This is a Combined Synopsis/Solicitation for a commercial item prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number AG-03R6-S-17-0035 is issued as a Request for
Quotation (RFQ). The solicitation and incorporated provisions and clauses are those in effect through the most current Federal Acquisition Circular FAC 2005-95. The awarded contract will be a firm fixed price contract. Region One Acquisition serves as the Forest Service contracting office for
Western Montana and is located in Building 24 at 24 Fort Missoula Road., Missoula, MT 59840.
The Flathead National Forest, Spotted Bear Ranger District has a requirement for Horseshoeing
/Farrier Services for their pack stock animals. The Spotted Bear Ranger Station is located approximately 55 miles south of Martin City, MT near the confluence of the Spotted Bear River and the South Fork of the Flathead River. This requires approximately 2 hours travel on a gravel road.
The Coram Work Center is located between Coram, MT and Martin City, MT approximately 2 miles northeast of the Hungry Horse Ranger Station, Hungry Horse, MT.
This acquisition is a 100% Small Business set-aside. The applicable NAICS code is 115210 Support
Activities for Animal Production. The corresponding size standard is $7.5 million.
All responsible sources may submit an offer which will be considered by the government. Offers submitted must include past performance information, experience information (complete Experience
Questionnaire), and price (completed Schedule of Items) to be considered responsive. You may include a copy of any farrier training certifications. Provide references for similar work during the past three years. In additions, offerors will include with their offer a completed copy of the FAR provision 52.212-3, Offer Representation and Certifications - Commercial Items or proof of active registration in sam.gov. Prospective vendors must be registered in the System for Award
Management (sam.gov) prior to award of a contract. Lack of active registration in the SAM database will render an offeror ineligible for award. Offerors may obtain information on registration and annual confirmation requirements via the internet at: http://www.sam.gov/portal/public/SAM
Basis of Award
The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered.
The following factors shall be used to evaluate offers (FAR 13.106-1) (2):

RESPONSE DUE DATE AND PLACE:
Quotes must be received by April 13, 2017 at 12:00 NOON MDT. Emailed, faxed, delivered or mailed quotes will be accepted and must be received by the due date and time. It is your responsibility to confirm that your quote has been received. Please provide your email address.

NOTE TO QUOTER: In order for a quoter to have a complete quote package, the following must be submitted to the Contracting Officer to be considered responsive:
1. You must provide pricing for all line items. This contract is solicited for a base year and two optional years.
a. Provide pricing on the attached form Schedule of Items. Please round your prices to the nearest dollar.
2. To be eligible for an award you must be actively registered in System for Award Management at sam.gov as a Small Business. Please provide your DUNS number and verification of registration in the sam.gov website.
3. Past Performance references with previous contracts with this Agency or similar and relevant scope of work.
4. Experience Questionnaire: Include experience in farrier services. See attachment form Experience

Contractor-Furnished Property
The Contractor shall furnish:
(1) Contractor shall provide horseshoes and nails:
a). SHOES:
Shoes shall be of hot dropped forged steel, ("Diamond brand" or equal) with toe and heel calks. Shoes shall fit and nails shall be the correct size for the holes in the shoes. Standard shoe size ranges for the animals included are 000 to 3 with the majority being 00 to 2. Per approval of the COR, the same shoes for resets can be used.
FLAT STYLE PROTECTIVE PADS
b). PADS: Contractor shall provide and have available 2 sets of pads for selected animals each estimated date of shoeing.
SUPERVISION, SECURITY, AND QUALIFICATIONS
Contractor and his employees shall be capable of performing farrier work. The Contracting Officer may require dismissal from the work of employees whom they deem incompetent, insubordinate or otherwise objectionable, or whose continued employment they deem contrary to the public interest.
The Contractor shall provide adequate supervision. The Contractor or employees shall not bring children or visitors to the premises while the work is being performed.
The Contractor shall provide a list of employees authorized to work under this contract. The list shall be submitted to the Contracting Officer prior to employees working on the facilities May 3, 2017.
SPOTTED BEAR RANGER DISTRICT SHOEING SPECIFICATIONS
Scope of Contract
This contract is for farrier services for the Spotted Bear Ranger Station of the Flathead National
Forest. Contractor shall furnish all labor, equipment, supervision, supplies (except those designated as Government-furnished), and incidentals to provide horseshoeing services in accordance with the specifications, terms, and conditions of this contract. The Contractor shall be responsible to arrive at the appointed location of shoeing at the dates listed in the Schedule of Items. The dates shall be confirmed at the pre-work meeting. Any deviations of those established dates must be arranged in writing with the Contracting Officer's Representative (COR) at least 1 week in advance of the scheduled dates of work.

STOCK
The stock will be made available to the Contractor and the Government will furnish one person to wrangle and catch the stock to be shod. The number of head to be shod is an estimate. See
Schedule of Items for dates and estimated number of head.
SHOEING OF STOCK
The shoeing of the stock shall be in a workmanlike manner in accordance with standard horseshoeing practices. Shoeing shall be conducted in an ethical and humane manner consistent with standard farrier techniques. The COR will identify unethical or inhumane techniques. Shoes should remain on the pack stock for six weeks at an average of 99% of the time, which will be verified by the Lead
Packer. The farrier shall be capable of providing quality shoeing to 10 head per day, although the actual number of stock to be shod per day is at the discretion of the Government.
CONTRACT PERIOD AND EXERCISING OPTIONS
The contract period shall extend from date of award of May 3, 2017 to May 2, 2018 (12 months).
However, at the option of the Government, the contract option may be exercised for additional one-year periods, from May 3, 2018 to May 2, 2019, and from May 3, 2019 to May 2, 2020, not to exceed two option periods, at the same terms and conditions. The Base and Option periods may be extended up to an additional six months as per FAR 52.217-8. The Government will notify the Contractor of its intent to exercise the option not less than thirty (30) calendar days prior to the expiration of the current contract period.
PREWORK CONFERENCE
Prior to commencement of work, the Contracting Officer will arrange a Pre-Work meeting with the
Contractor to discuss the contract terms and work performance requirements.

(1) The Comptroller General of the United States, or an authorized representative of the
Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor
Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the

FAR 52.217-8 Option to Extend Services (NOV 1999)
The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The Contracting Officer may exercise the option by written notice to the Contractor within 30 days.

(a) The Government may extend the term of this contract by written notice to the Contractor within
30 days; provided, that the Government gives the Contractor a preliminary written notice of its intent to extend at least 30 days before the contract expires. The preliminary notice does not commit the
Government to an extension.
(b) If the Government exercises this option, the extended contract shall be considered to include this option clause.
(c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed 42 months. (End of clause)
AGAR 452.211-74 Period of Performance (FEB 1988)
The period of performance of this contract is from May 3, 2017 to May 2, 2018. If the Government exercises the option period, the period of performance for Option Year One would be May 3, 2018 through May 2, 2019. If the Government exercised Option Year Two, the period of performance for option year two would be May 3, 2018 to May 2, 2019.
