SECTION 00301-Definition of Bid Items
PART 1 - GENERAL
1.1 SUMMARY
A. The basis for measurement and payment for all work performed under this contract shall be as listed in the “Bid Form.” Unless the work is specifically called out to be measured and paid for in the Bid Form, payment for such work shall be included in other applicable items of the Bid Form. There shall be no separate measurement and payment for any such work not specifically listed in the Bid Form.
B. The Contractor shall complete unit and total pricing for ALL items. If “optional” items are presented the “optional” item work shall be bid as mutually exclusive (stand alone) items. The Contracting Officer and the government reserves the right to award individual optional items, as funding becomes available.
C. The application of any pay item to more than one site will be marked by prefixes to differentiate between them on the Bid Form.
D. When more than one class, size, type, thickness, etc. is specified in the Bid Form for any pay item, suffixes will be added to the item number to differentiate between the pay items.
E. This item is intended to compensate the Contractor for operations including, but not limited to, those necessary for the movement of personnel, equipment, supplies, and incidentals to the project site; for payment of premiums for bonds and insurance for the project; and for any other work and operations which must be performed or costs that must be incurred incident to the initiation of meaningful work at the site and for which payment is not otherwise provided for under the contract.
F. Items listed in the Bid Form as lump sum shall be on a lump sum all required basis. No direct measurement will be made for lump sum bid items. Bid items calling for unit prices show estimated quantities of work to be performed. These quantities, although shown with as much accuracy as possible, are approximate only and are for bidding purposes only. Payment to the contractor shall be made on the quantity of work actually performed by the Contractor.
G. The summation of all bid items under the Bid Form shall equal all work required by the drawings and Specifications regardless of whether individual items of work are described under bid item descriptions or not. Payment shall be made at the contract unit bid or lump sum prices listed in the Bid. The prices listed therein shall be payment in full for all labor, tools, equipment, materials, etc., which are required to construct respective bid items according to the Contract Documents, including all work and materials incidental thereto.
H. Payment for unit bid items and lump sum bid items only partially completed at the end of monthly pay periods shall be based on a percentage of work completed as determined by the Government. As example is the construction of pipelines where the unit bid price includes the excavation and backfill of the trenches, installation of pipe, trench compaction, flushing and testing, although the Contractor may have installed a certain length of pipeline, yet has not completed the testing and/or restoration work. The actual payment for that bid item will be reduced to reflect the actual amount of work completed.
I. Capping and abandoning of existing water lines and demolition of water fixtures not specifically called out in a pay item but shown on the drawings is incidental to the work and no separate pay item will be included for this work.
J. Providing valve keys shall be incidental to the work. Provide, at a minimum, two valve keys for each type/size of valve nut.
K. For pipelines, the following method will be used to determine partial payment for work not complete unless determined otherwise by the Government:

1.2 DETERMINATION OF QUANTITIES
A. The following measurements and calculations shall be used to determine contract quantities for payment.
1. For individual construction items, longitudinal and lateral measurements for area computations shall be made horizontally or corrected to horizontal measurement unless otherwise specified. Measurements for geotextiles, netting and erosion control blankets shall be along slope lines.
2. For excavation or embankment volumes, the average end area method shall be used to compute volumes. However, if in the judgment of the Contracting Officer (CO), the average end area method is impractical, measurement shall be made by three-dimensional methods.
3. For Structures, they shall be measured according to neat lines shown on the drawings or as altered by the CO, in writing, to fit field conditions.
4. For items that are measured by the linear foot, such as pipe, utilities, and underdrains, measurements shall be made parallel to the base or foundation upon which the structures are placed.
5. For standard manufactured items (such as wire, pipe) identified by gauge, weight, section dimensions, and so forth, such identifications shall be considered the nominal weights or dimensions. Unless controlled by tolerances in cited specifications, manufacturer's tolerances shall be accepted.
B. Earthwork Tolerances - Adjustments of horizontal or vertical alignment, within the tolerances specified in this contract, or shifts of balance points up to 100 feet shall be made by the contractor as necessary to produce the designed sections and to balance earthwork. Such adjustments shall not be considered as "Changes."
1.3 UNITS OF MEASUREMENT
A. Payment shall be by units defined and determined according to U.S. Standard measure and by the following:
1. Cubic Yard (CY)
a. Excavation, Embankment, or Borrow. The measurement computed by the average end area method from measurements made longitudinally along a centerline or reference line.
: A measurement computed by one of the following methods:
b. Material in Place or Stockpile. The measurement computed using the dimensions of the in-place material.
c. Material in the Delivery Vehicle. The measurement computed using measurements of material in the hauling vehicles at the point of delivery.
Vehicles shall be loaded to at least their water level capacity. Leveling of the loads may be required when vehicles arrive at the delivery point.
2. Each (EA)

a. Measured volume in container.
: The quantity shall be measured by any of the following methods:

