SECTION 00301
1. PART 1 - GENERAL
MEASUREMENT AND PAYMENT
1.01 DESCRIPTION
This Section specifies measurement and payment for the work of this contract.
1.02 GENERAL
A. The basis for measurement and payment for all work performed under this contract shall be in accordance with the Schedule of Items (Section B). In the event of a conflict Section B shall prevail over this Section (00301).
B. Payment will be made at the contract prices listed in the Schedule of Items.
1.03 INCIDENTAL WORK
A. Work to be performed which is not specifically called out to be measured and / or paid for shall be incidental to other related items listed in the Schedule of Items. There will be no separate measurement and payment for any work not specifically listed in the Schedule of Items.
B. The summation of all bid items under the Schedule of Items shall equal all work required by the Drawings, Specifications and incidentals to complete a functioning job regardless of whether all the work needed is described in the collective bid items.
1.04 PRICES FOR COMPLETE ITEM
The prices listed in the Schedule of Items shall be payment in full for all labor, tools, equipment, materials, etc., which are required to construct respective bid items according to the Contract Documents, including all work and materials for a fully functioning item.
1.05 UNIT PRICES
Bid items calling for unit prices show estimated quantities of work to be performed. These quantities, although shown with as much accuracy as possible, are approximate only and are for bidding purposes only. Payment to the Contractor shall be made on the quantity of work actually performed by the Contractor and accepted by the Government. Also see variation in quantities FAR clause elsewhere in this contract. Measurement of linear foot items will be to the nearest half foot.
1.06 PARTIAL PAYMENT ON UNIT AND LUMP SUM ITEMS
Payment for unit bid items and lump sum bid items only partially completed at the end of monthly invoice periods will be based on a percentage of work completed as determined by the Contracting Officer. An example is the construction of pipelines where the unit bid price includes the excavation and backfill of the trenches, installation of pipe, trench compaction, flushing and testing.
Where the Contractor has installed certain footage of pipeline yet has not completed the testing and/or restoration work the actual payment for that bid item will be reduced to reflect the actual amount of work completed.
01/7/10 Crane Prairie & Crow Flat Well Drilling 00301 - 2/10
1.07 OPTIONAL ITEMS
The Contractor shall complete unit and total pricing for ALL items including Optional Items. The Optional Item work shall be bid as mutually exclusive (stand alone) items. The Contracting Officer and the government reserve the right to award individual Optional Items.

Development shall start at the bottom of the perforations gradually working toward the top, so that all fines are pulled through the perforations and forced out of the well. Continue development (may require more than 1 pass) until no more fines can be brought into the well or until ordered to stop by the CO.
3.06 CLEANING AND DISINFECTION.
A. Clean and disinfect the well upon completion of well development. Disinfection may be done prior to pump test.
