submitted in PDF format, with electronic signature;
• Photographs to be attached are in color and digital format; and
• The electronic report includes the addenda. Addenda can be included using scanner.
If you are not submitting an electronic version, two originals plus one copy of each appraisal report are required. Photos, taken at the time of inspection, of subject property and comparable property must be digital or original 35 mm color quality. In addition, MLS photos to exhibit comparable condition at the time of sale is acceptable; however, the appraiser must include the appraiser’s own comparable photographs to document compliance with the Scope of Work of having inspected each comparable sale from the street.
B.3. DESCRIPTION OF WORK: In accordance with RD Handbook HB-1-3550 Chapter 5:
APPRAISLAS (7 CFR 3550.62), the appraiser must use a Uniform Residential Appraisal Report that meets generally accepted industry standards approved by the agency, shall include all required documentation and attachments to comply with the Uniform Standards of Professional Appraisal Practice (USPAP) and this Blanket Purchase Agreement document. The most recent edition of the Fannie Mae appraisal forms (Form 1004, Form 1004C, or 2055 or automated equivalents) are approved by the agency to be compliant with the Uniform Standards of Professional Appraisal Practice (USPAP) and this Blanket Purchase Agreement document. The appraisals shall be completed giving due consideration for the following:
a. Location of property: Adhere to legal descriptions and surveys for proper location of site to avoid errors such as infringement, encroachment, etc. when appraising a property.
b. Use of comparables: The appraiser should select at least three of the best available comparable sales, taking care to avoid using Rural Development sales as comparables, where possible. THE USE OF MORE THAN ONE RURAL DEVELOPMENT
COMPARABLE SALE OUT OF THREE COMPS IS PROHIBITED WITHOUT THE
PRIOR CONCURRENCE OF THE RURAL DEVELOPMENT APPRAISAL STAFF.
c. Property improvements: In the event Rural Development provides to the vendor a list of repairs required to improve the property, these repairs shall be itemized and reflected in the appraisal process.
d. Describing improvements: All appraisals should be objective and report in enough detail to adequately describe the actual physical condition observed, in a manner that will be meaningful and not misleading. Reports should include estimates of the remaining economic life of the subject’s improvements and report this estimate in the Cost Approach section.
e. Depreciation: All forms of depreciation shall be considered and supported by appropriate documentation.
f. Approaches to property value: The sales comparison approach and the cost approach, where applicable, shall be considered in reconciling the final opinion of value. Rural Development requires the cost approach for new construction, existing homes less than one year old, unique-styled homes, in areas where good market comparables are not readily available and when determined by the appraiser to be applicable and necessary to produce credible assignment results. The Ordering Official must be immediately notified of any possible changes in the appraisal type or the agreed upon price noted in this Delivery Ticket. Opinion of Site Value with supporting information shall be included when the cost approach is not considered. The remaining economic life must be stated for all properties.
g. When cost approach is used, the appraiser will identify the source of the cost estimates, such as Marshall and Swift, used in the cost approach. The methodology used to estimate depreciation must also be stated in the report. In remote rural areas with a lack of market activity to obtain adequate comparables, Form 1007, Marshall and Swift Square Foot Appraisal Form must be used.
h. All appraisals shall be done in accordance with the current Uniform Standards of
Professional Appraisal Practice. As required by USPAP, any potential contamination due to hazardous materials including petroleum products shall be adequately discussed; and supporting documentation along with its potential impact on the value of the property, included in the report.
i. A sketch of the improvements, including all exterior dimensions of the house to include patios, porches, garages, breezeways and other offsets. A layout of the interior is not necessary, unless the appraiser needs to demonstrate functional inadequacies.
j. All reports must include a legal description of the subject property.
k. When appraising proposed improvements the report must include a copy of the elevations, floor plans and specifications.
l. Review of Appraisal: An administrative review will be conducted on all appraisals.
Appraisal reports are subject to technical desk and technical field reviews in accordance with Standard 3 of the Uniform Standards of Professional Appraisal Practice. The technical reviews will be done by the Rural Development staff appraisers to assure full compliance with the Uniform Standards of Professional Appraisal Practice and this statement of work. Appraisers must be prepared to discuss their analysis, opinions and conclusions and provide additional written support, clarification, and/or corrections if requested.
m. The location map should be of sufficient size and detail for use in a field review.
n. Documentation supporting the development of the appraisal shall be submitted with the appraisal.
