Incentives/ Disincentives
1. Treat acres of hazardous fuels.
2. Leave the best trees with an average spacing.
3. Meet slash treatment objectives and all other considerations listed.
1. Mastication.
2. Selecting the best tree to leave, while considering size, best tree, and species preference.
3. Meet all other considerations of the prescriptions.
4. Roads shall be left in same condition as when project is started.
If road repair is required, Contractor shall repair with no cost to the Government.
1. 100% of the unit acres treated.
2. Select the best trees to leave and meet the spacing requirement.
3. Completion of acres within the contract time.
4. Ability to communicate and work with the COR and designated inspector (Sale Administrator).
5. Maintain production rate proposed in quote/proposal >2 acres/day.
1. 15% error will be acceptable for the thinning quality calculation (category A and B).
2. 2 or less category C deficiencies per acre on average.
3. 15% or less category D deficiencies per acre will be acceptable.
1. Walk through inspections by COR and designated inspector.
2. One random 1/20th acre plot per 5 acres by COR or designated inspector.
1. Good/poor performance will be documented on the final Contractor performance evaluation.
2. Rework will be required for acres below 85% quality.
If rework cannot bring the quality to 85% or greater, then a 2% reduction in pay will be applied to every 1% below 85%. Quality at 70% or below will result in no pay.
3. Rework will be required for Category C deficiencies exceeding an average of 2 per acre.
4. Rework will be required for acres exceeding 15% deficiency in category D. A 2% reduction in pay for every 1% above 10% deficiency.
5. Failure to meet the completion date may be grounds for termination for default and will be documented on the final Contractor performance evaluation.

SILVICULTURAL SUMMARY PRESCRIPTION Subitem No. 1-1 Acres 49
Unit Name: 1-1 Stand Number: 81901103
Location – Star Meadows 15 mi. West of Whitefish, MT Legal - T. 31 N., R. 24 W., sec. 34 Approximate Elevation – 4100 feet Average Stand Age - 27 years Average Slope – 5% Average Tree Height - 20 feet Average Aspect - West
LEAVE TREES PER ACRE: Maximum 220 Minimum 180 Average 200
LEAVE TREE ORDER OF PREFERENCE BY SPECIES: 1. WL 2. DF 3. LP 4. AF/ES
DESIRED LEAVE TREE STAND COMPOSITION: Consider species preference, size, and best tree in this order when selecting leave trees.
MINIMUM TREE HEIGHT TO THIN: 2 feet.
MAXIMUM TREE DIAMETER (AT D.B.H.) TO THIN: 6 inches. Those trees larger than 6-inch d.b.h. will be counted in the leave trees per acre.
MINIMUM SPACING: 12 ft.
MAXIMUM SPACING: 19 ft.
MAXIMUM STUMP HEIGHT: 6 inches and no lower live limbs left on the stumps.
DAMAGE: Operations will only occur between August and December to allow time for masticated material to dry and prevent Ips bark beetle infestation.
SLASH TREATMENT: Masticate all trees that are two feet or greater in height and less than 6” DBH not meeting the spacing requirements. Masticated material will be within the following specification: 75% of chips from masticating must be<3’ in length, 25% of chips from masticating may be >3’ in length, however must be no more than 1’ in height. Roads and cut-slopes along the roadway shall remain clear of slash at all times to prevent traffic problems or water runoff problems in the ditches.
All Other Considerations - (1) Minimize soil scarification and detrimental soil impacts to less than 15% of unit area. Use all existing old road beds and skid trails to reduce soil impacts. (2) Minimize damage to the leave tree boles. (3) Any tree designated for retention that poses a safety hazard may be felled by the contractor without prior approval of the Forest Service. All such hazard trees felled to provide for safe work conditions will remain adjacent to the stump. Leave all snags standing unless they create a hazard. Snags will not be counted toward TPA/spacing requirements. (4) Trees must be completely severed from the stump. (5) Trees <2’ in height will not be counted toward TPA/spacing requirements. (6) Timing option for this unit; when the soils are dry by the “hand feel” method, frozen ground, or >8” of settled snow. (7) Prior to project implementation any equipment used must be weed washed and inspected. (8) No timber products may be hauled from contract area. (9) Leave trees shall not be left directly under over-story leave trees. (10) Protect all survey monuments.
(11) 75% of chips from masticating must be <3’ in length, 25% of chips from masticating may be >3’ in length.
(12) All hardwoods, white pine, ponderosa pine, cedar, and whitebark pine, are not to be thinned and will not be used in the TPA calculations.