1.4 METHOD OF MEASUREMENT
Measured on a plane parallel to the surface being measured.
A. One of the following methods of measurement for determining final payment is designated on the Schedule of Items for each pay item:
1. ACTUAL QUANTITIES (AQ) - These quantities are determined from actual measurements of completed work.
2. DESIGNED QUANTITIES (DQ) - These quantities denote the final number or units to be paid for under the terms of the contract. They are based upon the original design data available prior to advertising the project. Original design data include the preliminary survey information, design assumptions, calculations, drawings, and the presentation in the contract. Changes in the number of units shown in the Schedule of Items may be authorized under any of the following conditions:
a. As a result of changes in the work authorized by the CO.
b. As a result of the CO determining that errors exist in the original design, and cause a pay item quantity to change by 15 percent or more.
c. As a result of the Contractor submitting to the CO a written request showing evidence of errors in the original design that cause a pay item quantity to change by 15 percent or more. The evidence must be verifiable and consist of calculations, drawings, or other data that show how the designed quantity is believed to be in error.
3. LUMP SUM QUANTITIES (LSQ) - These quantities denote one complete unit of work as required by or described in the contract, including necessary materials, equipment, and labor to complete the job. They shall not be measured.
4. STAKED QUANTITIES (SQ) - These quantities are determined from staked measurements prior to construction.
1.5 DEFINITION OF BID ITEMS
A. Mobilization/Demobilization for each site.
There will be no measurement for payment of Mob/Demob. These items shall include all bonds and miscellaneous items required for the project. Payments shall be made at the lump sum price stated in the Bid Form for “Blue Mt.
Mobilization/Demobilization,” “Crane Prairie Mobilization/Demobilization,” and “Crow Flat Mobilization/Demobilization.”
B. HDPE pipe, 1 ½-inch, and 2-inch (main line pipe)
1. Measurement will be made for the actual linear footage of pipe installed, including all valves, valve boxes, fittings, appurtenances, trenching, backfilling, compaction measured along the centerline of the pipe to the center of the wellhead, to a point of 5 feet from each main valve, system drain, hydrant valve, or storage tank valve, excluding joint lap. There will be no measurement for service lines, drain lines, or lateral lines to hydrants, or such materials covered by other bid items. All other materials, labor and equipment needed to complete the main line installation shall be incidental to the items which they relate.
2. Payment shall be at the unit price basis by the linear foot of pipe for each respective size of main line pipe installed and approved. Payment shall be made under items “HDPE 2” Pipe” and “HDPE 1.5” Pipe” for each site as shown in the bid schedule.
C. 2-inch Water Meter & Box
1. There will be no measurement for payment water meters and boxes installed. The actual quantity shall be assessed on a per EACH basis for the item listed in the bid schedule. The work shall include but not be limited to all excavation, backfill, compaction, pipe fittings, meters, box, materials, equipment, and labor to complete the installation of water meters as described in the specifications and on the drawings.
2. Payments shall be at the per each unit price stated in the bid form for “2-inch Wter Meter & Box,” All other materials, labor and equipment needed to complete the installation shall be incidental to the items which they relate.
D. 1-inch and 1.5 inch Service Connection
1. There will be no measurement for payment water valves, meters, service line, and boxes installed related to service connections. The actual quantity shall be counted on a per each basis for the item listed in the bid schedule. The work shall include but not be limited to all excavation, backfill, compaction, pipe fittings, service water line, meter, valves, boxes, materials, equipment, and labor to complete the installation of a water service as described in the specifications and on the drawings.
2. Payments shall be at the per each unit price stated in the bid form for “1-inch Service Connection” and “1.5-inch Service Connection.” All other materials, labor and equipment needed to complete the service connection installation shall be incidental to the items which they relate.
E. 2-inch Water Valves & Boxes
1. There will be no measurement for payment water valves and boxes installed related to main lines. The actual quantity shall be counted on a per each basis for the item listed in the bid schedule. The work shall include but not be limited to all excavation, backfill, compaction, pipe fittings, water line, valves, boxes, materials, equipment, and labor to complete the installation of a water valve as described in the specifications and on the drawings.
2. Payments shall be at the per each unit price stated in the bid form for “2-inch Water Valves & Boxes.” All other materials, labor and equipment needed to complete the valve installation shall be incidental to the items which they relate.
F. 1-inch Valves, Boxes, and Drain to Daylight
1. There will be no measurement for payment for water valves, water line, and boxes installed related to drain lines. The actual quantity shall be counted on a per each basis for the item listed in the bid schedule. The work shall include but not be limited to all excavation, backfill, compaction, pipe fittings, water line, valves, boxes, drain fittings, screening, materials, equipment, and labor to complete the installation of a system drain as described in the specifications and on the drawings. This work excludes drains for gravity storage tanks.
2. Payments shall be at the per each unit price stated in the bid form for “1-inch Valve, Box, and Drain to Daylight.” All other materials, labor and equipment needed to complete the drain installation shall be incidental to the items which they relate.
G. Fire Hydrant, Valve, 2-inch
1. There will be no measurement for payment of fire hydrants, water valves, and boxes installed related to fire hydrants. The actual quantity shall be counted on a per each basis for the item listed in the bid schedule. The work shall include but not be limited to all excavation, backfill, compaction, pipe fittings, water line, valves, boxes, hydrants, materials, equipment, and labor to complete the installation of a fire hydrant as described in the specifications and on the drawings.
2. Payments shall be at the per each unit price stated in the bid form for “Fire Hydrant, Valve, 2-inch.” All other materials, labor and equipment needed to complete the service line installation shall be incidental to the items which they relate.
H. Well Pump & Wellhead Upgrades
1. There will be no measurement of the well pump installation and wellhead upgrades required. The work shall include but not be limited to the excavation of the wellhead, supply and installation of pitless units, supply and installation of new well pumps, drop pipes, electrical wiring, control wiring, conduit, well cap, fittings, water line pipe to the main line or pump house, backfill and seal, testing, disinfection of equipment and materials, and labor necessary to create an integrated and completely functioning system. All other materials, labor and equipment needed to complete the installation shall be incidental to the items which they relate.
2. Payment shall be a lump sum at the unit price as stated for “Well Pump & Wellhead Upgrades” for each site as shown in the bid schedule.
I. Pumphouse, Plumbing, Electrical, and Structure Complete
1. There will be no measurement of the pumphouse construction or installation of the plumbing, electrical, or controls required. The work shall include but not be limited to the excavation, site preparation, foundation, supply/ installation/ testing of pump control systems, electrical systems, all plumbing appurtenances, pressure tanks, connection to the water system, backfill, and finish grading within 5 feet of the structure to provide for an integrated and completely functioning system. All other materials, labor and equipment needed to complete the installation shall be incidental to the items which they relate.
2. Payment shall be a lump sum at the unit price as stated for “Pumphouse, Plumbing, Electrical, and Structure Complete” for each site as shown in the bid schedule.
J. Frost Free Yard Hydrant, Valve, ¾ -inch
1. There will be no measurement for payment of fire hydrants, water valves, and boxes installed related to yard hydrants. The actual quantity shall be counted on a per each basis for the item listed in the bid schedule. The work shall include but not be limited to all excavation, backfill, compaction, pipe fittings, ¾ - inch water line, valves, boxes, hydrants, materials, equipment, and labor to complete the installation of a hydrant as described in the specifications and on the drawings.
2. Payments shall be at the per each unit price stated in the bid form for “Frost Free Yard Hydrant, Valve, 3/4-inch.” All other materials, labor and equipment needed to complete the yard hydrant installation shall be incidental to the items which they relate.
K. Water Storage Tank, Floats, Valves, Drain, Complete
1. There will be no measurement of the water storage construction or installation of the plumbing, electrical, or controls required. The work shall include but not be limited to the demolition and disposal of the existing tank, excavation, site preparation, foundation, supply/ installation/ testing of storage tank, floats, control systems, all plumbing appurtenances, valves, tank drain to daylight, connection to the water system, backfill, and finish grading to provide for an integrated and completely functioning system. All other materials, labor and equipment needed to complete the tank installation shall be incidental to the items which they relate.
2. Payment shall be a lump sum at the unit price as stated for “Water Storage Tank, Floats, Valves, and Drain Complete” as shown in the bid schedule.
L. Overhead Tanker Fill, Valve, Hydrant (Complete)
1. There will be no measurement for payment of fire hydrants, water valves, and boxes installed related to fire hydrants. The actual quantity shall be counted on a per each basis for the item listed in the bid schedule. The work shall include but not be limited to all excavation, foundation construction, backfill, compaction, pipe fittings, water line and connections, valves, wheel valves, boxes, hydrants, materials, equipment, and labor to complete the installation of an overhead tanker fill station as described in the specifications and on the drawings.
2. Payments shall be at the per each unit price stated in the bid form for “Overhead Tanker Fill, Valve, Hydrant, (Complete)” All other materials, labor and equipment needed to complete the installation shall be incidental to the items which they relate.

