T-842 CUTTING ROADWAY VEGETATION (2/02)

842.01 Description

This work consists of cutting all vegetative growth, including trees and other vegetation less than 100 mm (45 inches) in diameter measured 150 mm (6 inches) above the ground, on roadway surfaces and roadsides.

842.02 Maintenance Requirements

A. General

1. Cut brush, trees, and other vegetation within each area treated to a maximum height of 150 mm (6 inches) above the ground surface or obstruction such as rocks or existing stumps. When work is performed under this Section, remove all limbs which extend into the treated area, or over the roadbed, to a height of 4 m (14 feet) above the traveled way surface elevation.

2. Items to remain will be marked DESIGNATED ON THE GROUND.

3. Work may be performed either by hand or mechanically unless specifically shown in the Road Listing. Self-propelled equipment is not allowed on cut and fill slopes or in ditches.

4. Correct Avoid damage to trunks of standing trees. The Contracting Officer may require treatment with a commercial nursery sealer or removal of trees caused damaged by Purchaser's Contractor’s operation either by treatment with a commercial nursery sealer or by removing the tree as directed by the Government.

5. Limb trees within the cutting limits which are over 100 mm (45 inches) -measured at 150 mm (6 inches) above the ground in lieu of cutting.

6. When trees are limbed, cut limbs within 100 mm (4 inches) of the trunk.

B. Cutting Side Vegetation

1. Show the width of vegetation to be removed in the Road ListingThe treated area includes the road bed measured from the center line to each defined road edge, or to the bottom of the ditch on ditched road segments, plus an additional 4 feet on each side. If there is no defined road edge, or a ditch does not exist, the treated area is 12 feet from both sides of the road center line..

2. Unless otherwise included in SPECIAL PROJECT SPECIFICATIONS or marked on the ground:

a. Commence work at the edge of the traveled way and proceed away from the road centerline.

b. Roads without a defined traveled way: The starting point for cutting will be marked in the field or defined in SPECIAL PROJECT SPECIFICATIONS.

3. The points for establishing cutting limits are as follows:

a. Fill and daylighted (wide roadbed) section cutting commences at the edge of the traveled way and proceeds away from the road center line.

b. Drainage ditched section cutting commences at the bottom of the existing ditch and proceeds away from the road center line. Cutting on ditch foreslopes is not required.

c. Unditched cut section cutting commences at the intersection of the cutbank and the roadbed and proceeds away from center line.

42. Provide transitions between differing increments of cutting width. Accomplish transitions in a taper length of not less than fifteen (15) meters (50 feet) and nor more than twenty-two (22) meters (70 feet).

C. Debris

1. Materials resulting from the cutting operation in excess of 300 mm (12 inches) in length or seventy-five (75) mm (3 inches) in diameter areis not allowed to remain on roadway slopes within the treated area, in ditches, or within water courses.

2. Remove limbs and chunks in excess of seventy-five (75) mm (3 inches) in any dimension from the traveled way and shoulders.

3. For road segments where scattering is identified as the disposal method, mMaterials may be scattered down slope from the roadbed, outside of the work area and drainage’s.

4. For road segments where chipping is identified as the disposal method, run all materials in excess of 12 inches in length of 3 inches in diameter through a mechanical chipper. Resultant chipped material may be placed on cut slopes or down slope of the roadbed, but not in ditches or drainages. Avoid placing accumulations of chips on steep cut slopes where the material will ravel into ditches..

D.

842.03 Measurement and Payment

Payment will be based on the length of road treated to specifications, measured to the nearest 0.01 mile.

843 DANGER TREE SLASH CLEAN-UP

843.01 Description

This work consists of handling logs, and slash, resulting from danger tree felling operations along roads. It may also require conducting traffic control and coordination with cutters during active falling operations.

843.02 Maintenance Requirements

A. General

1. 1. All materials greater than 12 inches in length or 3 inches in diameter resulting from the falling operation that land within the treatment area shall be removed. Unless otherwise designated on the ground, the treatment area extends from the top of the cut slope(s) to 4 feet beyond the outside shoulder edge on the fill slope side(s). Remove all material in excess of 3 inches in any dimension from the traveled way and shoulders.

2. Sound logs from within the treatment area shall be moved to safe locations along the roadside, designated in advance by the COR or as agreed during operations. Avoid dragging logs across paved surfaces. Logs may need to be reduced in size to facilitate handling, however full tree lengths or standard merchantable log lengths shall be maintained whenever practicable.

3.

Material other than logs shall be loaded and hauled to designated disposal areas.