o. Photo Documentation: In addition to exterior front, rear, and street scene photographs of the subject property, photographs documenting the interior inspection of the improvements should be included in the appraisal report. Interior photographs should include, kitchen, bathrooms, living room, furnace, central air unit (if applicable), water heater, electrical panel, and any observed damage or deferred maintenance. All foreclosure appraisals should include a separate front view of the subject property (JPG file), along with the transmittal of the appraisal report file.
p. Photos depicting the front view of each comparable sale utilized must be those taken by the appraiser. The photos taken by the appraiser are considered evidence of compliance with the Scope of Work of having inspected each comparable sale from the street. Use of MLS photos to exhibit comparable condition at the time of sale is acceptable; however, the appraiser must include their photos as well to document compliance.
q. Uniform Residential Appraisal Reports completed on or after January 1, 2012 must comply with the Fannie Mae and Freddie Mac Uniform Appraisal Dataset (UAD) requirements. All reports should be completed and submitted electronically in PDF format.
r. Conversion to Exterior Only: All loan making appraisals must be made through an interior and exterior inspection of the subject dwelling's improvements. A foreclosure or servicing appraisal request may be converted to exterior only without contacting the order official after three (3) failed attempts to gain entry to the property. Attempts to gain access to the subject's improvements, including number of efforts made, parties contacted, and responses received must be documented in the appraisal report. Exterior- Only appraisals must be reported on the most current and USPAP compliant version of the Fannie Mae Form 2055.
s. In the absence of an interior inspection, the appraiser must use the Extraordinary
Assumption that the interior condition of the subject's improvements is similar to the exterior condition observed. This assumption must be expressively and prominently stated in the appraisal report. If any other factual evidence is found by the appraiser to contradict this assumption, without the benefit of a complete interior inspection, the appraiser must document the evidence as well as its source in the appraisal report and use the appropriate condition rating that ensures a credible opinion of value.
t. CONTRACTOR QUALIFICATIONS: Appraisal assignments must be completed by a state certified appraiser. Contract appraisers and/or all subcontracted appraisers must be licensed and qualified to perform appraisals in the state in which the subject property is located.
u. Delivery: Delivery will occur within fourteen (14) days of placement of order as indicated on the appraisal assignment letter; unless changes to the delivery schedule are negotiated with the Ordering Official.
1. All changes to the delivery schedule must be coordinated with the ordering official within three (5) days of the required date of delivery.
2. The delivery of the end product must be performed between the hours of 8:00 a.m. and 4:00 p.m. (local time), on any Federal work day, unless special arrangements are made by the Ordering Official.

52.209-1 QUALIFICATION REQUIREMENTS (FEB 1995)
(a) Definition: "Qualification Requirement," as used in this clause, means a Government requirement for testing or other quality assurance demonstration that must be completed before award.
(b) One or more qualification requirements apply to the supplies or services covered by this contract. For those supplies or services requiring qualification, whether the covered product or service is an end item, the product, manufacturer, or source must have demonstrated that it meets the standards prescribed for qualification before award of this contract. The product, manufacturer, or source must be qualified at the time of award whether or not the name of the product, manufacturer, or source is actually included on a qualified products list, qualified manufacturers list, or qualified bidders list. Offerors should contact the agency activity designated below to obtain all requirements that they or their products or services, or their subcontractors or their products or services, must satisfy to become qualified and to arrange for an opportunity to demonstrate their abilities to meet the standards specified for qualification.
(c) If an offeror, manufacturer, source, product or service covered by a qualification requirement has already met the standards specified, the relevant information noted below should be provided.
• Appraisers name and license number
• AMC name and license number
(d) Even though a product or service subject to a qualification requirement is not itself an end item under this contract, the product, manufacturer, or source must nevertheless be qualified at the time of award of this contract. This is necessary whether the Contractor or a subcontractor will ultimately provide the product or service in question. If, after award, the Contracting Officer discovers that an applicable qualification requirement was not in fact met at the time of award, the Contracting Officer may either terminate this contract for default or allow performance to continue if adequate consideration is offered and the action is determined to be otherwise in the Government's best interests.
(e) If an offeror, manufacturer, source, product, or service has met the qualification requirement but is not yet on a qualified products list, qualified manufacturers list, or qualified bidders list, the offeror must submit evidence of qualification prior to award of this contract. Unless determined to be in the Government's interest, award of this contract shall not be delayed to permit an offeror to submit evidence of qualification.
(f) Any change in location or ownership of the plant where a previously qualified product or service was manufactured or performed requires reevaluation of the qualification. Similarly, any change in location or ownership of a previously qualified manufacturer or source requires reevaluation of the qualification. The reevaluation must be accomplished before the date of award.
