1. What are the definitions for level 2, 3, 4 and 5 roads? Or where can I find that information?

Each road has a preapproved maintenance level assigned that for the most part does not change.

The applicable maintenance levels will be included with each task order requiring work. In the solicitation there are road listings that show examples of different applicable maintenance levels.

2. Section 842 Roadway Vegetation Maintenance. How do I quantify the amount of brush and limbs that need to be removed per mile? I would imagine that it varies from mile to mile so I am not sure how to price this.

There are many items that will share this same question. Being a fixed firm contract, it is assumed that this amount is unknown therefore requires you to base your bid on various factors like risk, past projects, averaging, etc. We are aware of the uncertainty and will always try to be fair when tasking out road work not to include work that is way above and beyond regular rd maintenance.

We would use different reconstruction contracts or specific brushing contracts for those instances.

3. Section 841 Erosion control. What type of mulch is required for erosion control and to what depth should it be applied? What type of seed mix is required for this application and what rate is it to be applied?

See the revised specifications attached (841).

4. Section 851 Logging out maintenance level 2 roads and 3-5 roads. Again, with this item I am not sure how to quantify how many logs and obstacles to remove per mile?

Is there a base number to be removed? Same answer as item #2.

5. Section 834 Roadway Drainage system maintenance. How many culverts will need to be cleaned per mile? Should this item include cleaning ditches on both sides of the road for the full mile? Same answer as item #2.

6. Section 811 surface maintenance. Are we required to clean the ditches under this pay item for the full mile? Do we need to furnish rock for this item if the road requires it? If so, how much per mile? Do we have to haul off unsuitable materials? If so, how much for each mile? You are only required to clean ditches as described in the notes on the 811-F2 Typicals. The ditches included under 811 surface maintenance are defined as ditches that can EASILY be pushed with a grader with MINIMAL effort and do not require end haul of the ditch material. Intensive ditch cleaning, WHEN called out in the task, will be paid for separately under 834, cleaning ditches, and 832, load haul and place materials. Intensive ditch cleaning typically requires additional equipment to accomplish the required ditch template.

If additional rock is required it will be included on the task and paid for under 813 - spot surfacing.

Unsuitable material must be removed off the roadway in a manner that will not impede drainage.

When removal to a waste area is required then it will be quantified and paid for under 832 - load haul and place materials as directed in the task order.

7. What does “OP ML” and “OBJ ML” mean on the road list example?

Operational maintenance level which is the current maintenance level of the road.

Objective maintenance level which is our future maintenance level we would like to achieve.

8. On item 811, could you verify that level 2 to 4 roads refer to the width and usage of the roads?

I cannot not verify that statement. Each road’s widths and usage varies greatly. The actual work required per differing "Level 2-4" is clearly defined the spec 811 its self especially 811.06 - Acceptable Quantity Levels Table.

9. On item 832, does placing material mean just dumping it out of a truck or spreading the rock with a machine i.e. grader?

832 includes relocation, repositioning and stabilization as ordered by the contracting officer so, as an example, you would have to shape and compact the waste area to drain instead of a bunch of dumped piles. Just to be clear "rock" as in 813 - spot surfacing has load haul and grader place as INCIDENTAL to the 813 pay items and must be placed full width as shown in the drawings.

10. On item 833(1) (18-24 inch metal or plastic pipe)

a. Are all culverts and culvert bands government furnished? Yes

b. Is the rock government furnished? Note 10 on the drawings state surfacing shall be paid for under 813. backfill and bedding is considered to be INCIDENTAL to the 833 pay items.

c. On backfill note 1 and 2, is suitable material mean excavated material or gravel hauled in if necessary? If gravel, is it government furnished? It is the contractors responsibility to backfill culverts with suitable material either from existing material from the existing pipe or borrow from an adjacent APPROVED embankment. If none is available and unsuitable material is encountered then contractor furnished rock would be acceptable and fulfill your obligation to backfill with suitable but NO extra payment will be made. More than likely we can always find you a nearby borrow source to use.

11. On item 833 (2), is this removing culverts and not replacing or is this part of culvert installation? This is limited to just the removal and disposal of the removed pipe.

12. Is trench excavation and back fill incidental to pay item 833(Culvert installation and removal)? Yes

13. Will you provide a dump site for pay item 833 or do I have to find one? If required FS will designate a disposal site. Culverts removed are considered contractors property and must be removed off National Forest Lands.

14. If you provide the dump site how far can we expect to haul excavation spoils?

Unknown distances. Typically the nearest available.

15. Where are the culverts to be picked up from? Culverts can be picked up near most District Office Compounds.
