Construction Administration Services Scope of Work July 2010 The requirements for this Task Order include providing bid evaluation assistance and construction administration services including all necessary meetings, site visits and processing of construction documents for the construction of the Pawtuxet River and Pocasset River Confluence Floodplain Restoration in Cranston, RI, hereafter called the Project.
The work under this task order consists of providing bidding assistance and construction administration services including conducting periodic meetings at the site with the Contractor, NRCS and City of Cranston, processing shop drawings, other submittals and applications for payment generated by the Contractor, conducting site visits to observe the status and conformance of construction during the project, implementing necessary field changes through coordination with the Contracting Officer Technical Representative (COTR) and providing construction closeout services including final inspections and compilation of record documents associated with the Project.
Project Description The task order for bidding assistance and construction administration services shall include the provision of engineering, labor, vehicles, facilities and other necessary items as described below related to the Project.
The proposed project includes construction inspection and oversight services for restoring floodplain areas as part of the American Recovery and Reinvestment Act (ARRA), Emergency Watershed Program – Floodplain Easement Program (EWP-FPE) of the Natural Resources Conservation Service. The restoration activities include but are not limited to: removal of selected dikes and fill, restoration of floodplain connectivity to the Pawtuxet River, clearing and grubbing and reestablishment of native floodplain shrubs, trees and aquatic plants. The construction period is anticipated to occur in August-October 2010.
1.1 Project Schedule
It is anticipated that the Consultant’s work will begin on or about August 1, 2010. A “Notice to Proceed” (NTP) will be issued after an Agreement is executed. The work is to be completed within one hundred twenty (120) calendar days of the NTP, subject to progress and completion by the contractor within an expected 90-day construction period.
1.2 Project Services
The project will include construction administration and oversight services for the Project. The Consultant, acting under the authority and responsibility of the COTR as defined in the construction contract, shall complete the following tasks and services:
1.2.1 Conduct a pre-bid meeting at the project site to review requirements in the Project Manual with potential bidders. Prepare and issue to potential bidders pre-bid meeting notes as an addendum to the Project Manual.
1.2.2 Copies of received bids will be reviewed and the low bidder will be evaluated to confirm qualifications and financial standing to complete the project. A recommendation letter will be drafted summarizing this review and evaluation. A meeting will be conducted with the NRCS to review the draft recommendation prior to finalizing the letter.
1.2.3 Conduct a pre-construction conference with the NRCS, the Contractor, City of Cranston, RIDEM and other project partners at the site to review plans for construction including schedule, payment procedures, technical issues, coordination issues, and permitting requirements.
1.2.4 The Consultant shall provide construction inspection and oversight services for the anticipated construction period. Any unforeseen technical issues requiring on-site engineering solutions shall be promptly addressed and coordinated with the COTR in order to minimize delays. The Consultant shall prepare an inspection report following the completion of project milestones. Inspection and oversight duties include, but are not limited to:
· Monitoring construction progress and recording activities occurring during inspections;
· Specialty engineering (geotechnical, civil, structural, environmental, and hydraulic) oversight during appropriate phases of construction.
· Assuring that the construction operations, including Best Management Practices for erosion and sediment control, are in full compliance with all environmental permit conditions;
· Assuring that all materials meet specifications and that they are installed in conformance with plans and specifications;
· Assuring that the construction contractor follow access routes permitted in the plans and specifications and adheres to the permitted limits of disturbance.
1.2.5 Conduct progress meetings with the NRCS, the Contractor, City of Cranston and other project partners at intervals appropriate to the various stages of construction to observe, as an experienced and qualified design professional, the progress and quality of the executed work of the Contractor and to determine in general if such work is proceeding in accordance with the Contract Documents. Prepare meeting notes of discussed items for distribution to meeting attendees. For the purposes of this proposal, it is assumed that four progress meetings will be held over the 90-day construction period.
1.2.6 Review and take appropriate action on submitted Shop Drawings and samples, the results of tests and inspections, and other data that the Contractor is required to submit. This review will be limited to determining conformance with the design of the Project, permitting requirements, and compliance with the information given in the Contract Documents. Copies of reviewed submittal documents will be returned to the NRCS and the Contractor for their records.
1.2.7 Issue instructions to the Contractor including necessary interpretations and clarification of the Contract Documents and communication from the NRCS, City of Cranston and other project partners; in connection therewith prepare field orders, change orders or other written directives as required. The Consultant shall have authority as the NRCS’s representative, to require special inspection or testing of the work; act as initial interpreter of the requirements of the Contract Documents and judge the acceptability of the work and make recommendations on all claims of the NRCS and Contractor relating to the acceptability of the work or the interpretation of the requirements of the Contract Documents pertaining to the execution and progress of the work.
1.2.8 Maintain a project job diary book of all inspections and take digital photographs throughout the various phases of the project's progress. Copies of the photographs shall be saved on a CD and provided to NRCS at the completion of the job.
1.2.9 Determine the amounts owed to Contractor and recommend in writing payments to Contractor of such amounts, based on Consultant’s on-site observations as an experienced and qualified design professional and on review of application for payment and the accompanying data and schedules, Such recommendations of payment will constitute a representation to the NRCS, based on such observations and review, that the work has progressed to the point indicated, that, to the best of Consultant’s knowledge, information and belief, the quality of such work is in accordance with the Contract Documents.
1.2.10 Review constructed items to determine if the Project is substantially complete and conduct a final review to determine if the work has been completed in accordance with the Contract Documents and if Contractor has fulfilled all of his obligations so that Consultant may recommend, in writing, final payment to the Contractor and may give written notice to the NRCS and the Contractor that the work is acceptable. Two substantial completion inspections are included in this proposal. A punch list of remaining items to be completed by the Contractor to achieve final completion will be issued with a Certificate of Substantial Completion.
1.2.11 Conduct a final completion inspection to determine if punch list items from the substantial completion inspection have been adequately addressed and confirm that the work has been completed in accordance with the Contract Documents and that the Contractor has fulfilled all of his obligations there under so that Consultant may recommend, in writing, final payment to he Contractor and thereby give written notice to NRCS and the Contractor that the work is acceptable as completed.
1.2.12 Prepare record drawings that consist of a redlined set of construction drawings. Spot elevations will be collected at critical locations and recorded on the record drawings. A binder containing progress photographs and other final record documents will also be provided to the NRCS and City of Cranston for their records.
Consultant shall not be responsible for the acts or omissions of any Contractor, or subcontractor, or any of the Contractor(s) or subcontractors’ agents or employees or any other persons (except Consultant’s own employees and agents) at the site or otherwise performing any of the Contractor(s)’ work.
1.3 Deliverables
The following items will be submitted as deliverables to NRCS no later than 14 days after construction completion of the project:
1. Job diary books
2. Copies of all test results and submittal approvals
3. Digital photographs with log and copies of photos on CD
4. Summary notes of progress meetings and inspections
5. "As-built" record drawings
1.4 Permitting and Regulatory Coordination
It will be the responsibility of the Contractor to comply with the requirements of the project permits, if any. While it is not known at this time what progress reports, if any, will be required to be transmitted to RIDEM during the course of the work, it is assumed that copies of meeting notes prepared under the above scope for progress meetings will suffice with copies of photographs taken during normally scheduled site visits.
