C.3 PROJECT CONDITIONS

Existing Structures: The lookouts are wood framed structures (20-foot square, including deck) supported on an open braced wood tower. The Lookouts have wood frame stairs providing access and a 34-inch wide catwalk frame around the perimeter of the lookout. Heights of the towers are:

Indian Rock Lookout – ground based lookout

Flagtail Lookout – 54‘

Antelope Lookout – 30‘

Snow Mountain Lookout – 10‘

Sugar Loaf Lookout – 32‘

Unique Site Conditions: The Contractor will need to make arrangements for transportation of materials and supplies to the lookout site. High winds on the high elevation, exposed sites are also a possibility. The access road stops 500 feet before Indian Rock LO and only a trail leads from the road to the lookout.

Solicitation: AG-0489-S-10-0337 PAGE 12 of 78

Fall Protection: Contractor shall meet OSHA requirements for fall protection from the catwalk of the lookouts. Contractor is responsible for protecting workers from injury. Refer to FAR 52.236-13, Accident

Prevention, for full text.

Lead Paint: Due to the age of the buildings, it is assumed that the exterior paint may contain lead. It is anticipated that the work can be performed in a manner that will not result in lead exposure above the action level as defined by Oregon OSHA. In any case, the Contractor shall execute the work in accordance with Oregon OSHA standards such that surface preparation does not result in exposure to lead at or above the action level as defined by Oregon OSHA.

Contractor shall bring in equipment, materials, and supplies needed for the reconstruction and shall remove debris generated from demolition or construction activities. Contractor shall make all arrangements and pay for transportation of equipment, materials, and supplies.

Contractor shall confine all operations (including storage of materials) on Government premises to areas authorized or approved by the Contracting Officer. The Government is not responsible for loss of or damage to materials or supplies stored on-site during performance of this contract.

Contractor and crew may camp at the site during construction and will provide their own water, food, and personal camping equipment. Electricity and water are not available on the site. A pit toilet is available for sanitation needs.

Construction Schedule Limits: The lookout is used during fire season for detection of fires and is staffed from mid-June until mid-September. Reconstruction of the lookouts will need to occur before and after the peak fire season. Access to the sites is also limited by snow; therefore, the expected construction time is approx. mid-June to July 1 and September 1 to mid-October, depending on fire and weather conditions. Contractor is required to submit a proposed construction schedule with their cost proposal, taking into account that weather conditions will impact scheduling of the work. More than one construction season may be needed to complete the work and Contractor shall determine the most cost effective and efficient use of the available construction time.

The Contractor‘s proposed construction schedule will show a plan of work, which will minimize interference with Government personnel, and disturbance of building contents. If it is necessary to move or temporarily remove items from the lookout, items will be moved or removed by Forest Service personnel and arrangements will be made through the Contracting Officer.

C.4 MEASUREMENT AND PAYMENT
