1) Is the person that installs the meters required to be a licensed plumber?

Reference General Decision Number: OR140036 04/25/2014 OR36 Yes. Meters are to be installed by a licensed plumber who must be paid the minimum Davis Bacon Wages for PLUMBER which is $ 27.32 Rate and $9.86 Fringes.

2) Is the contractor required to chlorinate and test the water after the meter has been installed?

Reference 33 12 33.1.04.C “Submit a water disconnection coordination plan. The plan must demonstrate that the Contractor is familiar with the water system at each project site location, has met with the water operator(s) at each project site location, and has determined the acceptable timeframes to disconnect the water. Also include any plans to temporarily isolate any water lines from the rest of the system during performance of the work.”

There are specific requirements for drinking water systems that must be demonstrated in this plan. It is the responsibility of the Contractor to coordinate installation, disinfection, and testing with the water operator (s) at each site.

3) Are the sites behind locked gates? Do we need special escorts or can we just show up and wander around?

Please check in at the Ranger District office at the Tiller Ranger District and the Diamond Lake Ranger District Sites and at the Dorena Genetic Resource Center Main Office. Tell them that you are bidding on a project for the installation of water meters. The contact person at each office is:

Tiller Ranger District: Terri Brown Diamond Lake Ranger District: John O’Connor Dorena Genetic Resource Center: Wade Davis

Please do not ask questions of these people—they are there to facilitate your entry to see the systems—all questions shall be submitted in writing to the CO.

4) Are there to be formal "locates" done by others verifying existing underground utilities or is that up to us.

Reference 312333.3.02.A

“It is the responsibility of the Contractor to locate ALL utilities prior to excavation activities. Notify COR if a utility cannot be located by conventional means and/or by coordination with local utility providers.”

5) It appears that some of the water line is larger than 1 1/2". I see 6", 4" and 2" in spots where you have indicated meter installation. Do you want to put a 1 1/2" meter in a water line that has a larger diameter?

Yes. 1 ½” meters are planned for all water lines.
