SECTION C--DESCRIPTION/SPECIFICATIONS/STATEMENT OF WORK
C.1 SCOPE OF CONTRACT
This contract is to secure services to perform botanical surveys to find the presence or absence of target species and special habitats, their locations and an ecological description of the areas surveyed in compliance with the specifications, precision, and terms and conditions of this contract. Products of this contract are described in detail in Section F.4 Contract Products.
This contract has two schedule of items:
1. Invasive Plant Surveys
Invasive plant surveys are “complete botanical surveys” and require documentation of all species of vascular plants, as well as noting unusual or special habitats. Surveys shall follow standardized protocols for targeted noxious weed species. The list of target is located in Section J – Attachment 5. MBS Invasive Target List. Surveys shall be completed in those areas as noted in Section J – Attachment 1. PSE Powerline Invasive
Plant Survey Contract – Corridor Components and Attachment 2. PSE Powerline
Invasive Plant Survey Contract – Temporary Road Components.
2. Invasive Plant Survey and Inventory Data Entry
All survey and inventory data shall be entered into an Access database as provided in
Section J – Attachment 8. Invasive Species Inventory Access Database and Attachment 9.
Invasive Species Survey Access Database.
The Contractor shall furnish all technical expertise, labor, equipment, supervision, transportation, operating supplies, and incidentals (except those designated as Government furnished) necessary to perform the work, including, but not limited to: plastic flagging, field notebooks, identification keys, books, and materials, fine lined and waterproof marking pens, mylar compass, clinometer, binoculars, GPS units, plant press, microscope, and 7.5 minute USGS maps.
C.2 LOCATION AND DESCRIPTION
Most of the work shall occur on the Mt. Baker-Snoqualmie National Forest, Mt. Baker, Skykomish, and Snoqualmie Ranger Districts. A small portion of the work shall occur on the
Okanogan-Wenatchee National Forest, Cle Elum Ranger District.
Technical specifications of the location of the worksites, access to the areas, methods of work, size of each work unit, and other information pertinent to this contract are constrained in Section
J – Attachment 1. PSE Powerline Invasive Plant Survey Contract – Corridor Components and
Attachment 2. PSE Powerline Invasive Plant Survey Contract – Temporary Road Components, and spatially represented at http://arcg.is/1Qn9iBF. Section J – Attachment 11 contain maps of the overall project area.
http://arcg.is/1Qn9iBF
C.3 TECHNICAL SPECIFICATIONS
Measurement
The acreage of the project was calculated from GIS polygons.
Accessibility
Most work areas may be reached by Forest roads or County roads that are accessible by a standard two-wheel drive pickup during normal operating seasons, unless otherwise indicated on
Project Maps. In some instances, it may be required to walk to field sites, either along a closed road, or cross-country. Vehicles shall not operate off system roads without prior written approval of the Contracting Officer.
Inaccessibility due to snow, fallen trees, slides or washouts on roads may or may not be corrected at the option of the Government. If road access is blocked, the Government may: (1) provide an alternate access route or; (2) delete the inaccessible lines(s).
Roads shown on maps indicate access to the project area, but do not represent that the roads are open for vehicular travel.
No vehicle shall by-pass any officially blocked road (barriers, locked gates, posted signs, rock/log/dirt, and etc.) without approval of the Contracting Officer.
Survey areas
Survey areas, or work units, shall include the following components, as depicted on maps located online at http://arcg.is/1Qn9iBF and in Section J – Attachment 11 contain maps of the overall project area:
1. Existing, maintained powerline corridors
2. Vegetated strip (no greater than 12-feet) bordering existing, maintained powerline corridors
3. Temporary roads outside of the powerline corridor.
Mapping discrepancies may exist, including incidental errors in which powerline corridor surveys may be shown to cross or enter non-Forest Service managed lands. Surveys shall only occur on FS managed lands, or FS managed right of ways along roads. Disregard any powerline corridor segment that appears to be on private land.
Approximate acreage for each survey component and survey type is located in Section J –
Attachment 1. PSE Powerline Invasive Plant Survey Contract – Corridor Components and
Attachment 2. PSE Powerline Invasive Plant Survey Contract – Temporary Road Components.
The area needing surveys shall be discussed at the pre-work meeting. Survey documentation
(survey forms and instructions) for invasive plants shall follow the national NRIS survey protocol. Survey forms and instructions for documentation shall be supplied by the USFS botanist as separate documents.
http://arcg.is/1Qn9iBF
Inventory forms for infestations of invasive plants must follow the national NRIS invasive plant protocol. Sighting forms and instructions for documentation of invasive plants shall be supplied by the USFS botanist in a separate document. If the same species is within one quarter mile of another individual or patch of that species, it is considered part of the same infestation.
Plant association information for the “Existing Vegetation” section of the Field Forms shall follow the keys in Henderson et al. 1992 (provided by the Forest Service). Determine the Plant
Association of the vegetation in the forested stand adjacent to the powerline corridor or road.
Vouchers
A voucher is required for all invasive plant species. The contractor shall also take photographs of each voucher prior to collection. Vouchers shall be submitted to the USFS Botanist within approximately 11”x17” folded newsprint with all information on the Voucher Label completed
(Section J – Attachment 10. MBS Voucher Label).
All vouchers must be clearly labeled with a unique infestation ID that is the same as the infestation ID on the Infestation Inventory Form and the ID in the shapefile for that sighting.
Definitions
Invasive Plant Target Species – Target species are those species in which the Contractor shall record during surveys. The target species include anything on the MBS Invasive Target List found in Section J – Attachment 5. MBS Invasive Target List.
Infestation – For purposes of this contract, an “infestation” is defined as an area on the ground where there is a quarter mile or less between individuals of the same target species.

