The service is still needed and is a safety concern, but the task order can no longer be used. This order was awarded under full and open competition.

Spending time to re-procure and bring a new company up to speed will duplicate government costs and cause unacceptable delays in fulfilling our requirements thereby harming all government entities involved.
6. FAR 5.202(a)(11) Synopses Exception: The proposed contract action is made under the terms of an existing contract that was previously synopsized.
7. Determination: Every effort will be made to ensure the pricing of the anticipated contract will be fair and reasonable in accordance with procurement requirements.
8. Market Research: In accordance with procurement procedures market research was done on the NRCS IDIQ contract. The task order was placed against the NRCS IDIQ. This anticipated order will be a follow on service to the NRCS IDIQ in which the market research has already been done.
9. Other Supporting Facts: None at this time.
10. Written interested sources: None.
11. Subsequent Actions to embrace competition requirements: NRCS routinely seeks competition to the maximum extent possible. The plan is to continue to support competitive procurements.
12. Certification: I certify that this justification is accurate and complete to the best of my knowledge and belief.
