OVERHAUL REQUIREMENTS:
REPAIR DESCRIPTION FOR RENOLD MODEL MWDV4 WORM DRIVES
USED AS TURNING GEARS ON 270' WMEC A AND B CLASS CUTTERS
1.0 SCOPE - This document sets forth the requirements for the receipt, disassembly, inspection, condition report, repair, refurbishment, reassembly, testing, preservation, packaging, packing, and marking of Renold LTD Model MWDV4 double reduction Worm Drive Units. These units function as Turning Gears on U.S. Coast Guard 270' A and B Class Medium Endurance Cutters. In addition, the Contractor is tasked with installing a splined coupling adapter if supplied on the output shaft of the refurbished and repaired Gear Units.
(Note the splined coupling may be installed on the output shaft.)
1.2 Government Furnished Property (GFP):
a. Turning Gear, Renold Model MWDV4, Port Configuration. Gear Data: Double reduction worm gear ratio 300 to 1.

3.0 REQUIREMENTS
3.1 GENERAL - The requirements for inspection, repair and refurbishment described herein are not intended to replace any procedures, controls, examinations or tests normally employed by the Contractor to ensure the quality of the Gear Units.
3.2 ARRIVAL/DISASSEMBLY INSPECTION - Each Gear Unit received by the Contractor shall be disassembled and inspected. A detailed report shall be compiled and submitted to the Contracting Officer to include the following information.
a. Date of inspection
b. Inspector's name
c. Identification of Gear Units by serial number, part number and NSN
d. Condition of shipping crate and cost to repair or renew
e. List of each part requiring replacement, by actual part number, and their respective costs
f. Cost to install GFP Splined Coupling Adapter if supplied
g. Cost of overhaul labor
h. Comments, if any, pertaining to any unusual observations during inspection and disassembly
i. Inspection sheets describing all deficiencies found and the proposed corrective action
j. Dimensional inspection noting all items that are out of tolerance
k. All costs associated with testing, preservation, packaging, packing and marking
3.2.1 At a minimum, the Contractor's dimensional and visual inspection shall include the following:
a. Inspect the condition of the 2nd reduction wheel shaft (item 28)
b. Remove the 1st and 2nd stage worm and wheel shafts. Press off both the 1st stage and 2nd stage wheels from their respective shafts. Measure the TIR (Total Indicated Run-out) on all of worm and wheel shafts. There are a total of (3) shafts:
c. If a visual inspection reveals twisted or warped keyways, any signs of yielding or permanent deformation, fretting, failure of any type, corrosion, chipped, scored, broken or cracked worm teeth, stepped wear in teeth or damage to the gear hub bore or keyway, the Contractor shall replace the component in question.
1) The 1st stage worm shaft TIR measurements shall be taken in (2) places:
At the midpoint of the location of both bearings. (Maximum acceptable TIR is .0004")
2) The 2nd Stage Worm shaft/1st Stage Wheel Shaft TIR measurements shall be taken in (4) places: In way of the midpoint of the region that was occupied by the 1st stage wheel, and in way of the midpoint of this shaft's (3) bearings. (Maximum acceptable TIR is .0008")
3) If the 2nd Stage Wheel Shaft (Output Shaft) is intact, TIR shall be measured in (1) place: In way of the region that was occupied by the 2nd stage wheel. (Maximum acceptable TIR is .0010")
3.3 OVERHAUL REQUIREMENT - Each Gear Unit shall be refurbished/repaired and tested in accordance with Renold LTD specifications, standards and the requirements cited in this specification.

REPAIR DESCRIPTION FOR RENOLD MODEL MWDV4 WORM DRIVES
USED AS TURNING GEARS ON 270' WMEC A AND B CLASS CUTTERS
1.0 SCOPE - This document sets forth the requirements for the receipt, disassembly, inspection, condition report, repair, refurbishment, reassembly, testing, preservation, packaging, packing, and marking of Renold LTD Model MWDV4 double reduction Worm Drive Units. These units function as Turning Gears on U.S. Coast Guard 270' A and B Class Medium Endurance Cutters. In addition, the Contractor is tasked with installing a splined coupling adapter if supplied on the output shaft of the refurbished and repaired Gear Units.

