Solicitation AG-03R6-S-17-0033

Farrier Services 2017 - 2018

This is a solicitation for a commercial service item prepared in accordance with the format in Subpart

12.6 of the Federal Acquisition Regulations (FAR), as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested. Solicitation number AG-03R6-S-17-0033 is issued as a Request For Quotation (RFQ). The awarded contract will be a firm fixed price contract. Region One Acquisition serves as the Forest

Service contracting office for Western Montana and is located in Building 24 at 24 Fort Missoula

Road., Missoula, MT 59840.

The Lolo National Forest, Ninemile Ranger District have a requirement for Horseshoeing/Farrier

Services for the Northern Region pack train and stock animals. The Ninemile Ranger District is located at 20325 Remount Road, Huson, Montana 59846. The Contractor shall provide all management, labor, tools, equipment, and incidentals necessary to ensure that farrier services are performed in accordance with the solicitation requirements. The Northern Region Pack String is a

Region-wide Forest Service resource. Throughout the field season, the pack string is reserved to perform important field projects including research, trail maintenance, packing, bridge building, fire support, and cabin maintenance, to name a few. These projects are coordinated with other agencies and other crews. They work within a tight schedule for the entire field season. Pack trip work is scheduled around the farrier services. With such a tight schedule, reliable farrier service is of utmost importance because there is no extra scheduled down time. Ninemile Ranger District also has numerous projects scheduled each year that require coordination with crews and volunteers. Equally important is the technical skill of the farrier, whose services are overseen and directed by the Ranch

Manager Contracting Officers Representative.

This acquisition is a 100% Small Business set-aside. The applicable NAICS code is 115210 Support

Activities for Animal Production. The corresponding size standard is $7.5 million. Offerors will be evaluated on price, specialized experience that meets the specifications, and past performance. The contract will be awarded to the offeror whose submittal, in compliance with the solicitation, is the best value to the Government.

All responsible sources may submit an offer which will be considered by the government. Offers submitted must include past performance information, experience information (complete Experience

Questionnaire), and price (completed Schedule of Items) to be considered responsive. Include a copy of farrier training certifications. Provide references for similar work during the past three years. In additions, offerors will include with their offer a completed copy of the FAR provision 52.212-3, Offer Representation and Certifications - Commercial Items or proof of active registration in sam.gov. Prospective vendors must be registered in the System for Award Management (sam.gov) prior to award of a contract. Lack of active registration in the SAM database will render an offeror ineligible for award. Basis of Award

The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered.

One award will be made. The Experience Questionnaire will be used as part of this evaluation.

Quotes must be received by April 6, 2017 at 12:00 NOON MDT. Emailed, faxed, postal service or common carrier quotes will be accepted. It is your responsibility to confirm that your quote has been received. Please provide your email address.

NOTE TO OFFEROR: In order for an offeror to have a complete quote package, the following must be submitted to the Contracting Officer to be considered responsive:

1. You must provide pricing for all line items. This contract is solicited for a base year and one optional year.

a. Provide pricing on the attached form Schedule of Items. Please round your prices to the nearest dollar.

2. To be eligible for an award you must be actively registered in System for Award Management at sam.gov as a Small Business. Please provide your DUNS number and verification of registration in the sam.gov website.

3. Past Performance references with previous contracts with this Agency or similar scope of work.

4. Experience Questionnaire: Include experience in farrier services. See attachment form Experience

Questionnaire. You are encouraged to include a copy of training certifications.

All invoices are to be submitted via the electronic Invoice Processing Platform. Government-Furnished Property

The Government will deliver to the Contractor the following listed materials: Horseshoes and nails for all items will be furnished by the Government

Contractor-Furnished Property

The Contractor shall furnish:

(1) All necessary supplies and materials and equipment and tools except those items specified as Government-furnished property.

SUPERVISION, SECURITY, AND QUALIFICATIONS

Contractor and his employees shall be capable of performing farrier work. The Contracting Officer may require dismissal from the work of employees whom they deem incompetent, insubordinate or otherwise objectionable, or whose continued employment they deem contrary to the public interest.

The Contractor shall provide adequate supervision. The Contractor or employees shall not bring children or visitors to the premises while the work is being performed.

The Contractor shall provide a list of employees authorized to work under this contract. The list shall be submitted prior to employees working on the facilities.

NINEMILE RANGER DISTRICT SHOEING SPECIFICATIONS

1. All shoeing will be performed at Ninemile Ranger Station, 20325 Remount Road, Huson, MT unless the Contractor and Forest Service mutually agree on an alternate location..

2. Unless otherwise approved, all shoeing shall occur between the hours of 8:00 a.m. and 4:30 p.m. mountain standard time.

3. Unless otherwise approved in writing, shoeing dates as specified are firm.

4. All shoeing / trimming at each shoeing date shall be accomplished within a maximum of two days, (7-9 head per day minimum).