SUMMARY OF WORK
PART 1 GENERAL
1.01 INTENT OF CONTRACT
A. The intent of the contract is to provide for the complete construction of the project described in the contract. Unless otherwise provided, furnish all labor, materials, equipment, tools, transportation, and supplies, and perform all work required to complete the project in reasonably close conformity with drawings and specifications, and in accordance with provisions of the contract.
1.02 DRAWINGS
A. Contract drawings accompany these specifications and form a part of this contract.
1.03 LOCATION OF WORK
A. The Crane Prairie Guard Station is approximatley 30 miles Southeast of Prairie City, OR. It can be accessed by heading South on Grant County Road 62 for approximatley 25 miles. Turn East on Forest Service Road 16 for approximately 5 miles to the entrance of the guard station.
B. The Crow Flat Guard Station is located 17 miles North of Burns, OR along US Highway 395.
C. The Blue Mtn Work Center is located 15 miles East of Prairie City, OR along US Highway 26.
1.04 DESCRIPTION OF THE WORK
A. Construction of a potable water distribution systems, pumps, control systems and secondary electric lines. The principal features of work to be performed at several sites includes, but is not limited to the following:
1. Installation of HDPE water distribution piping, fittings, valves, meters, water storage tank, drains, and appurtenances.
2. Construction of new water system pump house buildings including all plumbing and wiring systems.
3. Construction of new water hydrants.
4. Construction of secondary electric including trenches and wiring for powering pumps and controls.