For each inventory form, attach both a 7.5 minute map and an aerial photo showing the outline of the powerline corridor or segment of road, and within that a point or polygon delineating the invasive plant infestation extent. If an infestation is not continuous, then the infestation extent shall by shown as multipart polygons. Be sure to assign an Infestation ID for each inventory that matches the Infestation ID on the hard-copy maps and the GIS polygons.
For each inventory form a GIS polygon depicting the boundary of the invasive plant infestation must be provided. If an infestation is not continuous, then the infestation extent shall by shown as multipart polygons. Be sure to assign an Infestation ID for each inventory that matches the
Infestation ID on the hard-copy maps and the GIS polygons.
One shapefile for all invasive plant infestations must be submitted in UTMs for Zone 10T, datum
Nad83.
Vouchers – See Section C.3 Voucher
Photographs
All invasive plant infestations, in addition to special habitats or areas of concern, shall be photographed. Both a close-up and a habitat shot are required. All photographs shall be in focus. Each photo must include a caption that has the filename for that photo, project name, the powerline corridor or temporary road name if applicable, segment, descriptive title, and date.
(e.g. DSC00854.jpg, PSE Powerline Project, 4141-20 Hyak Line, segment 3: close-up of rock outcrops that are along powerline. 16July2016.) Photos shall be submitted electronically, both embedded in the applicable form (survey and/or inventory), and provided as a separate .jpg file.
Powerline corridors and temporary roads shall be photographed to convey the general appearance of the area being surveyed. They shall be taken from relatively permanent landmarks within the survey area (e.g. road intersections, signposts or other places that would be easy to re-locate). Photos shall also be taken whenever there is a major change in the plant association and/or whenever the surveyor deems it relevant to illustrate the general composition of the survey area.
Data Management
All survey and inventory data shall be entered into an Access database included in: Section J –
Attachment 8. Invasive Species Inventory Access Database and Attachment 9. Invasive Species
Survey Access Database.
Final Report
The Contractor shall provide a written summary report in MS-Word and the associated spreadsheets in MS-Excel. Sufficient written detail is required so that infestations of invasive plants can be relocated and future site specific management prescriptions can be written.
The final report shall be provided to the USFS in both hard copy and electronically, and include the following elements:
Title page: name and address of the Contractor, date of report, author’s signature and title
An overall summary of survey methods and findings for each powerline corridor segment and temporary road.
A brief description of each area surveyed to include: date of survey, surveyors name(s), powerline name, location (UTMs).
A written narrative describing the individual area surveyed, wither powerline corridor segment or temporary road. For example, dominant plant association(s) and special habitats, dominant overstory and understory species, seral stage, amount of blowdown, general size of the trees, evidence of human litter or any other observations that would help provide a visual picture of the area to someone who has never seen it before.
A few photographs of the powerline corridor segment or temporary road and any other items of interest, annotated as described above. Contractor shall provide at least one photograph of each survey segment.
Appendices shall include complete species lists, in a MS Excel spreadsheet. The spreadsheet should have one worksheet summarizing all powerline corridor segments and temporary roads, and another summarizing each corridor (Section J – Attachment 11).
Fields should include scientific name, common name if known, and species code according to the most recent version of the NRCS PLANTS database, which can be accessed on line at http://plants.usda.gov/.

G.3 DESIGNATION OF CONTRACTING OFFICER’S REPRESENTATIVE
The Contracting Officer will designate a Contracting Officer's Representative (COR) at the time of contract award.
The COR is responsible for administering the performance of work under this contract. In no event, however, will any understanding, agreement, modification, change order, or other matter deviating from the terms of this contract be effective or binding upon the Government unless formalized by proper contractual documents executed by the Contracting Officer prior to completion of the contract.
The Contracting Officer should be informed as soon as possible of any actions or inactions by the Contractor or the Government which will change the required delivery or completion times stated in the contract, and the contract will be modified accordingly. (This does not apply to individual task assignments which were issued by the COR provided they do not affect the delivery schedule or performance period stated in the contract).
On all matters that pertain to the contract terms the Contractor must communicate with the
Contracting Officer. Whenever, in the opinion of the Contractor, the COR requests effort outside the scope of the contract, the Contractor should so advise the COR. If the COR persists and there still exists a disagreement as to proper contractual coverage, the Contracting Officer should be notified immediately, preferably in writing if time permits. Proceeding with work without proper contractual coverage could result in nonpayment or necessitate submittal of a contract claim.

Simplified Key to Soil Texture (Brewer and McCann, 1982)
Place about three teaspoons of soil in the palm of your hand. Take out any particles <2mm in size, and use the following key to figure out the soil texture (e.g. loamy sand). Then figure out the texture subclass by using the Code List attached (e.g. coarse loamy sand).
A1 Soil does not remain in a ball when squeezed................................…...............…....... sand
A2 Soil remains in a ball when squeezed............................................…...............…............. B
B1 Add a small amount of water. Squeeze the ball between your thumb and forefinger, attempting to make a ribbon that you push up over your finger. Soil makes no ribbon...................…........................……………………………………….….loamy sand
B2 Soil makes a ribbon; may be very short........................................…................................C
C1 Ribbon extends less than 1 inch before breaking...........................................…...............D
C2 Ribbon extends 1 inch or more before breaking..............................................….............E
D1 Add excess water to small amount of soil; soil feels very gritty or at least slightly gritty .......................................................................................…...........loam or sandy loam
D2 Soil feels smooth.................................................................…................................silt loam
E1 Soil makes a ribbon that breaks when 1–2 inches long; cracks if bent into a ring...........F
E2 Soil makes a ribbon 2+ inches long; does not crack when bent into a ring.....................G
F1 Add excess water to small amount of soil; soil feels very gritty or at least slightly gritty.................................................................................….sandy clay loam or clay loam
F2 Soil feels smooth.........................................................................…...silty clay loam or silt
G1 Add excess water to a small amount of soil; soil feels very gritty or at least slightly gritty...........................................................................................……....sandy clay or clay
G2 Soil feels smooth...............................................................................…..….........silty clay

Note: Under Executive Order (EO) 13658, an hourly minimum wage of $10.15 for calendar year 2016 applies to all contracts subject to the Service Contract Act for which the solicitation was issued on or after January 1, 2015. If this contract is covered by the EO, the contractor must pay all workers in any classification listed on this wage determination at least $10.15 per hour (or the applicable wage rate listed on this wage determination, if it is higher) for all hours spent performing on the contract in calendar year 2016. The EO minimum wage rate will be adjusted annually. Additional information on contractor requirements and worker protections under the EO is available at www.dol.gov/whd/govcontracts.

Length of service includes the whole span of continuous service with the present contractor or successor, wherever employed, and with the predecessor contractors in the performance of similar work at the same Federal facility. ** UNIFORM ALLOWANCE **
If employees are required to wear uniforms in the performance of this contract
(either by the terms of the Government contract, by the employer, by the state or local law, etc.), the cost of furnishing such uniforms and maintaining (by laundering or dry cleaning) such uniforms is an expense that may not be borne by an employee where such cost reduces the hourly rate below that required by the wage determination. The Department of Labor will accept payment in accordance with the following standards as compliance:
The contractor or subcontractor is required to furnish all employees with an adequate number of uniforms without cost or to reimburse employees for the actual cost of the uniforms. In addition, where uniform cleaning and maintenance is made the responsibility of the employee, all contractors and subcontractors subject to this wage determination shall (in the absence of a bona fide collective bargaining agreement providing for a different amount, or the furnishing of contrary affirmative proof as to the actual cost), reimburse all employees for such cleaning and maintenance at a rate of $3.35 per week (or $.67 cents per day). However, in those instances where the uniforms furnished are made of "wash and wear" materials, may be routinely washed and dried with other personal garments, and do not require any special treatment such as dry cleaning, daily washing, or commercial laundering in order to meet the cleanliness or appearance standards set by the terms of the Government contract, by the contractor, by law, or by the nature of the work, there is no requirement that employees be reimbursed for uniform maintenance costs.
** NOTES APPLYING TO THIS WAGE DETERMINATION **
Under the policy and guidance contained in All Agency Memorandum No. 159, the
Wage and Hour Division does not recognize, for section 4(c) purposes, prospective wage rates and fringe benefit provisions that are effective only upon such contingencies as "approval of Wage and Hour, issuance of a wage determination, incorporation of the wage determination in the contract, adjusting the contract price, etc." (The relevant CBA section) in the collective bargaining agreement between (the parties) contains contingency language that
Wage and Hour does not recognize as reflecting "arm's length negotiation" under section 4(c) of the Act and 29 C.F.R. 5.11(a) of the regulations. This wage determination therefore reflects the actual CBA wage rates and fringe benefits paid under the predecessor contract.
The duties of employees under job titles listed are those described in the
"Service Contract Act Directory of Occupations", Fifth Edition (Revision 1), dated September 2014, unless otherwise indicated.
