Statement of Work

Environmental Services For Environmental Evaluation Worksheets (NRCS-CPA-52) for the Cape Cod Water Resources Restoration Project

Barnstable County, Massachusetts

The Natural Resources Conservation Service (NRCS) has determined that the project sites (shown in Attachment A) are eligible for remediation under the Cape Cod Water Resources Restoration Project (CCWRRP).

Funding is provided by the American Recovery and Reinvestment Act of 2009 (Public Law 111-5); the Watershed Protection and Flood Prevention Act, Public Law 83-566, as amended (16 U.S.C. 1001-1008) and in accordance with Section 102(2)(c) of the National Environmental Policy Act of 1969 (NEPA), Public Law 9-190, as amended (42 U.S.C. 4321 et seq.). The Catalog of Federal Domestic Assistance (CFDA) authority is 10.904. The program source code (TAS number) is 12-1073.

NRCS is requesting a proposal for Environmental Services for preparing an Environmental Evaluation Worksheet (NRCS-CPA-52) for each of the sites listed in Attachment A. Attachment C contains a template CPA-52s for each project objective.

Work will conform to the NRCS Environmental Compliance Handbook, the NRCS National Planning Procedures Handbook, the General Manual (Compliance with NEPA) and the information in the Final Plan-EIS. Based on the proposed remediation work at each site, the CPA-52 will determine which sites need further environmental analysis and which sites are adequately addressed in the EIS and no further environmental analysis is needed.

The work will be performed in consultation with CCWRRP partners and appropriate environmental regulatory agencies. NRCS staff will participate in all site visits and will work with the consultant to maximize the number of sites visited each day. NRCS will provide site access, as necessary, for all sites. For new sites, NRCS will provide the information for CPA-52 that is contained in the EIS for existing sites, and NRCS will provide the cultural resources information for all sites. The work includes training NRCS staff during the site visits to prepare the CPA-52 for additional project sites.

The work consists of:

1. Review and update EE templates, as necessary, prior to any site visits. Submit revised templates to NRCS and participate in a conference call to review the forms and reach agreement on any outstanding issues/follow-up/field review requirements. Coordinate with NRCS to prepare a schedule of site visits. Prepare for and participate in a meeting with the regulatory agencies (coordinated by NRCS) to discuss and review the templates and the regulatory process.

2. Review of existing information provided for each site by NRCS.* Site visit for scoping the extent of the impacts and determining which sites need further study and which sites that the CPA-52 can be completed without further study.

3. Completing CPA-52 for sites not recommended for further study. Submit CPA-52 electronically in Word and Adobe formats. Submit backup record file for each site electronically for NRCS’s administrative record (e.g., photo log, communication record forms, e-mail messages, internet searches).

4. Summary report containing recommendations for sites needing further study. Recommendations should specify what conditions necessitate further study and what studies might be needed to address concerns.