3.3 OVERHAUL REQUIREMENT - Each Gear Unit shall be refurbished/repaired and tested in accordance with Renold LTD specifications, standards and the requirements cited in this specification.
a. All replacement parts shall be new and manufactured in accordance with Renold LTD specifications and standards.
b. Each refurbished/repaired Gear Unit shall be restored to the performance and operating standards of a new Gear Unit.
c. Each refurbishment/repair shall include disassembly and cleaning of all parts of all contaminants including but not limited to dirt, grease, oil and paint.
d. All gaskets, seals, o-rings, bearings and parts worn or damaged beyond manufacture's tolerances shall be replaced.
e. Each Gear Unit shall be assembled in accordance with Renold LTD clearances, tolerances and procedures.
f. Paint: Removal of existing paint shall be accomplished in accordance with reference 2.c where practiced. Equal means of paint removal is acceptable where commercial blast cleaning may pose a risk of damage to equipment. The surfaces shall be cleaned and prepared to promote paint adherence in accordance with the paint manufacture recommendations. Upon completion of all tests, a primer and finish coat of paint shall be applied to all surfaces with exception of the flange faces. Primer coat shall be any rust preventive metal primer suitable for use with the finish coat. Finish coat shall be Silicone Alkyd Enamel Type II or III Class 1 per Mil-PRF-24635. Color shall be Gray in accordance with Federal Standard 595B color number 26307. Total paint thickness shall be a minimum of 5-7 mils dry film thickness. The contractor shall maintain documentation of the paint type, color, and application process. Records shall be made available upon request.
3.4 TESTING - After all repairs/refurbishment have been completed, each Gear Unit shall be spin tested as follows:
a. The Gear Unit shall be filled to the correct level with Synthetic Gear Oil with an EP additive and a rust inhibitor. The oil shall be ISO viscosity Grade 460. A suitable oil is Shell OMALA 460.
b. The Gear Unit shall be operated for a minimum of 20 minutes in each direction. During this time the Contractor shall inspect the gear for noise, vibration, oil leakage and general malfunctions of any type. If any of these conditions are evident during testing, the Contractor shall stop the test, take corrective measures and make repairs as necessary and repeat the entire test.
c. The oil shall be drained from the 1st stage and 2nd stage portions of the Gear Unit after completion of successful testing.
3.5 SPLINED COUPLING INSTALLATION (if supplied) - After satisfactory testing of each Gear Unit, the Contractor shall install (1) adapter coupling (U.S.
Coast Guard Part Number WMEC-905-241-6) on the output shaft of each Gear Unit. The Contractor shall provide the output shaft key (2.1, item 29). The adapter coupling shall be installed so it is flush with the end of the gear unit's output shaft.
a. After final adjustment and final shimming is complete, the gearboxes shall be sealed so that joints between the housing, shaft end covers, main covers, motor adapters, etc. are watertight.
3.6 FINAL TEST REPORT - For each Gear Unit tested, the Contractor shall submit a completed Test Report to the Coast Guard Contracting Officer for approval. At a minimum, the Test report shall include the following data:
a. Date of test
b. Tester's name
c. Identification of each Gear Unit by serial number, part number and NSN
d. Comments, if any, pertaining to any unusual observations during testing.
If a retest was required, describe why the retest was necessary and what corrective measures and repairs were taken.
e. Signature of Government witness, if any
3.7 NOTIFICATIONS - The Contractor shall notify the Coast Guard Contracting Officer at least ten (10) calendar days prior to any inspections or testing required herein.
4.0 QUALITY ASSURANCE
4.1 RESPONSIBILITY FOR INSPECTION - The Contractor is responsible for the performance of all inspection requirements specified herein. The Contractor shall provide space, personnel and test equipment needed to conduct all required inspections. All inspections and testing shall be performed at the Contractor's plant or at other facilities acceptable to the Coast Guard. The Coast Guard reserves the right to verify or have performed any of the inspections set forth in this specification where such inspections are deemed necessary to assure that the Gear Units conform to the prescribed requirements.
4.2 RESPONSIBILITY FOR COMPLIANCE - All Gear Units shall meet the requirements of this specification. The inspections set forth in this specification shall become part of the Contractor's overall inspection system or quality program. The absence of any inspection requirements in this specification shall not relieve the Contractor of the responsibility of assuring that all Gear Units submitted to the government for acceptance comply with all requirements of the contract. Sampling for quality conformance does not authorize submission of known defective material (either indicated or actual) nor does it commit the government to acceptance of defective material.
4.3 CALIBRATION SYSTEM - The Contractor, as well as any subcontractors, shall maintain a test equipment calibration program conforming to NCSL-Z540.3-2006.

