QUESTIONS / RESPONSES
1. How are you planning on coming up with fill material quantities? Are you going to request a topo survey at the beginning of the project, after select borrow, and after project completion? Do you want sections for the whole road? Do you have a selected borrow pit that will require a topo?
Answer: Fill material quantities are based on contract quantities. The contractor will not be required to produce a topo survey at the beginning of the project, after select borrow, or after project completion. Sections for the whole road are not required. At this time the govt is not providing a borrow pit. If the contractor elects to utilize a Forest Service source the contractor is responsible for obtaining a permit and performing the required actions stated in the permit.
2. Will you require grade stakes (blue tops/red tops) for the finish aggregate and sub grade or is it mostly field fit over the existing grade?
Answer: The project is field fit over the existing grade. However the contractor is responsible for installing markers to verify finished aggregate depth at approximately 100’ increments along center line.
3. Will a profile for the existing road need to be generated so that accurate fill thicknesses can be accomplished?
Answer: A profile for the existing road will not be required. The contractor may elect to perform any additional survey work not required in the contract for Quality Control and verification of contract quantities
4. Does the steam pipe extend to the end of the CMP plus an additional 20 feet?
Is the steam pipe to be placed in the existing pipe to be extended?
Answer: Yes the steam pipe extends and additional 20’. No steam pipe is to be placed in existing
CMP.
5. The existing road has through rock cuts in a number of areas where the existing cut banks are vertical or near vertical. Will we be required to cut the rock back slopes to a 1:1 cut slope in these areas as shown on the Thru Cut Typical on Sheet of 4 of 13?
Answer: No. Existing rock cut slopes can remain as is. The 1:1 cut slope requirement applies to newly constructed slopes.
6. The existing road has many areas where the existing fill slope is much steeper than 1.5:1 and the fill slopes are covered with vegetation from brush to large trees. Will we be required to clear and grub all of these areas and fill the slopes to 1.5:1?
Answer: No. Existing fill slopes can remain as is. The 1-1/2:1 fill slope requirement applies to newly constructed slopes.
7. There are a number of old borrow pit areas along road; at least three gravel and one rock pit(s). Can we use borrow materials from these areas and can we place unusable, unsuitable excavation materials from this project back in these areas?
Answer: These pits are not located on Forest Service land. A contractor interested in using these pits would have to coordinate with the owner of the pits. Owner is likely the State of Alaska.
8. Can we use unusable, unsuitable excavation from this project as slope flattening?
materials in deep fill areas along the existing road?
Answer: Minor amounts of unsuitable material generated from ditch cleaning or ditch construction can be wasted along the road. Unsuitable or unusable excavated materials from other sources, including sub excavation to remove material from the road bed, cannot be wasted, and must be disposed of by the contractor off-site.
9. Federal EPA regulations typically require that all disturbed areas be seeded to prevent soil erosion. Is there a contract requirement for this and, if so, how is the contractor paid for this work?
Answer: At this point no seeding is required.
10. Your maximum work week is 40 hours. Our typical work week is 60 hours or six(6) days per week ten(10) hours per day due to the short construction season in Alaska; typically 7:00am to 5:30pm. Will you allow this?
Answer: A work week of six 10-hour days would be acceptable. Contractor will be required to coordinate work schedule with the COR. Inspections that require approval of the government before work proceeds to the next stage must be scheduled Monday-Friday.
11. It is likely that bedrock will encountered in the installation of some of the culverts and possibly the roadway excavation. This will require either blasting or the use of a large chipping hammer. Will blasting be allowed?
Answer: There is some bedrock in the area however it is unlikely that bedrock will be encountered during roadway construction or culvert installation, but it is a possibility. If sufficient bedrock is encountered to require blasting the contractor may submit a request to the CO for permission.
12. How will this work be paid for?
Answer: Contractors should assume in the bid that blasting will not be required. If sufficient bedrock is encountered to warrant a change order maybe requested and a price would be negotiated between the contractor and CO.
13. NTP date firm? When is it expected that work will begin?
Answer: It is not expected that the NTP date will change. The contractor may begin work as soon as the NTP is issued. Construction will not be expected to begin until weather conditions allow.
14. If work is to begin in early spring, are there any concerns over bird nesting windows?
Answer: Work is expected to begin in early spring. There are no concerns over the bird nesting window as work is to be performed on and existing road and only incidental clearing is required.
15. 40 hour work week. Is this flexible? Looking at longer work windows
Answer: See above response #10
16. Can the parking lot at center of the job be used for staging?
Answer: Unsure of exactly what parking lot is referred to. Parking areas are to remain available for public use.
17. What exactly is returned for the bid – Form 1442 plus Part I Schedule B?
Answer: Standard Form 1442, Schedule of Items, Acknowledgement of Amendments, original Bid Bond, and Section K.