5. Restoration of areas disturbed by construction.
1.05 GENERAL SITE CONDITIONS
A. Rock outcrops, surface cobbles, and boulders are evident at some sites.

SECTION 01141
USE OF SITE AND PUBLIC CLOSURES
1.01 USE OF SITE BY PUBLIC
A. The compounds will be closed to the public, however public may still enter the sites.
1.02 USE OF SITE BY CONTRACTOR
A. Storage Area: An area within the compounds will be made available for use as a storage area. The CO shall approve the location of the area prior to its use.
Toilet buildings shall not be used for storage.
B. Work Camp: An area at the campground shall be approved by the CO as a work camp for the Contractor’s personnel at no cost to the contractor. The contractor and all personnel shall comply with Forest Service regulations relative to such use.
C. Sanitary Facilities: The contractor is responsible for providing their own type of portable toilet. The portable toilet shall be located on a flat level surface as to not tip over due to strong winds or machinery and 200 feet away from any stream or river. Prior to final acceptance of the project, the toilet building shall be removed from project site. Existing toilet buildings shall not be used for storage.
3.01 CLOSURE OF THE SITE TO THE PUBLIC
A. The contractor shall keep gates at the entrance to the compounds closed and locked during construction as provided at each site.

SUBMITTAL PROCEDURES
1.01 REQUIREMENTS
A. The Contractor shall submit all information necessary to insure compliance.
The contractor shall submit information at least ten business days prior to beginning the associated work.
B. Submittals and approval by the CO shall be required for all products where the contractor wishes to use an approved equal. Submittals are not required where the contractor proposes to use the exact product specified (i.e. exact model and manufacturer specified).
C. Products installed by the contractor and not approved by the CO are subject to removal and reinstallation with an approved product at the contractor’s expense.
1.02 MANUFACTURER’S LITERATURE AND SHOP DRAWINGS
A. Submit (2) two copies to the CO for approval on the items required herein.
B. Information must be adequate to determine compliance with specifications.
1.03 SAMPLES
A. Submit two samples of each color, style, and etc. of the items required herein.

QUALITY CONTROL
1.01 SUMMARY
A. Provide certification that the quality and quantity of construction conforms to the drawings, specifications, and requirements of the contract.

3.01 CERTIFICATION & MEASUREMENTS
A. Offsite-Produced Materials: Furnish certificates executed by the manufacturer supplier, or vendor, stipulating that all materials produced off site that are incorporated into the work meet the applicable requirements SHOWN ON THE DRAWINGS or stated in the specifications. Make each certificate apply to a single commodity or invoice. Certify all incidental purchases needed to remedy minor shortages of material.
B. Quantity Measurements: Make all measurements for computation of quantities for all work items, except those specified for payment by design quantity or lump sum. Compute the quantities for periodic progress payments; the CO will compute the quantities for the final payment based on measurements taken. All Contractor measurements are subject to verification. Submit all field notes, calculation sheets, and other data used to determine quantities, and certify in writing as to the accuracy of the measurements and computations submitted.
3.02 MATERIAL COMPACTION TESTING
A. The government may order compaction tests from a certified testing laboratory.
The contractor shall pay for compaction tests that fail to meet the minimum requirements outlined in these specifications. The government will pay for compaction tests meeting the requirements outlined in these specifications.

SECTION 01660
PRODUCT STORAGE AND HANDLING REQUIREMENTS
A. The Contractor shall be responsible for protecting all equipment and supplies intended for use in the project. The Contractor shall pay all costs related to such protection.
B. Equipment and supplies, approved by the CO and in storage, shall be installed in the same physical and mechanical condition as when approved by the CO.

SECTION 01732
MOBILIZATION
A. Move personnel, equipment, material, and incidentals to the project, and perform all activities necessary to accomplish work at the project site. Obtain permits, insurance, and bonds.
1.02 MEASUREMENT
A. Method: Measure mobilization by the lump sum.
1.03 PAYMENT
A. The accepted quantity, measured as provided above, will be paid at the contract price per unit of measurement for the pay item listed below that is designated in the SCHEDULE OF ITEMS.
B. The mobilization lump sum will be paid as follows:
1. If applicable, bond premiums will be reimbursed according to FAR clause
52.232-5, Payment Under Fixed-Price Construction Contracts, after receipt of evidence of payment.
2. Fifty percent of the lump sum, not to exceed 5 percent of the original contract amount, will be paid following completion of 5 percent of the original contract amount, not including mobilization.
3. Payment of the remaining portion of the lump sum, up to 10 percent of the original contract amount, will be paid following completion of 10 percent of the original contract amount, not including mobilization.
4. Any portion of the lump sum in excess of 10 percent of the original contract amount will be paid after final acceptance.

3.01 AS-BUILT DRAWINGS
A. Maintain a set of the contract drawings depicting as-built conditions. Maintain these drawings in current condition, and make them available for review.
Indicate all variations from contract drawings in red on the drawings. Upon completion of the contract work, submit as-built drawings to the CO.
3.02 KEYS
A. Return any keys issued to the contractor by the government, prior to final acceptance and payment.

GALVANIZED STEEL PIPING
1.01 SCOPE
A. Installation of galvanized steel pipe used for potable water distribution and material related to its installation.
2.01 GALVANIZED STEEL PIPE AND FITTINGS
A. Pipe: ASTM A-120 or AWWA C-202, Schedule 40, threaded and coupled.
B. Fittings: ANSI B-16.12, threaded, galvanized.
2.02 INSECT SCREEN FOR VENTS AND DAYLIGHT DRAINS
A. 24-mesh woven wire cloth, type 304 stainless steel standard grade, non-corrodible.
3.01 INSTALLATION
A. Exposed threaded pipe joints shall be painted with mastic per manufacturer's application procedures.
B. Field-cut ends shall be squared off by grinding or filing; ends shall be reamed with all chips and flakes removed.
C. Field cut threads or machined joints shall be made with sharp tools to sharp finished ends.

SECTION 02082
VALVES AND BOXES
A. Description of valves, boxes, pits and material related to their installation.
2.01 BALL CURB VALVES
A. 1-inch, 1-1/2 –inch, and 2-inch ball curb valves shall be Minneapolis pattern.
B. Female Iron Pipe inlet by Female Iron Pipe outlet
C. Hole for attaching curb box rod or handle is provided in Tee Head.
D. Valve is non-directional and is water tight with full flow in both directions.
E. Brass construction conforming to AWWA standard C800-89.
F. Quarter turn check
G. 300 psi working pressure
H. 1-inch, 1-1/2 – inch, and 2-inch ball curb valves shall be Model B-20287, as manufactured by Mueller Co., Decatur, IL, phone (800) 423-1323; or approved equal.
2.02 CURB BOXES
A. Curb boxes shall have Minneapolis pattern base. Curb boxes shall be a cast iron extension type.
B. Box length when installed shall permit adjustment between 3 inches above and below the final ground surface.
C. Lids shall be cast iron with brass pentagon plugs
D. Size of Minneapolis thread in box base (tap) shall be of proper size to match curb valve.

E. Box shall be equipped with stationary rod, and have a 1” inside diameter upper section. The top of the stationary rod shall terminate within the 1” inside diameter upper section of the box, and 1” minimum below the pentagon plug (so as not to interfere with screwing in the plug to its full depth).
F. 2-inch curb boxes shall be Model H-10332-99000, and 1-inch curb boxes shall be Model H-10332, as manufactured by Mueller Co., Decatur, IL, phone (800) 423-1323; or approved equal.
2.05 TOOLS FOR OPERATING GATE VALVES, BALL CURB VALVES, AND
OPENING BOXES
A. The Contractor shall supply two curb box keys, two pentagon keys, and two gate valve operating wrenches to operate valves and open box lids. Tools shall be as supplied by the valve or box manufacturer.
B. Curb box key shall be model H-10322, 4’ length as manufactured by Mueller
Co., Decatur, IL, phone (800) 423-1323; or approved equal.
C. Pentagon key shall be model H-10323 or H-10325 as manufactured by Mueller
Co., Decatur, IL, phone (800) 423-1323; or approved equal.
2.05 METER BOXES
1. Boxes for Meters, 2” and smaller in size.
a. For Water Meters and other appurtenances (excluding valves) :
NDS Brand (1-800-726-1994). Part Number 218BCB, Standard Box and Part Number 218-6 for each Extensions as needed with the Overlapping Bolt Down Cover , or approved equal.
2. Lids: Lockable or bolt down, with pentagon-type or hex-type bolt, compatible with valve box; labeled “ICV”, “Sewer”, or “Water” respectively.
Installation shall be according to manufacturer’s specifications and the plans.

WATER HYDRANTS
A. Provides for furnishing and installing water hydrants at locations SHOWN ON
THE DRAWINGS.
2.01 HYDRANT POST
A. 8" x 8" x 6'-6” long, rough sawn No. 2 or better Douglas Fir, Southern Yellow
Pine, or Hem Fir; pressure-treated or Redwood, installed as SHOWN ON THE
DRAWINGS.
B. Wood Preservative: Pressure treatment with CCA (Type A, B, or C) in accordance with AWPA–C1, C2, and C4, with a net retention of 0.60 pcf. All CCA shall conform to ASTM–1625.
2.02 DRAIN ROCK
A. Material shall be clean, rounded granular material, graded from 1" - 2" in greatest dimension.
2.03 PIPE AND FITTINGS
A. Section 02081, galvanized steel pipe, Schedule 40, sizes as SHOWN ON THE
DRAWINGS.
2.04 BALL VALVE CURB STOPS AND CURB BOXES
A. Section 02082, size and length as SHOWN ON THE DRAWINGS.
2.05 CONCRETE PAD
A. Size as SHOWN ON THE DRAWINGS, placed in conformance with Section 03301 – Concrete, Formwork and Reinforcement.

2.08 HOSE CONNECTION VACUUM BREAKER
A. Finish shall be brass.
B. Permit manual draining of hydrant in freezing conditions, without removing from sill cock. Shall remain in drain position once put in that position.
C. Inlet connection shall be ¾” female hose thread, and outlet connection shall be
¾” male hose thread.
D. Shall meet ANSI A112.1.3 (ASSE 1011).
E. Furnish with break-away set screw to provide a tamper-resistant installation.
F. Model No. NF8, as manufactured by Watts Regulator, 815 Chestnut Street, North Andover, MA 01845, phone: (508) 688-1811; or approved equal.
2.09 ACCESSIBLE FREEZELESS WATERHYDRANT
A. Frostproof, Sanitary, Accessible, Hydrant
1. Design: Heavy duty brass hose bibb with pail hook, 3/4” brass inlet, ASSE 1057, with ADA 5 pound shut-off handle and ASSE self-draining backflow preventer, of the necessary bury depth.
2. Model: Freezeflow “Model 213 XC ” (where X=the bury depth is 36”) as manufactured by Hoeptner Products, or an approved equal.
3.01 GENERAL
A. Wood posts shall be cut and drilled to the lengths and chamfered, as SHOWN
ON THE DRAWINGS.
B. The post and riser pipe shall be placed in the trench, plumb and to the elevations
SHOWN ON THE DRAWINGS.
C. Prior to construction, the CO shall approve exact location and orientation of hydrants.
D. Drain rock shall be loosely placed to the dimensions SHOWN ON THE

SECTION 02084
HIGH DENSITY POLYETHYLENE PIPING
A. Provides for furnishing and installing High Density Polyethylene (HDPE) pipe used for potable water distribution and material related to its installation.
2.01 HIGH DENSITY POLYETHYLENE (HDPE) PIPE, TEES, & REDUCERS
A. All waterlines (pipe and fittings) shall be new and unused, of the type, pressure rating or class, and size (nominal diameter) specified and as shown on the drawings.
B. All material must meet applicable National Sanitation Foundation (NSF) standards for public drinking water. Pipe shall bear the NSF seal. The pipe manufacturer shall provide certification that the pipe meets this specification.
C. High Density Polyethylene (HDPE) plastic pipe shall be PE-3408 as defined in
ASTM D-1248, with a minimum cell classification of 345434C in accordance with ASTM D 3350. The pipe shall be SDR11 (160PSI) pipe and comply dimensionally with ASTM D 3035. Pipe shall comply with AWWA C901 standard for Polyethylene Pressure Pipe.
D. Rolled Pipe
1. HDPE pipe equal to or smaller than 2" diameter shall be provided in rolls of
500 ft length.
2. HDPE pipe larger than 2" diameter shall be provided in 40' lengths rather than in rolls.
E. HDPE pipe shall be as manufactured by PW Pipe, ISCO or approved equal, and supplied by Ferguson Industrial Plastics, or approved equal.
F. HDPE tees and reducers shall be as manufactured by same as above, compatible fittings, or approved equal.

2.02 TRANSITION FITTINGS - COMPRESSION (1” DIAMETER AND SMALLER)
A. Fittings shall be specifically made for HDPE pipe per Subsection 2.01 – High
Density Polyethylene (HDPE) Pipe, Tees, & Reducers. Fittings shall be made of Polypropylene. Fittings shall bear the NSF seal. Fittings shall be pressure rated to 200 psi @ 73°F.
B. Fittings shall be compression x female iron pipe thread (FIPT).
C. Fittings shall be HDPE Compression Fittings, Female Adapter Threaded (F), blue (IPS) as distributed by ISCO, PWPipe or approved equal.
2.03 TRANSITION FITTINGS - BUTT FUSION or ELECTROFUSION WELD
(LARGER THAN 1” DIAMETER)
A. Fittings shall be specifically made for HDPE pipe per Subsection 2.01 – High
Density Polyethylene (HDPE) Pipe, Tees, & Reducers. Fittings shall be connected to HDPE pipe by butt fusion or electrofusion process. The other end of the fitting shall be male threaded (IPS) steel.
B. Fittings shall be as manufactured by Performance Pipe, P.O. Box 269006, Plano, TX, phone (800) 527-0662; or approved equal.
3.01 LAYING PIPE
A. HDPE pipe shall be weaved in the trench to provide horizontal slack in the line for expansion and contraction.
B. Pipe shall be allowed to cool to within 20o F of the shaded trench bottom temperature before backfilling.
3.02 PIPE JOINING
A. The joining method for pipe, tees, and reducers shall be butt fusion method and shall be performed in accordance with the pipe manufacturer's recommendations. Butt fusion equipment used in the joining procedures shall be capable of meeting all conditions recommended by the pipe manufacturer, including but not limited to, temperature requirements, alignment, and fusion pressures.
B. Other methods for pipe joining are not approved. Methods not approved include but are not limited to:
1. Ribbed steel inserts with stainless steel clamps.

2. Compression fittings.
3. Electrofusion welding
C. Personnel trained in butt fusion techniques by the manufacturer of the pipe, shall supervise or perform butt fusion operations.
D. Butt fusion shall be performed between pipe ends or pipe ends and fitting outlets, of like outside diameter and wall thickness (SDR or DR). Butt fusion joining between same diameters but unlike wall thickness shall not be permitted.
Transitions between unlike wall thickness shall be made with a transition nipple (a short length of the heavier wall pipe with one end machined to the lighter wall) or by mechanical means.
E. Branch connections to the main (tees & reducers) shall be made with polyethylene fittings, and butt fused or electrofused.
F. On every day butt fusions are to be made, the first fusion of the day shall be a trial fusion. The trial fusion shall be allowed to cool completely, and then fusion test straps shall be cut out. The test strap shall be 300 mm (12") (min) or 30 times the wall thickness in length with the fusion in the center, and 25 mm (1") (min) or 1.5 times the wall thickness in width. Bend the test strap until the ends of the strap touch. If the fusion fails at the joint, a new trial fusion shall be made, cooled completely and tested. Butt fusion of pipe to be installed shall not commence until a trial fusion has passed the bent strap test.
3.02 PIPE TRANSITIONS
A. Transitions for making connections from HDPE pipe to galvanized steel pipe shall be per:
1. Subsection 2.02 – Transition Fittings – Butt Fusion or Electrofusion(1” diameter or smaller)
2. Subsection 2.03 – Transition Fittings - Butt Fusion or Electrofusion (larger than 1” diameter)

SITE DEMOLITION
A. Applies to the removal and backfilling of existing underground utilities within trenching limits of new construction.
1.02 DISPOSAL
A. Remove from project all debris and non-salvageable materials designated for removal in accordance with federal and local regulations. Make necessary arrangements with property owners, and haul debris and non-salvageable materials off of Forest Service lands to suitable disposal locations as approved by the CO. Furnish a signed copy of the disposal agreement.
1.03 SALVAGE
PART 3 EXECUTION
3.01 GENERAL REMOVAL
A. Removal shall be done so as to minimize damage to the surrounding vegetation.
Damage to other structures and utilities not designated for removal, shall be repaired by the contractor at no expense to the government.
B. Holes created from removals shall be backfilled and compacted in layers not to exceed 12” in thickness. Each layer shall be compacted at optimum moisture content by not less than three passes over the entire surface with a mechanical vibrating tamper. The top 6” of backfill shall be topsoil, and remain loose enough to allow plant growth.
C. Restore grade in area of removals, to approximate natural contours.

SECTION 02230
SITE CLEARING
A. This Section includes clearing, grubbing, and disposal of trees, brush, stumps, and rubbish within the clearing limits of construction.
3.01 CLEARING
A. Clearing Limits: Clearing limits shall not exceed 13 feet for utility lines and shall be performed in such a manner so as not to leave straight & uniform vegetation lines. Clearing limits shall be 5 feet from exterior walls of buildings, concrete slabs, and excavation limits; or as SHOWN ON THE DRAWINGS.
B. Clear small trees, brush, snags, underbrush, and rubbish within the clearing limits.
C. Individual marked trees, within the clearing limits, shall be left standing and uninjured.
E. All designated timber cut during clearing operations having a minimum diameter of 6 inches inside bark shall be cut into the longest lengths possible with any of the following combinations of lengths: 8’6”, 10’6”, 12’6”, 16’6”, 18’6”, 20’6”, 23’, 25’, 27’, 29’, 31’, or 33’. Butt logs should be cut to the longest length possible. Conifer logs will be bucked to a minimum top diameter of 6” inside bark. Aspen logs will be bucked to a minimum top diameter of 4” inside bark.
Timber will be neatly stacked at a location designated by the CO on the construction site. Conifer and aspen will be decked separately. Deck depth shall not exceed three layers of logs. They shall be constructed with shorter log lengths on the top layers. Title to all such timber shall remain with the Government.

F. All conifer timber removed during clearing operations having a diameter between 3” and 6”, or not meeting the minimum length specified in 3.01.E, shall be trimmed of limbs and top and neatly decked at a location designated by the CO on the construction site. Title to all such timber shall remain with the Government.
G. Limbs with a diameter of less than 3 in. and brush shall be considered vegetative debris and treated in accordance with subsection 3.03.
3.02 GRUBBING
A. Utility lines: Inside the clearing limits, cut stumps and projecting roots flush with the natural ground.
B. Structures, Buildings, and Areas to be Graded: Inside the clearing limits, Grub and remove all stumps. Grub and remove all roots to a depth of at least 18 in.
below the natural ground when fill is required for site grading. When excavation is required for site grading, grub and remove all roots to a depth of at least 18 in. below finished grade.
3.03 DISPOSAL
A. Disposal of vegetative debris shall be accomplished by scattering the debris within the project site as directed by the CO.
B. Stumps shall be buried in the unsuitable and excess excavation area. See
Section 02315 – Excavation and Fill, Part 3.02, Subpart A.
C. Rubbish (non-vegetative) shall be disposed of by removal from project in accordance with federal and local regulations.

EXCAVATION AND FILL
A. Defines suitable, unsuitable, and excess excavation. Explains procedures for handling excess excavation and unsuitable excavation.
1.02 DEFINITIONS
A. Suitable Excavation: Excavated material suitable for use as backfill. Suitable excavation does not contain rock greater in size than that approved for the specific backfill purpose, frozen earth, clods, debris, or material with an exceptionally high void content (vegetative matter). The size of rock is dependent on the purpose and location of the backfill. Refer to the individual sections for backfill definitions.
A. Unsuitable Excavation: The opposite of suitable excavation. Excavated material not suitable for use as backfill.
C. Excess Excavation: Surplus excavation that is not needed to complete construction. Excess excavation can be either suitable or unsuitable excavation.

3.01 SHORTAGE OF SUITABLE EXCAVATION
A. Unsuitable excavation may be processed onsite by the contractor, by screening or other methods to produce suitable excavation.
B. In lieu of processing unsuitable excavation, contractor may import suitable excavation at no cost to the government.
3.02 DISPOSAL OF UNSUITABLE AND EXCESS EXCAVATION
A. Dispose of unsuitable and excess excavation in an area within the campground designated by the CO.
B. Disposal site shall be stripped of 150mm (6”) of topsoil and stockpiled prior to disposal operations.
C. Excess and unsuitable excavation shall be end dumped, and spread to approximate natural contours.
D. After disposal operations are complete, spread stockpiled topsoil 150mm (6”) deep over site to approximate natural contours.

TRENCHING, BACKFILLING, AND COMPACTING
A. Includes excavation of trenches, installation of detection and marking tape, and backfill and compaction of trenches for the installation of utility lines to the depths and dimensions AS SHOWN ON THE DRAWINGS.
1.02 PROTECTION
A. Maintain the excavations to guard against and prevent injury to employees and the public. Provide adequate shoring and bracing as required by OSHA and other local governing regulations.
B. Protect the excavation from frost action. Compact ground that has frozen and subsequently thawed as specified herein.
C. Prevent water accumulation in excavations. If clay soil becomes saturated, compact after it has dried as specified herein.
D. Minimum depth of soil cover for utility lines (measured from the top of the pipe, conduit, or cable to final construction ground elevation required) is AS SHOWN
ON THE DRAWINGS.
1.03 REFERENCES
A. Standard Moisture Density Test, AASHTO T-99, Method C or D.
1.04 CLASS OF MATERIAL
A. All material to be excavated for installation of utilities is unclassified.
1.05 APPROVALS
A. Notify the CO when excavation is completed. Do not place pipe, bedding or backfill until the excavation is approved by the CO. Do not cover pipe until placement has been approved by the CO.

2.01 BEDDING AND INITIAL BACKFILL
A. Well-graded, rounded or angular stone or gravel, sand, or other material approved by the CO. Bedding may be processed from onsite-excavated material or imported from offsite. 100% of the material shall pass the 1/2" sieve, and no more than 12% of the material shall pass the No. 200 sieve. Material shall not contain frozen earth, clods, debris, or material with an exceptionally high void content (vegetative matter).
2.02 SUBSEQUENT BACKFILL
A. Earth material free from large rock greater than 6” in its largest dimension, frozen earth, clods, debris, or material with an exceptionally high void content (vegetative matter).
2.04 FREE DRAINING GRAVEL
A. Clean, rounded gravel material 3/4" - 1-1/2" in greatest dimension. AASHTO
M 43-88, Size No. 4.
2.05 SPECIAL BEDDING FOR DIRECT BURIAL CONTROL CABLE
A. For direct burial underground cable, selected fine material (soil, sand, etc.) not containing sharp or hard objects and particles capable of penetrating and mechanically damaging the cable and cable sheath.
2.06 UNDERGROUND DETECTION AND MARKING TAPE
A. General: Buried utilities shall require detection OR marking tape (as specified in Part 2.06-B & C) with the following inscription permanently written on a colored background as shown below:
