A general discussion on the administrative portions of the solicitation took place. The following items were specifically reviewed:

• Standard Form 1442. This is a Small Business Competitiveness Demonstration Program (Full & Open Competition) procurement

• Standard Form 1142. Facsimile offers for this solicitation are acceptable however, bid guarantees must be original

• Section B – Schedule of Items. There is only one lump sum item to price. All costs need to be incorporated into the single line item on the schedule of items.

• Section F.2 Commencement, Prosecution, and Completion of Work - The Contractor shall be required to complete the entire work ready for use not later than 120 calendar days after receiving the Notice To Proceed.

• Section I. This solicitation is being issued under the provisions of the American Recovery and Reinvestment Act of 2009. Please review reporting requirements (Section I.14) and Buy American Clause (Section I.17).

• Section L Instructions, Conditions, and Notices to Offerors - Offers shall prepare a Business and Technical Proposal in the format specified in Section L.10.

• Section M.2 Evaluation Criteria – Evaluation Factors for Award (in descending order of importance but when combined are considered equal to price) are:

A technical discussion followed and several questions with the corresponding clarification / answers are listed below:

Q1) Is an on-site project manager required?

A1) No, however, a written delegation of authority must be received by the USFS.

Q2) Will the contractor have a Staging Area designated to them?

A2) Yes. However, there are multiple contracts anticipated to be awarded so space will be at a premium.

Q3) Are there any containment issues that should be noted?

A3) Yes. Due to the fact that this is a historic building pressure washing should occur at 500 psi or less.

Q4) What happens if water from pressure washing gets into the building?

A4) The contractor is responsible if water seeps into the building and prior arrangements with RLK will be needed so appropriate access is available.

Q5) Since there is a window contract that is due to overlap, will this contract be required to paint all surfaces even if windows are expected to be replaced.

A5) Yes.

Q6) Are there work schedule limitations?

A6) Hours for operation are reduced to Monday through Friday 9am to 6 pm. A construction schedule needs to be submitted to the Contracting Officer for review and approval per Section F.3.

Q7) Are you expecting a full and complete primer coat?

A7) Yes. This solicitation calls for a primer coat, intermediate coat and top coat to be applied.

Q8) Does the Forest Service intent that the painting will occur in sections?

A8) Yes. It will be necessary to keep the project flowing and enforce safety standards while maintaining operations at the Lodge.

Q9) Will lift access be available on the uphill side of the building?

A9) It is likely that a lift could be used on the head house area portion, however, vegetation is slow growing at this elevation and must be protected from damage. Historically ladders have been used on past exterior painting contracts for this site.

Q10) What Mill of paint is required?

A10) Mill 4 with an 18% moisture content.

Q11) Is there asbestos?

A11) No.

Q12) Can scaffolding be used?

A12) Yes. However if used a scaffolding plan must be submitted and approved.

Q13) Are there special events at the lodge that we should be aware of?

A13) Yes. There are weddings generally planned for June and July on the back patio.

However, once a contractor’s schedule is approved then special events for that section of the lodge will not be scheduled by RLK.

Additional Notes:

• On a room walk-through inspection after the meeting it was noted that all awning/crank type windows have to be opened to paint the outer window sills and window stops.

These windows typically occur in the bath rooms and office windows.
