Upper Grande Ronde River Project area. (4) Load, haul and stage 35 ten yard dump truck loads of cut trees (6 inches average diameter) from areas adjacent to the 5125, 5135, and 5130 roads to specified locations within the
Upper Grande Ronde River Project Area. The root wads and logs will be placed into the Upper Grande Ronde
River and Bear Creek in July and August of 2010 for fish habitat improvement (not included in this contract).
Location: The trees and root wads, boulders, and small cut trees will be hauled to the Upper Grande Ronde
Mine Tailings Restoration Project area (T 6S, R 36E, S 4, 5. 9, 10 &15) and to a staging site within the Starkey
Experimental Forest (T 4S, R 34E, S 2 NW ¼). Refer to the attached map.
2. TASK
Within the Starkey Experimental Forest the following would occur:
Push over and/or excavate and create 175: 50‘ log w/root wad attached and logs from marked standing or blow down trees located within 300‘ of open roads within the Starkey Experimental Forest. Approximately 75% of the wood pieces are logs w/root wad, with the remaining (25%) being logs. Approximately 10-15% of the trees/logs are over 30 inches dbh with an additional 30-40% are over 20 inches dbh. The contractor will keep as many of the tree limbs undisturbed as possible. These logs and root wads with the log attached will be loaded and hauled to the staging site located @ T 4S, R 34E, S 2 NW ¼. The approximate average one way haul distance is 5 miles. The logs and root wads with the log attached will be unloaded and arranged according to the number of pieces specified at each structure site. There are 33 structure sites associated with this project. A
USFS sawyer will complete any felling and/or bucking of the root wads with the logs attached or trimming of the limbs for hauling purposes. All of the holes created by the root wad removal will be filled in and any brush/tops left over will be scattered. The recommended equipment for this task includes a tracked excavator with thumb (minimum of 148 hp and 44,000 lb operating weight), self-log truck loader(s), and/or semi-flatbed(s) with log bunks.
Within the Upper Grande Ronde River Project Area, the following would occur:
(a) Push over and/or excavate and create 50: 50‘ logs w/root wad attached and logs from marked standing trees.
These trees are located approximately 50 miles from the project area. Approximately 75% of the wood pieces are logs w/root wad, with the remaining (25%) being logs. Approximately 10% of the trees/logs are over 30 inches dbh with an additional 25-35% are over 20 inches dbh. The contractor will keep as many of the tree limbs undisturbed as possible. These logs and root wads with the log attached will be loaded, hauled and unloaded to several marked staging sites located within T 6S, R 36E, S 4 & 5. The approximate average haul distance is 50 miles (one way). A USFS sawyer will complete any felling and/or bucking of the root wads with the logs attached or trimming of the limbs for hauling purposes. All of the holes created by the root wad removal will be filled in and any brush/tops left over will be piled. The recommended equipment for this task includes a tracked excavator with thumb (minimum of 148 hp and 44,000 lb operating weight), self-log truck loader(s), and/or semi-flatbed(s) with log bunks.
(b) Load, transport, haul and stage 425: 3x3‘ to 5‘x5‘ sized boulders to marked locations within the Upper
Grande Ronde River Project area. The approximate haul distance is 15 miles. The boulders will be loaded from a site located adjacent to the Grande Ronde River near the Grande Ronde Guard Station (T 5 S, R 35E, S
12, 13 and T 5S, R 36E, S 18) and hauled to specific locations within the Upper Grande Ronde Mine Tailings
Restoration Project area (T 6S, R 36E, S 4, 5. 9, 10 &15). The recommended equipment for this task includes an excavator with thumb (minimum of 148 hp and 44,000 lb operating weight) and 10 yard dump truck(s).
(c) Load, haul and stage 35: ten yard dump truck loads of small cut trees (6 inches average diameter) from areas adjacent to the 5125, 5135, and 5130 roads to marked specified locations within the Upper Grande Ronde
River Project Area. The contractor shall keep as many of the tree limbs undisturbed as possible. A USFS sawyer will complete any felling and/or bucking of the small trees for hauling purposes. The approximate average haul distance is 5 miles. The recommended equipment for this task includes a tracked log loader or tracked excavator with clam or thumb (minimum of 80 hp and 27,000 lb operating weight) and 10 yard dump truck(s).

52.204-11 – American Recovery and Reinvestment Act—Reporting Requirements (Mar 2009)
(a) Definitions. As used in this clause—
“Contract,‖ as defined in FAR 2.101, means a mutually binding legal relationship obligating the seller to furnish the supplies or services (including construction) and the buyer to pay for them. It includes all types of commitments that obligate the Government to an expenditure of appropriated funds and that, except as otherwise authorized, are in writing. In addition to bilateral instruments, contracts include (but are not limited
to) awards and notices of awards; job orders or task letters issued under basic ordering agreements; letter contracts; orders, such as purchase orders, under which the contract becomes effective by written acceptance or performance; and bilateral contract modifications. Contracts do not include grants and cooperative agreements covered by 31 U.S.C. 6301, et seq. For discussion of various types of contracts, see FAR Part 16.
“First-tier subcontract” means a subcontract awarded directly by a Federal Government prime contractor whose contract is funded by the Recovery Act.
“Jobs created” means an estimate of those new positions created and filled, or previously existing unfilled positions that are filled, as a result of funding by the American Recovery and Reinvestment Act of 2009
(Recovery Act). This definition covers only prime contractor positions established in the United States and outlying areas (see definition in FAR 2.101). The number shall be expressed as ‗‗full-time equivalent‘‘ (FTE), calculated cumulatively as all hours worked divided by the total number of hours in a full-time schedule, as defined by the contractor. For instance, two full-time employees and one part-time employee working half days would be reported as 2.5 FTE in each calendar quarter.
“Jobs retained” means an estimate of those previously existing filled positions that are retained as a result of funding by the American Recovery and Reinvestment Act of 2009 (Recovery Act).
“Total compensation” means the cash and noncash dollar value earned by the executive during the contractor‘s past fiscal year of the following (for more information see 17 CFR 229.402(c)(2)):
(1) Salary and bonus.
(2) Awards of stock, stock options, and stock appreciation rights. Use the dollar amount recognized for financial statement reporting purposes with respect to the fiscal year in accordance with the Statement of Financial Accounting Standards No. 123 (Revised 2004) (FAS
123R), Shared Based Payments.
(3) Earnings for services under non-equity incentive plans. Does not include group life, health, hospitalization or medical reimbursement plans that do not discriminate in favor of executives, and are available generally to all salaried employees.
(4) Change in pension value. This is the change in present value of defined benefit and actuarial pension plans.
(5) Above-market earnings on deferred compensation which is not tax-qualified.
(6) Other compensation. For example, severance, termination payments, value of life insurance paid on behalf of the employee, perquisites or property if the value for the executive exceeds
$10,000.
(b) This contract requires the contractor to provide products and/or services that are funded under the American
