This contract is an Indefinite Delivery/Indefinite Quantity Contract. The quantity listed in the schedule of items is estimated.
The Government has identified 100 units for presale services on the Pacific Ranger District
(West Fork Humptulips, Queets, and Sitkum EA areas) and 50 units on the Hood Canal Ranger
District (Lower Skok EA area). It is anticipated that funding will be available for all the work on these units. Currently, the Government does not have complete prescriptions for the treatment areas, which identifies the exact work needed for the units. The Government will place task orders based on funding, prescription, and priorities of the Government. The unit pricing listed in the schedule of items will be also the unit pricing used on the task orders. The Contractor will be paid for actual work required and done per task order.
For evaluation purposes for award, the Government will apply the offeror’s fixed unit prices to the estimated quantities listed in the schedule of items and will add other direct costs if applicable.
Offerors are encouraged to visit the work area.
Access to some work units may require a walk-in distance of up to 3 miles round trip. Offerors shall provide prices to compensate for extra time when walk-in round trip exceeds 1 mile.
Price Increase for Traversing, Boundary
Posting and Painting
$___________ Per crewperson, per walk-in day.
Price Increase for Variable Plot Cruising
$___________ Per crewperson, per walk-in day.
B.4 Estimated Quantity
The amounts shown on the schedule of items are estimated. This is an indefinite quantity contract. Reference FAR 52.216-18, FAR 52.216-19 and FAR 52.216-22.
B.5 Minimum and Maximum Contract Amounts (AGAR 452.216-73) (FEB 1988)

One of the two ribbons shall have the plot number, date, distance, and bearing to the next plot, and cruisers initials marked on it. All “IN” trees will be marked with a dot of paint (pink), cut trees will be marked with 2 dots and a “M” on all cruise trees. Also the first tree in the plot will have the cruise plot number marked on the tree.
Waterproof marker or grease pencil shall be used writing on ribbon and flag.
(5) Limiting distances will be measured on all close or borderline trees when using a prism or relaskop. All close or borderline trees will be marked with a “B”. The DBH, plot radius factor, slope distance and calculated limiting distance shall be written on the cruise card.
(6) Each plot number shall be recorded on R6 NatCruise Tree Cards even if no trees exist in a plot.
(7) The first plot shall have bearing and distance to the next plot recorded on each R6
NatCruise Tree Card.
(8) If a cruise plot is partially outside the cutting unit boundary, the mirage method shall be used. Reference the Timber Cruising Handbook (FSH 2409.12).
(9) Point Count/Measure-Tree Cruising. The task order will specify the BAF (20,
40) that will be used and if saw log and non-saw log is to be cruised. The task order will specify ratio or portion of the trees on the plots to be sampled. Cruising will begin with the cardinal direction of North and moving clockwise on the plot. Trees will be marked as described above.
Timber Presale Services Page 22 of 96
The paint dots shall face plot center. At the bottom of the plot card all “IN” trees will be tallied by species.
C. Sample Tree Cruising
It is anticipated that this method will be used with right-of-way clearing limits.
(1) The task order for Sample Tree and the Government will provide a unit map and any cruise instructions specific to the unit.
(2) The establishment of cruise trees shall be by Government desired sample frequency.
Cruise trees shall be identified consecutively numbered by starting with number one (1).
Contractor shall paint the number on cruise trees.
(3) Sample Tree. The Contractor shall perform Sample Tree Cruising in accordance with the Timber Cruising Handbook (FSH 2409.12). Tally person shall not mark or cruise trees.
All trees will be marked with a pint dot and cruise number painted on all cruise trees.
C.8 DBH & Stump Diameters
It is anticipated that some sales or units will require they have a maximum stump diamter of trees to be cut or cruised.
The task order will specify the number of trees, species to be sampled and the range of DBH of the trees be sampled. This is normally 25 or 30 trees per species per sale but can be higher if there is a high variability between trees. The Government will cruise instructions which will specify the unit/s. This is done by taking DBH and stump diameter at 10 inches above the ground on the high side of the tree. These can be taken in conjunction with cruising a plot and spaced randomly throughout the unit but must meet diameter range specified. The DBH and stump diameter are will be recorded on a standard cruise card. All measured trees will be marked with a
“SD” and no larger than 4 inches high.
C.9 Designation by Description Spacing Plots
The task order for designation by description spacing plots will be specific to each sale. One spacing plot will be done per 4 acres up to a maximum of 12 plots per unit. This is based upon traverse acres. All spacing plots will be completed prior to the contractor receiving any cruise guidelines. All spacing plots will be variable plot using a 20 BAF, (any other BAF will be specified). All trees with in the plot will be recorded by species on a plot count card. Then trees will be selected to be cut usually using 10, 12 or 14 foot spacing from the largest trees within the plot and will be recorded on the same card and by species. Any other spacing requirements will be identified in the task order. All measurements between trees will be taken at a stump height of 10 inches. Contractor will lay out gridlines, azimuth and plot locations on a unit map and give copy to the government. Spacing plots will be identified as agreed to between the contractor and the government either with paint or flagging.
Timber Presale Services Page 23 of 96
C.10 Stand Exam Plots
The task order for stand exam plots will be specific to each sale. Approximately one stand exam plot will be done per 10 acres or as described by the silviculturalist. This is based upon stand acres as drawn on maps or aerial photos. All stand exam plots will be completed prior to the contractor receiving any information treatment of the stand. All stand exam plots will be variable plot using a 20 BAF, (any other BAF will be specified). The following information will need to be collected on each plot: tree class, GST/other, species, DBH, Cut/Leave at 8, 10, and 12 feet, 10 year growth, age, height, crown ratio and class, and damage/severity. Also a each point a 100foot transect of 6inch plus coarse woody debris intersect with diameter, decay class and standing dead or dying with a minimum height of 10 feet, diameter class and decay class. Plots will meet all requirements of the R6 Stand Exam protocols. Contractor will lay out girdlines, azimuth and plot locations on a unit map and give copy to the government. Stand exam plots will be identified as agreed to between the contractor and the government, marked black/pink flagging.

A. The Government will use the R6 Check Cruise program to calculate, document, and summarize result of inspected work done by the Contractor. Below are a list of the categories, which will be inspected, and the minimum quality for each category:
Species Identification 95%
Measurements 90%
Product Designation 90%
Defect 90%
Point/Plot Tally 95%
B. The total number of incorrect trees divided by the total number of trees
(by element) tallied on the inspection will determine the percentage of unsatisfactory work.
100% minus percentage unsatisfactory work = % satisfactory work.
C. Failure to meet the required quality for any category will require rework.
2. Sample Tree and Stump Diameters
A. The Government will use the R6 Check Cruise program to calculate, document, and summarize results of inspected work done by the Contractor. Below are a list of the categories, which will be inspected, and the minimum quality for each category:
