SECTION 3 – CONTRACT DOCUMENTS, EXHIBITS AND ATTACHMENTS

1. SCOPE OF WORK

Supply equipment and operators for the improvement of instream habitat in lower Trout Creek.

Contractor shall provide all equipment, labor, supervision, transportation, operating supplies and incidental cost.

2. PROJECT LOCATION

The project is located on Trout Creek, Skamania County, Washington along National Forest Road 43 at approximately mile 1.0 from the intersection of Hemlock Road in the town of Stabler, and 8.4 miles north from the town of Carson, Washington (Figure 1).

3. DESCRIPTION OF WORK

The objective of this project is to improve steelhead trout habitat in lower Trout Creek. In general, the work under this project includes, but is not limited to, the following major items of work as specified. The following descriptions are provided as an outline of major work items and shall not be construed as an inclusive or complete listing of all items of work under this Contract.

Bid Items:

The Contracting Officers Representative (COR) will supply the engineered log jam designs and oversight. The contractor will supply equipment and operators on an hourly rental basis to complete the following items:

• Harvest approximately 50 whole trees, rootwads attached, from the southern administrative site shown in Figure 1. Trees range in size up to 45” dbh and 140’ tall. Root masses are estimated to be 15’ in diameter. Trees are located in an administrative site next to buildings and other government facilities that must be protected from damage through all phases of the project.

• Haul and stockpile trees at the Contracting Officer’s Technical Representative (COR) designated staging sites within the Trout Creek Habitat Improvement Project area.

• Haul approximately 325 CY of boulder and 140 CY of cobble from the northern administration site, shown in Figure 1, to the restoration sites within the Trout Creek Habitat Improvement Project area (Figure 1). Haul is approximately 1 mile on Hemlock Road, Chapman Avenue and Forest Road 43.

• Construct engineered log jams, as per the direction of Contracting Officer’s Technical Representative (COR).

• Tip whole trees, including the rootwads, from the streambanks into the creek at government designated sites within the project area.

• Rehabilitate harvest areas, staging areas and access routes by removing debris including approximately 400’ of cyclone fencing and other old equipment. All debris specified for removal by the government will become the property of the contractor and must be removed from the site and recycled or disposed of at an approved landfill at contractor expense.

De-compact the entire disturbed area with excavator as directed by the Contracting Officers Technical Representative (COR). Spread certified weed-free straw mulch on all disturbed areas, and cover with slash and other woody material.

This work consists of providing the necessary equipment to accomplish the described work. This will include two track-mounted hydraulic excavators (70,000 to 90,000 lbs GVW) for removing trees and intact rootwards, and for placement of trees and boulders in the stream. Other equipment that may be needed to accomplish transport of trees of 60 foot length with attached rootwads up to 20 feet in diameter on paved and unpaved surfaces: log skidder, off-road rock truck with a 20 yard or greater capacity, self-loading log truck, side dump or other.

Tree Harvest and Stockpiling. Location of underground and overhead utilities must be completed before any activities occur on the Administrative Site. Whole trees to be used for engineered log jams will be harvested and stockpiled at designated staging sites in the Lower Trout Creek Habitat Improvement Project area. All trees to be harvested will be designated by the Forest Service. Harvested trees will be shaken at the extraction site to remove as much soil from the rootwads as possible. Harvest, loading and haul of trees must be done carefully to ensure protection of all infrastructure in the vacinity of the harvest area and haul route. Trees will be kept in longest lengths possible given the haul route. Minimum length is estimated to be 60 feet. Measures will be taken by the contractor to ensure rootwads remain intact with tree bole and at full size throughout project work. Equipment selection will be undertaken to ensure protection of road surfaces during haul. Any damage to road surfaces or drainage structures will be the responsibility of the contractor to repair at contractor expense and under direction by the Contracting Officer’s Technical Representative (COR).

Rock Haul and Stockpiling. Boulders and cobble will be loaded and hauled to staging sites via Forest Road 43 road and access routes.

Engineered Log Jam Construction. Engineered log jams and boulder placements will be constructed under the direction of the Contracting Officer’s Technical Representative (COR).

Trenches will be excavated into the banks at marked locations. Depths and widths will be determined on-site by the COR. Trees are placed in the trenches and backfilled in lifts to the heights specified by the COR).

Project Site and Access Rehabilitation. All disturbed project areas and access routes will be rehabilitated by de-compaction with excavator, then seeded using native grass seed provided by the government, and covered with certified weed-free straw mulch provided by Contractor, and slash or other woody material from the site. Straw mulch will be applied to the entire disturbed area, applied at a uniform thickness of approximately 1”. The government requires 5 day lead time to deliver grass seed to the project site.

4. GENERAL CONDITIONS

1. Estimated period of performance is 12 days

2. The instream work window for this project is August 15 to September 30.

3. All equipment will be thoroughly spray washed to remove petroleum residue, dirt, seeds, vegetative matter or other debris that could contain seeds or aquatic invasive species. Cleaning must be done prior to entering the National Forest, and when equipment moves from or between project sites or areas known to be infested into other areas, infested or otherwise. Cleaning of the equipment may include pressure washing.

An inspection will be required to ensure that equipment is clean before work can begin.

4. Contractor will have petroleum absorbent pads, at least one oil-absorbing floating boom, and large trash bags for emergency disposal on site at all times during the construction period.

5. Equipment fueling areas will be designated by the Contracting Officer’s Technical

Representative (COR).

6. Contracting Officer’s Technical Representative (COR) and will be situated at least 150 feet from the normal high water mark of nearby bodies of water. If a stationary fuel tank is used by the contractor, it shall be situated within a containment berm with impermeable liner.

7. Excavators will at times be working in or around flowing water up to five feet in depth.

Equipment will transport trees and brush and large wood (up to, but not limited to, 48” DBH, 140 ft. in length, with rootwads attached) from harvest areas to designated stockpile sites. Excavators will excavate trenches, contour banks and stream channels, and place trees, woody debris, boulders, cobble and gravel in the stream channel and banks.
