Total Price for West Zone
Total Price for East and West Zones Items
Note: Quoters must submit a unit price for all sub-units within an item to be considered for award.
Amendment 0002, AG-05G1-S-15-0025, IDIQ Hand Fireline, Page 10
The levels of difficulty matrix for all Sub-items for Fireline and Fuelbreak are listed in the Statement of Work.
Units may be ordered on task orders at which time a difficulty rating will be assigned based on the provided rating standards. A Sample Task Order is included in the Attachments. Maps will be provided for base items in this contract only, and will be provided as further tasks are ordered.
The prices listed on the schedule of items will be used in determining the prices for future task orders.
The Government may make up to two awards (one per item).
Contract Type and Contract Period
This is a Fixed Price Indefinite – Delivery, Indefinite-Quantity (IDIQ) contract, which includes a base Period and four one-year option periods to extend the term of the contract. Reference FAR 52.216-18, FAR 52.216-19 and FAR 52.216-22.
The contract is intended to provide the Government flexibility to order fireline, fireline and fuel break maintenance and fireline and fuel break rehabilitation services as need arises and as funding is available. It is not possible to determine the actual requirements during the contract period; the Government cannot specify any definite quantity of services; therefore, the schedule of items is estimated. Actual quantity and time frame when task orders will be placed will vary.
The Schedule is for the purpose of pricing task orders as well as the initial evaluation and negotiations of the contract. The schedule of items are estimates and do not reflect the actual quantity that will be orders. To evaluate offers for award purposes, the Government will apply the quoter’s proposed fixed –prices/rates to the estimated quantities included in the solicitation and will add other direct costs if applicable (reference paragraph titled “Estimated Quantities and Task Orders”).
While quantities are estimated, all work will be ordered by Firm – Fixed Price Task Orders (TO) at the unit prices listed on the schedule of Items throughout the effective period:
Base Period: Date of Award through February 29, 2016.
Option Year 1: March 1, 2016 through February 28, 2017.
Option Year II: March 1, 2017 through February 28, 2018.
Option Year III: March 1, 2018 through February 28, 2019.
Option Year IV: March 1, 2019 through February 29, 2020.
Concurrent task orders may be issued.
Estimated Quantities and Task Orders
The quantity on the schedule of items is estimated. The estimated quantity is established for evaluation purposes and for pricing out task orders; it is not an indication of actual work to be awarded. The actual work is dependent on funding availability and Government need. The quantities and level of difficulty will vary. The unit prices on the schedule of items will be used to price future task orders. Therefore, the quoter must indicate a unit price for ALL sub-items having no linear feet shown in the quantities.
The Government will place task orders for units for services on an indefinite delivery, indefinite quantity basis.
For the Fireline and Fuel Break Construction, the Government will use the levels of difficulty matrix. A difficulty rating will be calculated using unit survey information and the difficulty matrix. The matrix is based on the ranges of difficulty issues or challenges encountered on the project site. Once a rating is established using weights for each subcategory, the price is determined by placing the rating within the difficulty category
Amendment 0002, AG-05G1-S-15-0025, IDIQ Hand Fireline, Page 11 that relates directly to the Contractor’s proposed price per unit for that level of difficulty. This process enables the Government to place task orders in accordance with a Contractor’s pricing schedule for units not yet identified. Unit prices will need to reflect costs associated for the difficulty within the entire category as all units within one category will not be identical.
Contractors are highly encouraged to visit example sites identified by the Districts to more fully understand how the matrix is applied and its relationship with what is actually in the project site.
Levels of difficulty shall be established by the Contracting Officer for each task order. Appealing any differences in the level of difficulty estimated and actual working conditions encountered is the responsibility of the Contractor and shall be submitted in writing to the Contracting Officer.
The services as ordered may require work to be performed at the same time. The Contractor shall have the capability of performing multiple orders simultaneously (more than one crew working concurrently).
The Contractor will be paid based on the quantity and level of difficulty listed in the task order and also on the quality of work received as stated within these specifications.
This contract requires Contractor self-inspection in accordance with the Contractor’s Quality Control Plan.
Difficulty Matrix for Fire Line and Fuel Break Construction
A weighted difficulty rating is calculated using a walk-through and the difficulty matrix below. The final ratings are then grouped into difficulty categories, each with similar difficulty. Contractor quotes will need to reflect the difficulty within the entire category because all units within one category will not be identical. For the difficulty matrix worksheet that will be used on this contract reference the attachments. In addition the difficulty rating sheets for the first task order is also located in the attachments.
Unit Price Adjustments in Option Periods.
This contract incorporates the Service Contract Act (SCA). The SCA Wage Determination incorporated in the Attachments of this contract is for the Base Year performance period only. The latest Wage Determination available at the time for each option exercises will be incorporated in the contract and the unit prices will be adjusted in accordance with FAR Clause 52.222-43 Fair Labor Standards Act and Service Contract Labor Standards -Price Adjustment (Multiple Year and Option Contracts). The Contractor warrants, by submission of his quote, that the price does not include any contingency for future wage increases.
Contractor's Hourly Wage Rate and Fringe Benefits
