GPS Cattle Collars

COMMERCIAL COMBINED SYNOPSIS/SOLICITATION

1. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a separate written solicitation will not be issued.

2. This solicitation, number AG-04R3-S-12-597677 is issued as a Request for Quotation (RFQ).

3. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-51.

4. This is a 100% small business set-aside with an associated NAICS code of 334220 and small business size standard of 750 employees.

5. This Solicitation is to secure pricing for the supply store-on-board GPS collars for cattle (estimated quantity up to 29). Listed below are the minimum specifications. The collars are not to be limited to just the specifications listed below, understanding that specific items are included as standard equipment.

Requirements:

a. Adjustable belt, covering the range of 90 to 108 cm in circumference

b. User replaceable batteries

c. User programmable GPS scheduler, to a minimum of 30 minute intervals

d. Ability to post-process location data for differential correction

e. Minimum data storage capacity of 10,000 positions

f. Battery life adequate for a minimum of 8640 fixes over 6 months (30 min. intervals)

g. Maximum weight of 1500 grams

h. Waterproof housing

Supply all hardware, cables, software, etc. needed to set up, program, and download collars supplied.

Delivery time frame not to exceed September 30, 2012.

6. Payment Payment will be made following delivery and acceptance of equipment.

7.All offerors must provide completed FAR 52.212-3 Offeror Representations and Certifications – Commercial Items. The provisions of 52.204-7 and 52.204-8 may be found and printed from www.arnet.gov/far/.

The Contractor shall be required to (a) commence work under this contract within 3 calendar days after the date the Contractor receives the notice to proceed, (b) prosecute the work diligently, and (c) complete the entire work ready for use not later than July 31, 2011. The time stated for completion shall include final cleanup of the premises.