18. Is there survey control already established for this project? Is there an existing or design alignment that will be used?
Answer: Control has not been established for this project. The project is to follow the existing alignment on the ground.
19. Will a project alignment and profile need to be generated by the survey office tech?
Answer: No
20. Will the surveyor need to establish his own control?
Answer: No the contractor will not be required to establish his own control. However if this is needed for Contractor QC it may be established
21. It appears there’s no specific line item for Testing on the bid schedule. Will the government provide all Testing for the project?
Answer: Contractor is required to provide all testing for the project. It is considered incidental to material bid items.
22. According to specification section 201 - Clearing and grubbing, this work would be accomplished under a specific pay item. However, Clearing and Grubbing is not a Line item on the bid schedule. After a site visit, it’s evident that a substantial amount of clearing and grubbing could need to be performed in order to accomplish the designed typical road sections. Please clarify the government’s intent and provide an estimated quantity and associated line item on the bid schedule.
Answer: Only incidental amounts of clearing and grubbing are expected. Clearing and grubbing is only expected to occur at new culvert installations and where required for ditch reconstruction.
Stable slopes will not be required to be laid back as depicted in the typical road cross sections.
Clearing and grubbing should be considered incidental to item 60201A-D
23. Specification section 203.08 - Disposing of Material states that material will be paid under designated pay item in section 201. After a field investigation, it is apparent that a significant amount of cut and or area disturbance could result from the ditching and sloping activities, in order to achieve the designed road typical sections. Please confirm that this would be covered under the roadway excavation line item.
Answer: Material from ditching and culvert cleaning activates may be wasted on the down slope side of the roadway. Existing stable slopes will not be required to match typical road section.
24. Please clarify the Government’s intent for seeding requirements as it relates to final stabilization and provide an estimated quantity and pay item. Please clarify the Government’s intent and provide an estimated quantity and associated line item on the bid schedule.
Answer: Due to concerns regarding invasive plants on Federal lands seeding is not required under this contract. Contractor is responsible for stabilizing exposed slopes through methods other than grass seeding
25. Is Hydro Seeding, Cat Tracking and Soil Tact an acceptable method of erosion control?
If so, can a unit price per square foot of erosion control be provided in lieu of a lump sum proposal? If not, please provide an estimated square footage for erosion control requirements.
Answer: Contractor is responsible for preparing and obtaining approval of SWPPP. Contractor shall then follow the SWPPP. This is covered in L.S. under item 1573
26. Due to current site conditions it is impossible to identify the amount of water carried and transported through existing ditches and culverts. Please provide the appropriate information and line item on the bid schedule to accomplish this work.
Answer: Contractor is responsible for obtaining these values. All new culvert installations will carry cross drainage flow only
27. Please clarify the intended requirements of SWPP BMP’s at each culvert crossing.
Answer: Contractor is responsible for determining the appropriate BMP for all erosion and pollution control
28. Please clarify the relationship between Government and Contractor as it applies to
NPDES and SWPP.
Answer: The USDA Forest Service is the owner
29. According to specification section 158 - Watering for Dust Control, it appears that this item would be paid under a specific pay item, Please clarify the government’s intent and provide an estimated quantity and associated line item on the bid schedule.
Answer: No line item is given for this section. The area is remote with no residences or business nearby. Contractor is responsible for controlling dust as it applies to maintaining a safe working environment. Work shall be considered incidental to item 30801
30. After conducting a site visit, it appears there’s the possibility of some rock blasting and this work would be paid under specific pay item. Please confirm there’s no blasting required or provide an appropriate line item on the bid schedule.
Answer: See responses to items 11 and 12
31. Please confirm no chemical or other treatments will be added to roadway for stabilization or provide an appropriate line item on the bid schedule.
Answer: No chemicals or other treatments will be added to the roadway for stabilization.
32. Please confirm no topsoil is required or provide appropriate estimated quantity and line item on the bid schedule.
Answer: No topsoil is required to be imported for this project
33. Sheet 5/13 – Steam Pipe Detail shows thaw pipe extending 20 feet from culvert end.
Please confirm this is a requirement at each culverts and related work is intended to be incidental, or provide appropriate line item on the building schedule.
Answer: This is a requirement for each new culvert only. Installation is considered incidental to items60201A-D
34. Plan sheet 5 of 13 shows a Catch Basin Detail and Catch Basin Dimension Table. The
Catch Basin Detail shows a Ditch Dam (When Specified); however, we can not find anywhere that it is specified. Are any Ditch Dams specified for this project and, if so, where? And what is the Ditch Dam constructed of?
Answer: No ditch dams are specified in the contract. If during project construction they are determined to be warranted they will be constructed of the native material removed from the catch basin.