4.3 CALIBRATION SYSTEM - The Contractor, as well as any subcontractors, shall maintain a test equipment calibration program conforming to NCSL-Z540.3-2006.
The calibration system records shall be maintained for inspection for the duration of any contact referencing this specification.
4.4 GOVERNMENT INSPECTIONS - The Coast Guard Contracting Officer reserves the right to have his/her representative(s) witness the following:
a. No-Load Spin Tests for each Gear Unit.
b. The Preservation, Packaging, Packing, and Marking (PPP&M) of each Gear Unit.
5.0 PRESERVATION, PACKAGING, PACKING, AND MARKING
5.1 PRESERVATION
a. Each Gear Unit shall have all openings sealed against entry of foreign objects or moisture.
b. Gear Units shall be drained of oil prior to fastening in place in the crate and a red tag attached to the fill cap stating the "Gear assembly is shipped dry prior to operation the unit shall be filled to the correct level with Synthetic Gear Oil with an EP additive and a rust inhibitor. The oil shall be ISO viscosity Grade 460. A suitable oil is Shell OMALA 460".
5.2 PACKING AND PACKAGING
a. If the as received wooden crate is not in accordance with the following requirements, the Contractor shall fabricate a new wooden crate. Each Gear unit shall be individually crated; one Gear Unit per crate.
b. The crate shall be made of construction grade lumber and plywood and shall consist of a top, an assembly consisting of the (4) sides, and a skid type base.
c. The top and sides shall be made of plywood (minimum 1/2" thick), framed around all (4) edges with 2x4's.
d. The plywood top and sides shall be screwed to the 2x4 framing. The plywood side paneling shall extend a minimum of 3" below the bottom edge of the 2x4 framing in order to form a skirt and facilitate lag screwing the sides to the skid base.
e. The base shall be a skid type constructed of 2x4's and 2x6's. The skid base shall be designed to facilitate transport by pallet truck or forklift.
The skid base shall be sufficiently strong to support the weight of the crate plus the Gear Unit.
f. The assembly consisting of (4) sides shall be lag screwed to the skid base in way of the skirt area. 3/8" Lag screws shall be used. Lag screws shall be located in at least (3) approximately evenly spaced locations per side on all (4) sides. The top shall be screwed to the top sill of the side assemblies.
g. The Gear Units shall be blocked using 2x4's to prevent shifting or moving within the crate. The blocking members shall be screwed in place in at least
(2) places per end.
h. The Gear Unit shall be oriented with its mounting flange facing downward.
The mounting flange shall be supported by a foundation nailed to the skid base. This foundation shall be made of 2x4's and/or 2x6's. This foundation shall support the Gear Unit and elevate it enough so the end of the output shaft rides well above the skid base. At least (2) of the Gear Unit's mounting flange bolt holes shall be used to thru bolt the gear unit to the foundation.
5.3 MARKING - The marking described herein shall be placed on the longest sides of each box (on opposite ends). The lettering shall be black painted stencil and permanently affixed to each container. The lettering shall be at least 3/4" high and be applied on a white painted background. The following information shown after the semicolon symbol shall be included in the markings:

a. All previous marking shall be completely removed from the reusable shipping container prior to the application of any new markings.
5.4 BAR CODING - A bar code label shall be attached to each Gear Unit shipping container prior to shipment from the Contractor's facility.
a. All bar code labels shall be in accordance with ELC specification D-000- 0100.
b. The actual labels shall be type "V", grade "A", style "2", composition "b" with plastic laminate.
c. Each label shall contain encoded data for the Stock Number.
The calibration system records shall be maintained for inspection for the duration of any contact referencing this specification.
4.4 GOVERNMENT INSPECTIONS - The Coast Guard Contracting Officer reserves the right to have his/her representative(s) witness the following:

The lettering shall be at least 3/4" high and be applied on a white painted background. The following information shown after the semicolon symbol shall be included in the markings:

a. All previous marking shall be completely removed from the reusable shipping container prior to the application of any new markings.
5.4 BAR CODING - A bar code label shall be attached to each Gear Unit shipping container prior to shipment from the Contractor's facility.
a. All bar code labels shall be in accordance with ELC specification D-000- 0100.
b. The actual labels shall be type "V", grade "A", style "2", composition "b" with plastic laminate.
c. Each label shall contain encoded data for the Stock Number.
WARRANTY:
X A. Standard Manufacturer's Warranty
B. Item being repaired as an "onboard repair" or a "system stock" item and will be put into inventory. NOT FOR IMMEDIATE INSTALLATION.
Contractor must guarantee item against defects that lead to failure for days after installation for a period of up to two (2) years after delivery to Coast Guard.
GOVERNMENT ACCEPTANCE:
Acceptance will be made at destination by a Government representative.
Acceptance will be contingent upon the representative's verification of no damage in transit, correctness and completeness of order and contractor's conformance to preservation/packaging, packing and marking requirements.
PACKAGING AND MARKING FOR SHIPMENT:
X A. Each unit shall be packed individually in it's own wooden box which shall be capable of providing adequate protection to the item during multiple shipments. Mark each box in legible black print lettering with the following information:
