Q&A for solicitation AG-04R4-S-12-0010
1. I am curious about the projected number of participants and whether they have been through this type of training previously?
A: There is not a projected number of participants—this will allow for the employees to seek coaching as needed based on their internal needs and conversations with their leadership team. There are most likely some who have been through this type of training on their own; however, it is not something we have offered in the past to employees.
2. Is there an incumbent?
A: No, this is a new requirement and has not been solicited in the past.
3. How many employees does the Forest Service anticipate will participate in the individual coaching, teaching coaching, group facilitation, and team building services?
A: This is unknown and unpredictable.
4. Is there any more specific information the Forest Service can provide about the Statement of Objectives (SOO) to help offerors prepare their Statement of Work (SOW)?
A: Please be more specific. What was not in the SOO that you would like to know?
5. Period and place of Performance states: “Coaching sessions may take place at a Forest Service office, at the Contractor’s office, by phone or by video teleconference … The Government preference is for at least the first meeting to be in-person.” Due to operating constraints, will the government allow Contractors to travel to Forest Service employees to conduct the first meeting of individual coaching or is the employee only allowed to travel to the coach when there is to be an in-person meeting?
A: Yes, the Contractor could travel to the employee; however, the cost of the sessions would have to be inclusive of the travel costs as these will not be separately reimbursed. You can provide separate pricing for the employee travelling to the Contractor and the Contractor travelling to the employee (i.e. two lines of pricing for this).
6. Operating constraints states: “Travel costs will not be separately reimbursed; they should be included in the session prices for any work with groups or teams.” Does this apply to individual coaching as well work groups and teams? “The government is seeking options which allow the Forest employee to travel to the coach for individual sessions; thus, eliminating the need for travel expenses on the part of the Contractor.”
A: This would apply to any lines for individual coaching where the Contractor is quoting a price for travelling to the employee.
7. Do I provide a separate SOW for all components listed under the Scope? In other words, do I provide an SOW for Individual Coaching, Team Facilitation, Team Building and Coaching Skills? Under Team Building should I provide a brief description of our off-the shelf programs as well as an overview of how we can design custom programs based on team needs?
A: One SOW with sections showing the approach of each component is preferred.
No, off-the-shelf programs would be procured and paid through other channels. This is for custom training.
8. Under Past Performance list:
a. Should I organize my list by client or by Type of Work provided? In other words, do I create a separate list for Individual Coaching; another list for Team Facilitation, etc. or should I create a list of clients and then detail the type of work provided? If we are to create a separate list for
Amendment1 AG-04R4-S-12-0010 Willamette National Forest Coaching BPA each Type of Work how do I list clients to whom we provide multiple “types of work”? Do I list a single client four times – once under each category?
A: One past performance list and a mention of the type of work is sufficient.
b. How do we report “Total Contract Value” for clients with whom we don’t have specific contracts? For example, we have a longstanding relationship with several clients who we work with on a regular basis and charge them on a per program basis. Should I add up the amount of work we’ve billed them over the last three years and put that amount under Total Contract Value?
A: For ongoing contracts, an estimate of the yearly (or monthly) total is sufficient.
9. Would like a little more information on the required Quality Assurance Plan.
A: We are seeking a method to measure the success of the coaching as it pertains to each individual Contractor. How do you rate yourselves? What are the key elements you look for to see that you are reaching your goals? Rather than having one generalized form, we are asking the Contractors to tailor the performance assessment to their own program.
10. What is ORCA? I’m unclear what the following sentence means. “Contractors should provide Representation and Certifications electronically at the ORCA website.”
A: Online Representations and Certifications Application (ORCA) is a website for Contractors to answer the questions which are included in the provision 52.212-3 (pages 40-49). ORCA is not required for this solicitation; however, if you fill out ORCA you update it annually and you only have to fill out paragraph b of this provision to return with your quote package. If you do not have an ORCA profile, you will complete and return all the paragraphs of this provision.
11. Do I need to return pages 38 – 50 of the Solicitation with all boxes checked, etc. along with the other documents I create for my response?
A: Yes. Also see Question 14 response. There are provisions on pages 49-50 which must be returned.
12. May we submit our response via email? If not, how many printed copies will you need for each of the 3 documents?
A: No, email responses cannot be accepted. Provide one copy of each document to the address listed in block 9.
13. Is there an incumbent or is this a new requirement?
A: No—see question 2.
14. If there is an incumbent who is the contractor?
Not applicable.
15. We do not understand why Attachment 5 was included with the solicitation? Can you explain why it was included and whether we need to use it to prepare our response?
A: The Department of Labor has standard wages which would apply to anyone working on a federal contract in one of the listed labor categories. This is the minimum acceptable wage. Contractors are always allowed to pay more, but cannot pay less. The coaches are not held to this wage rate, but if a Contractor has office personnel involved on this project it would apply to them.
16. Are you looking/wanting several coaches from the same company?
Amendment1 AG-04R4-S-12-0010 Willamette National Forest
A: We are seeking a wide variety of coaches and we plan on awarding to multiple companies to achieve maximum diversity.
17. Is it okay that we only submit one of our coaches for this RFP?
A: Yes.
18. Are we mandated to use the wage determination (attachment 5) when coming up with price?
A: See also question 20. This is a minimum allowable wage rate for any categories of labor listed which are employed on THIS project. Coaches are not listed on a wage determination, but office personnel are.
19. Since there is no statement of work. So in addition to our experience and qualifications do you want to know how we would typically approach each of the four areas you list: Coaching, Team Building, etc. That is, would you like a brief outline of how we typically approach such things. Since we have a program called Coaching For Leaders, that is easy to summarize for you.
A: Yes, provide a description of your services and your approach to each of the areas we list and also provide details if there are other similar areas you would like to have on your schedule (price list).
20. Clarify how you want us to bid: It sounds like you would like whatever hourly/daily rate or program rate we give you to include all travel, hotels, per diem? In other words, the expenses are folded in and you don't want to know what they might be?
A: We prefer to have all costs included in a set rate. An hourly rate is not desired--define a session for us and give us the price for that session. It simplifies the administration and ordering process to have it listed “each” rather than hourly. If you anticipate travel or per diem expenses, include them in your “session” rate.
21. The Solicitation package lists five items in the Certification requirements, including a reference to professional certification; the Return package does not reference a Certification requirement. Is a formal Certification a requirement to be successful at qualifying for this solicitation?
A: Any certifications should be included in the resume package.
22 Since travel expenses are not to be compensated separately, is it acceptable to list different prices for services offered in various locations? In other words, one day Team Building in Detroit may be more expensive than one day in Springfield.
A: Yes, it is a good idea to list different prices for various locations.
23 The Solicitation package indicates that any Region 6 CO may place orders under the BPA (page 4); does that open these service to other National Forests and grasslands within the Region? If so, are the travel costs bundled into daily fees negotiable?
A: No, this only allows any of the COs to assist in placing the order—the work is only for the Willamette National Forest.
24 The SOO states that the Contractor “… shall furnish … facilities… required to meet or exceed the Willamette National Forest objectives.” The next section indicates physical locations at either FS or Contractors office. If there is interest in a group session outside of FS offices and the group is too large to comfortably be accommodated in the Contractor’s office, is the Contractor liable for providing a facility?
A: No. I do not foresee any situations where the group work would be held outside of the Forest Service offices. The facility portion would apply to individual sessions if the employee chooses to meet at the Contractor’s office.
