Introductions – Claudia Halkyard, Contracting Officer & Blair Moody, Stewardship Coordinator Purpose of Meeting – To provide information and answer contractor questions about this solicitation for IDIQ contracts for woody biomass removal. Blair explained that this is a 5 year contract and that as timber sale purchasers complete the work on their timber contracts, biomass will be determined as their contract is finished and closed out. At that time biomass piles will have been created by the purchaser and at that point a Task Order under this IDIQ would be created and sent out to IDIQ contract awardees for price and technical proposals.

The following questions were asked by the attendees and then answered by either the CO or the Stewardship Coordinator:

Q – Will award be made to more than one contractor?

A – Yes. The intent is to have a pool of contractors, possibly 12. As new task orders are created, the “pool” of contractors will be notified and will have the option to submit quotes. Claudia emphasized that the timeline for the additional Task Orders will likely be very short (less than 30 days.)

Q – Regarding the required weekly reporting of the number of loads, is it possible to change that to bi-weekly since that is what this industry is used to?

A – Yes, the Forest Service could agree to bi-weekly reporting of loads. This change is included in this amendment.

Blair Moody discussed an item on page 16, regarding oil spill prevention and emphasized that the use of oil absorbent pads are required and that approved chemical toilets are to be provided by the Contractor.

Q – Regarding Accountability and load tickets – wht is needed?

A – Direction is provided in the proposal, page 11 under “Accountability.”

Q – Regarding who will submit load tickets to Forest Service?

A – The Certified Weight Scaler will submit the load tickets with the weight tickets to the Forest Service.

Q – What are the road grading requirements?

A – The solicitation document provides a chart listing of roads and explains grading requirement for reach road listed. Each Task Order will be different depending of course on the timber sale. All roads should be in good shape since the purchaser of the Timber Sale will have that requirement as an exit strategy. Most of the time the only road grading requirements will be post-haul, not pre-haul.

Q – What is the Reply due date?

A – April 11, 2011 and Return Packages are to be submitted to Claudia Halkyard at the Umpqua National Forest address in block 16 of the SF1149 (page 1). You can also FAX your proposal to (541) 957-3223 or email it to Claudia at the following address: chalkyard@fs.fed.us, however, be advised that it is the contractor’s responsibility to make sure it gets to Claudia on the due date, by 4:30 p.m. and if a page didn’t go through the FAX or the email didn’t get delivered, it is the contractor’s responsibility to follow up to make sure their proposal was received and in full.

Q – Do we have to put in a price for everything, or can we propose part of a proposal?

A – All or nothing.

Q – Regarding costs and the changing gas prices, how will that be accommodated on future Task Orders?

A – Claudia explained that each Task Order will contain current pricing. This is not a fixed-priced line item contract; contractors will have the ability to put in quotes for each Task Order taking into consideration the current prices of fuel and other variables.

Q – When does the Task Order included in the solicitation have to be finished and complete?

A – October 1, 2011.

Q – Can the electronic documents created as “.doc” documents instead of “.docx” on FBO?

A – Yes, definitely. Amendment 01 will also post “.doc” documents as well for ease in uploading.

Q - When will future task orders be available?

A - This is unknown as this time; it will depend on when timber purchasers operate timber sale contracts.

Q – Is Timber Payment guarantee required?

A – Yes.

Q – If a contractor is awarded a contract under this IDIQ and in the future situations change, change a contractor opt out of the contract without penalty?

A – Yes.

Claudia reminded attendees to be clear in their narration on proposals. This will greatly reduce questions for the group evaluating their proposals. She also asked perpsetive quoters to refrain from using company letterhead when answering questions and to submit proposals by using plain, white, 8 ½ x 11” paper. Evaluators of proposals do so without knowledge of company specific information or which company they are evaluating.
