Rhode Island NRCS, Warwick, RI
Meshanticut Headwater (Janet Drive) Floodplain Restoration Construction Administration Scope of Work January 2010 This Scope of Work covers all of the provisions for bidding assistance and construction administration services including necessary meetings, site visits and processing of construction documents for the construction of the Meshanticut River Floodplain Restoration in the Town of West Warwick at Janet Drive, hereafter called the Project.
The work under this task order consists of providing bidding assistance and construction administration services including conducting periodic meetings at the site with the Contractor, NRCS, Town of West Warwick, and RIDEM, processing shop drawings, other submittals and applications for payment generated by the Contractor, conducting site visits to observe the status and conformance of construction during the Project, and providing construction closeout services including final inspections and compilation of record documents associated with the Project.
Project Description
The proposed Project includes construction inspection and oversight services for a stream channel restoration. Under the American Recovery and Reinvestment Act (ARRA), NRCS is authorized to restore an historic stream channel near Janet Drive in West Warwick. The existing stream channel is currently routed through a poorly functioning culvert. The culvert outlet is often submerged, restricting the capacity of the culvert and causing repeated upstream flooding to local homeowners. After visiting the site with Town officials, NRCS determined that the preferred alternative is to remove the existing culvert and restore the stream channel and floodplains to their historic regime.
Project Schedule
It is anticipated that the Consultant’s work will begin on or about July 15, 2010. A “Notice to Proceed” (NTP) will be issued after an Agreement is executed. The work is to be completed within ninety (90) calendar days of the NTP, subject to progress and completion by the contractor within an expected 60-day construction period.
The Consultant, acting under the authority and responsibility of the Engineer as defined in the construction contract, shall complete the following services:
1. Pre-bid services: Conduct a pre-bid meeting at the project site to review requirements in the Project Manual with potential bidders. Prepare and issue to potential bidders pre-bid meeting notes as an addendum to the Project Manual. Evaluate bids from a technical perspective to determine if proposed methods and costs are feasible and accurate. Prepare a recommendation letter to the Contracting Officer summarizing this review and evaluation.
2. Pre-construction meeting: Conduct a pre-construction conference with the NRCS, the Town of West Warwick, the Contractor, and RIDEM at the site to review plans for construction including schedule, payment procedures, coordination issues, and permitting requirements.
3. Construction Inspection and Oversight: The Consultant shall provide construction inspection and oversight services for the anticipated construction period. Any unforeseen technical issues requiring on-site engineering solutions shall be promptly addressed and coordinated with COTR in order to minimize delays. The Consultant shall prepare an inspection report following the completion of project milestones. A project logbook of all inspections shall be maintained. Digital photos shall be taken throughout construction. Copies of photographs shall be saved on a CD and provided to NRCS at the completion of the job. Inspection and oversight duties include, but are not limited to:
· Monitoring construction progress and recording activities occurring during inspections;
· Specialty engineering (geotechnical, civil, structural, environmental, and hydraulic) oversight during appropriate phases of construction.
· Assuring that the construction operations, including Best Management Practices for erosion and sediment control, are in full compliance with all environmental permit conditions;
· Assuring that all materials meet specifications and that they are installed in conformance with plans and specifications;
· Assuring that the construction contractor follow access routes permitted in the plans and specifications and adheres to the permitted limits of disturbance.
The Consultant shall issue instruction to Contractor including necessary interpretations and clarification of the Contract Documents and communication from the NRCS, the Town of West Warwick, and RIDEM; in connection therewith prepare field orders, change orders or other written directives as required. The Consultant shall have authority as the NRCS’s representative, to require special inspection or testing of the work; act as initial interpreter of the requirements of the Contract Documents and judge the acceptability of the work there under and make recommendations on all claims of the NRCS and Contractor relating to the acceptability of the work or the interpretation of the requirements of the Contract Documents pertaining to the execution and progress of the work.
Review and take appropriate action in respect of submitted Shop Drawings and samples, the results of tests and inspections, and other data that the Contractor is required to submit. This review will be limited to determining conformance with the design of the Project, permitting requirements, and compliance with the information given in the Contract Documents. Copies of reviewed submittal documents will be returned to the NRCS, USFWS, RIDEM, and the Contractor for their records.
4. Recommendations for Payment: Determine the amounts owed to Contractor and recommend in writing payments to Contractor of such amounts, based on Consultant’s on-site observations as an experienced and qualified design professional and on review of application for payment and the accompanying data and schedules, such recommendations of payment will constitute a representation to the NRCS, based on such observations and review, that the work has progressed to the point indicated, that, to the best of Consultant’s knowledge, information and belief, the quality of such work is in accordance with the Contract Documents.
5. Progress meetings: Conduct progress meetings with the NRCS, the Contractor, the Town of West Warwick, and RIDEM at intervals appropriate to the various stages of construction to observe, as an experienced and qualified design professional, the progress and quality of the executed work of the Contractor and to determine in general if such work is proceeding in accordance with the Contract Documents. Prepare meeting notes of discussed items for distribution to meeting attendees. For the purposes of this proposal, it is assumed that five progress meetings will be held over the 60-day construction period.
6. Substantial completion inspection: Review constructed items to determine if the Project is substantially complete and conduct a final review to determine if the work has been completed in accordance with the Contract Documents and if Contractor has fulfilled all of his obligations there under so that Consultant may recommend, in writing, final payment to the Contractor and may give written notice to the NRCS and the Contractor that the work is acceptable. Develop a punch list of remaining items to be completed by the Contractor to achieve final completion an issue with a Certificate of Substantial Completion.
7. Final Inspection meeting: Conduct a final completion inspection to determine if punch list items from the substantial completion inspection have been adequately addressed and confirm that the work has been completed in accordance with the Contract Documents and that the Contractor has fulfilled all of his obligations there under so that Consultant may recommend, in writing, final payment to he Contractor and thereby give written notice to NRCS and the Contractor that the work is acceptable as completed.
8. Record drawings: Prepare record drawings that consist of a redlined set of construction drawings. Spot elevations will be collected at critical locations and recorded on the record drawings. A binder containing progress photographs and other final record documents will also be provided to the NRCS, the Town of West Warwick, and RIDEM for their records.
Deliverables
The following items will be submitted as deliverables to NRCS no later than 14 days after construction completion of the project:
a) Job diary books
b) Copies of all test results and submittal approvals
c) Digital photographs with log and copies of photos on CD
d) Summary notes of progress meetings and inspections
e) "As-built" record drawings
Permitting and Regulatory Coordination
It will be the responsibility of the Contractor to comply with the requirements of the project permits, if any. While it is not known at this time what progress reports, if any, will be required to be transmitted to the RI DEM during the course of the work, it is assumed that copies of meeting notes prepared under the above scope for progress meetings will suffice with copies of photographs taken during normally schedule site visits.
