The CO may retain or deduct from any sum or sums due or to become due to the Contractor such amount or amounts as may be proper to insure the CO against loss or expense by reason of the failure of the Contractor to observe the limits and conditions of the rights-of-way, rights-of-access, easements, etc., provided by the CO.