5. A shoeing table will not be allowed. Shoes and nails for all items will be furnished by the

Forest Service.

6. Shoeing will be performed to American Farrier Association standards with emphasis on

Natural Balance technique.(see attached specifications) Shoeing technique will be inspected and approved by the Forest Service. Performance determined to be inconsistent with the

American Farrier Association standards and specified standards for Natural Balance

Technique shall be corrected at time of service.

7. A minimum of three years of experience as a journeyman level farrier as recognized by the

American Farrier Association is required.

8. The total number of stock for each shoeing session is subject to minor increase or decrease.

9. The total amount paid for each item will be based on the actual number of animals shod / trimmed times the bid price per head.

10. Each shoeing session shall be invoiced and paid for per session as per the Prompt Payment Ac through the IPP Paperless Invoice System

The purpose of these specifications is to reduce the leverage against the bone column throughout the shoeing cycle that cause long term pathologies.

Trimming for shoes (horses)

The typical trim for shoes are as follows: Find the true tip of the frog (can be used as a reference point for sole depth and later shoe placement). Exfoliate the sole to the live/shiny sole and stop. If the frog is buried deep within the foot, being the opposite of a flat or ‘plattered’ footed horse, a pair of hoof testers is recommended to test the sole depth and or identify if “false live sole” is present and if that is determined, it is then recommended that knifing carefully the sole away to reduce the sole depth somewhat to help keep a good and or positive plane to the coffin bone. The frog should not be excessively trimmed. A very prominent frog, if present, should be left. If the frog shows excessive chalk, then trim the frog to healthy material. Once the sole plane has been determined (where the live sole meets the hoof wall), trim the hoof wall to the sole plane and it is recommended not to invade live sole at the heels. It is also recommended to leave 1/8” of heel (more is not necessarily better) to help maintain the plane of the coffin bone in a healthy position. The feet will be brought forward to address the flares on the dorsal surface, medial, lateral flare if present as well.

Trimming for shoes (mules)

Much of the procedure for trimming horses for shoes will apply to the mules. Trimming the frog should be very conservative. Exfoliate the sole down to shiny material and stop. Find where live sole meets the hoof wall (sole plane) If the true tip of the frog is buried deep within the foot, hoof testers is recommenced at the toe area, for the same reason as above. Trim the heels back as far as they will go to the back of the foot without invading sensitive tissue at the heels. The feet will be brought forward to address usually the dorsal flare but if medial, lateral flares are present, they will be removed.

Shoe Shape & Placement

All shoes used will be broaden at the toe or squared, similar to squaring a shoe for a hind foot. The front in some cases, won’t be as square as behind. This is to provide a broad base of break over and to move the toe nail holes out and allow for easier shoe fitting per Ninemile guidelines. No horse or mule will be perimeter shod. Shoes will be placed and fitted a minimum of 1/4" behind the white line. OR in accordance with the guidelines below:

Shoe placement: Our optimum is 40% of the mass of the foot to the front from the middle of the bone column, coffin joint or (Duckett’s Dot) to the point of break over of the shoe, 60% of the mass of the foot to the rear or posterior of the foot. If this cannot be attained, the earlier guideline will be followed no less than 1/4" behind the white line to the point of break over of the shoe. It is not necessary to use a smaller shoe to fit the foot in this manner. We would like to see 1/8” of the shoe behind the heels, more if necessary or if the stock manager and farrier agree. Some expansion for the heels will be left. Medial, lateral, imbalances will be addressed with expansion of the shoe for the support and protection of the cartilages. With medial lateral imbalances, a wide web shoe is preferred. This is for front and hind feet. With the little bit of foot that is present in front of the shoe or over the shoe, will be under cut at a slight angle not dubbed.

COMMUNICATIONS PLAN

Schedule deviation is rare and must be approved in writing by CO/COR. A communications plan has been provided and is part of the specifications of the contract. See attachment: Communications Plan

CONTRACT PERIOD AND EXERCISING OPTIONS

The contract period shall extend from date of award of April 10, 2017 to April 9, 2018 (12 months).

However, at the option of the Government, the contract option may be exercised for additional one-year period from April 10, 2018 to April 9, 2019, not to exceed one option period, at the same terms and conditions. The Base and Option period may be extended up to an additional six months as per

FAR 52.217-8. The Government will notify the Contractor of its intent to exercise the option not less than thirty (30) calendar days prior to the expiration of the current contract period.

PREWORK CONFERENCE

Prior to commencement of work, the Contracting Officer will arrange a Pre-Work meeting with the

Contractor to discuss the contract terms and work performance requirements.

(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor

Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.

(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the

Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

(e)(1) Notwithstanding the requirements of the clauses in paragraphs (a), (b), (c), and (d) of this clause, the Contractor is not required to flow down any FAR clause, other than those in this paragraph (e)(1) in a subcontract for commercial items. Unless otherwise indicated below, the extent of the flow down shall be as required by the clause—