4. Unless otherwise stated in the contract, traffic control shall be conducted on the roads during both the felling and clean-up operations. The roads are open to public traffic and traffic control requires effective access restriction, both vehicular and pedestrian, as well as providing for safe, intermittent vehicle passage during operations. Traffic delays shall not exceed 30 minutes. The slash clean-up Contractor is responsible for maintaining communications with tree fallers and other personnel on-site so as to assure the safety of all public, employee, and administrative traffic. Flagging personnel shall be utilized to control and monitor traffic. Pilot cars will be utilized as necessary when the ends of the work area are not intervisible, or when it is necessary to guide traffic through roadway hazards within the work area

843.03 Measurement and Payment

Payment for slash loading, hauling, and placement will be based on actual cubic yards of material hauled and the distance hauled. The pay unit of CY-Mile is the cubic yards of material hauled multiplied by the one-way distance to the disposal area, measured to the nearest 0.1 mile. Volume measurement will be based on the nominal struck level load (water level) of the hauling vehicle. Vehicles shall be loaded as full and densely as safely practical.

Moving of sound logs to roadside storage locations is not separately measured or paid for, but is indirectly paid by (incidental to) payment for the loading, hauling, and placing of slash material.

Traffic control is measured to the nearest one-fourth hour, and is based on the actual time of operations during which traffic control is required, with reasonable periods of time allowed to set-up and take-down signing as well as establishing communications immediately prior to the start of operations.

851 LOGGING OUT

851.01 Description

This work consists of removal of fallen trees, snags or other debris that encroaches into the roadway. In this contract, this work is performed solely in conjunction with roadside brushing operations. The treatment area is the same as that for 842 – Cutting Roadway Vegetation.

851.02 Maintenance Requirements

A. Limb and remove sound logs, and move to safe roadside locations in turnouts or wide shoulder areas. Avoid placing logs in ditches or drainage areas.

B. Treat debris resulting from logging out in accordance with 842- Cutting Roadway Vegetation.

851.03 Measurement and Payment

Payment will be made for roads designated for logging out in the road list, treated to specifications, measured to the nearest 0.01 mile.

854 – TREATMENT AND DISPOSAL OF DANGER TREES

854.01 Description

This work consists of felling and disposal of designated live or dead danger trees sufficiently tall to reach roads used by the Contractor. Danger trees will be identified and marked by the Forest Service in advance of Contractor’s operations. The Contractor may identify additional danger trees and request treatment. Additional danger trees shall not be felled until approved and marked be the Forest Service. The intent of this work is to provide a safe work area for the Contractor and Forest Service administrative personnel associated with road brushing operations.

854.02 Requirements

A. Designation of danger trees.

Danger trees to be felled will be designated in advance by the Contracting Officer. Trees to be removed will be marked with white paint.

B. Falling, bucking and treatment for disposal.

Use controlled felling to ensure the direction of fall and prevent damage to property, structures, roadway, residual trees, and traffic. Stump heights, measured on the side adjacent to the highest ground, must not exceed 12 inches or 1/3 of the stump diameter, whichever is greater. Higher stump heights are permitted when necessary for safety.

Felled snags and trees that fall outside the treatment area will be left in a stable condition such that they will not roll or slide. Position logs away from standing trees so they will not roll, are not on top of one another, and are located out of roadway and drainage structures. Felled snags and trees, along with resulting debris, that fall inside the treatment area will be treated in accordance with 851 – Logging Out.

854.03 Measurement and Payment

Payment will be made for the number of danger trees designated and treated, based on the diameter and associated pay items listed in the Schedule of Items. Moving of logs and treating debris associated with danger trees will not separately be measured or paid for, but is indirectly paid by (incidental to) payment for the treatment and disposal of danger trees.

881 – MOBILIZATION

881.01 Description

This work consists of moving personnel, equipment, material, and incidentals to the project and performing all work necessary before beginning work on the project, as well as moving between different work sites within the project. Mobilization includes obtaining the necessary permits, insurance and bonds.

881.02 Measurement and Payment

Payment will be in the amount and for the unit of measurement shown in the Schedule of Items. Payment will be full compensation for the work prescribed in this section.

In accordance with the Schedule of Items, mobilization is measured and paid separately for the two categories of road brushing associated project work and danger tree slash removal associated work, and separately for each Ranger District in each category.

Progress payments for mobilization lump sum will be paid as follows:

A. When 5 percent of the original contract amount associated with a category of project work on a single Ranger District is earned from other bid items in that category on roads within that Ranger District, 50 percent of the associated mobilization item, or 5 percent of the original contract amount associated with that category and Ranger District, whichever is less, will be paid.

B. B. When 10 percent of the original contract amount associated with a category of project work on a single Ranger District is earned from other bid items in that category on roads within that Ranger District, 100 percent of the associated mobilization item, or 10 percent of the original contract amount associated with that category and Ranger District, whichever is less, will be paid.

C.

Any portion of a mobilization item in excess of 10 percent of the associated original contract amount for the category and Ranger District will be paid after final acceptance of all work for that category and Ranger District.
