1. Project Overview – This project includes the replacement of a log stringer bridge and the repair of a road slide. The bridge site and the road repair site are approximately 0.2 miles apart on the same road. There are concrete barriers blocking the road just before the bridge site to prevent public vehicle access. There is a designated waste site for clearing debris and excess excavation, and there is a designated borrow site for riprap as shown on the Location
Map.
2. Project Scheduling – For fisheries concerns, the window for instream work below the ordinary high water mark at Black Creek is July 1 – September 30.
3. Item 15101, Mobilization – All temporary traffic control, erosion control, cleaning of equipment, and control of noxious weeds are indirect costs to mobilization. The contractor shall take all necessary measures to keep public vehicles from accessing the work zone
(including relevant signs). There is a concrete barrier road closure just before the bridge site that the contractor shall remove and replace as necessary to secure the work area. The contractor shall also furnish and install an “American Recovery and Reinvestment Act”
(ARRA) sign at a location designated by the CO. This sign shall have a 42”x27” main sign with a 42”x9” plaque mounted on a 10’ 4”x4” wood post (see contract document for additional details). Equipment shall be washed, cleaned, and inspected by the CO prior to accessing the project. See Supplemental Specification 15101 and the H-Clauses of the contract for “Control of Noxious Weeds and Cleaning Equipment”. The contractor shall submit a traffic control plan and erosion control plan to the CO prior to beginning work on site.
4. Item 15201, Construction Survey & Staking – Staking shall include centerline and slope stakes for the roadway and stream excavation, and the ends of the bridge. Right-of-way limits shall also be flagged. No clearing or excavation shall be done outside the right-of-way limits. Typical roadway sections and staking notes to be provided to the contractor.
5. Item 20102, Clearing and Grubbing – This work consists of all clearing and grubbing to be done at both the bridge site and road repair site.
6. Item 20304, Removal of Existing Bridge – This work includes removal of the existing log stringer bridge over Black Creek. The logs may be disposed of at the waste site as indicated on the drawings and any hardware becomes the property of the contractor and shall be disposed of off Forest Service property. Care shall be taken to remove the gravel surfacing before the logs are removed so as to minimize gravel from dropping in the creek.
7. Item 20411, Embankment Construction – This work consists of roadway embankment
(including the foundation embankment for the bridge sills). The material for embankment may be obtained from suitable material generated on the project and approved by the CO.
1. Item 20415, Unsuitable Excavation - All excess and unsuitable material shall be hauled to the waste site on Road 4021 at milepost 0.8. All excess material shall be smoothed, compacted, and shaped to drain and seeded in accordance with Item 62501.
2. Items 25101A & 25101B, Placed Riprap – The class 8 and class 4 riprap rock shall be obtained from suitable material generated on the project as approved by the CO, or from suitable material from the riprap borrow site on Road 4020 milepost 4.3 as approved by the
CO.
3. Item 32401, Aggregate Base – The aggregate base shall be obtained from a commercial source. It shall meet the requirements equal to the Washington State DOT mix 1-1/4” minus, dense graded. Material certification, testing reports, and gradation reports shall be submitted to the CO for approval prior to delivery to the project. The crushed aggregate is for the leveling pad under the footings, and surfacing for the new roadway.
4. Item 57101, Prefabricated Bridge Superstructure – This work consists of designing, fabricating, delivering, and installing the 70’ long bridge (sills, backwalls, and the all bridge components). See the drawings for the site plan, profiles, and construction details for the work to be performed at the bridge site. See Special Project Specification 571.01 and the notes listed on the drawings for design and material requirements. The bridge sills, backwalls, curbs, object markers, components, and decking surface are an indirect cost for the bridge. If an aggregate surface is used on the bridge, it shall meet the requirements of
Item 32401.
5. Item 60201, 24 Inch Pipe Culvert – This work includes purchasing the culverts, excavation, and backfill.
6. Item 62501, Seeding – This work consists of seeding and mulching all constructed fill slopes, cut slopes, and all disturbed soil areas beyond the traveled way including all material placed at the waste site. See Supplemental Project Specifications for seed and mulch (weed free) requirements, application, and timing. Submit a material certification to the CO prior to placing any seed or mulch.
7. Item 63390, Install “ONE LANE BRIDGE” sign – Furnish and install two “ONE LANE
BRIDGE” signs at locations designated by the CO. Signs shall be (W5-3) 36”x36” sign mounted on a 14’x4”x4” treated wood post. Sign materials and installation heights shall meet the current MUTCD requirements. Submit a material certification to the CO for approval.
