DESCRIPTION/SPECIFICATIONS/STATEMENT OF WORK
1. Description and Scope of Contract
The Contractor shall provide a complete after-market alteration of vehicles. The intent of the contract is for a Contractor(s) to provide and install after-market components, accessories, and vehicle decals on Government-furnished vehicles. These vehicles will be newly manufactured cab and chassis, sport utility vehicles, pickup trucks, or sedans.
The work involves the installation of bodies, components and accessories including, but not limited to, law enforcement build-ups; fire apparatus; truck bodies, including utility, stock and stake beds;
light bars; sirens; speaker systems; decals and striping; tire mounts; bed liners; tool boxes; mud flaps;
stake, stock, or overhead racks; hitches or tow bars; hoists; brush guards; cranes; back up alarms;
extra lights and outlets; gun mounts, prisoner or K-9 transport system; paint to match vehicle; etc.
The final product(s) shall be complete, fully operational, and certified vehicles. Special conditions and exact vehicle type will be noted when an order is placed. In the event of any dimensional inconsistencies with the vehicle as manufactured, specifications, standards, etc., the Contractor shall be responsible to assure proper fit and operation of the completed product.
Contractors are encouraged to utilize bio-based products and non-ozone depleting chemicals in production.
Use of recycled items or products made from recycled materials (or content) is subject to approval by the Contracting Officer. Contractor shall identify such products at least 10 days before items are purchased by the Contractor to allow the Government time to determine if items are acceptable.
2. Types of Vehicles
Vehicles that require specialized components not available from the manufacturer shall be completed by the Contractor. The majority of these vehicles will be used in fire support, recreation, or field going functions such as survey or recreation crews, law enforcement, and stock transport.
The vehicles are subjected to abnormal stresses, vibration, twists and other occupational hazards due to hauling, towing, and travel on unimproved mountainous roads. Top quality workmanship is required throughout to assure a minimum useful life. Based on historical use the useful life is:
Vehicles with a GVWR of up to 10,000 pounds have a minimum useful life of 8 years.
Vehicles with a GVWR of 10,001 to 18.000 pounds shall have a minimum useful life of 10 years.
Vehicles with a GVWR of more than 18,000 pounds shall have a minimum useful life of 15 years.
3. Vehicle Certification
Completed work shall comply with the contract specifications, 49CFR Federal Motor Carrier Safety Regulations, and 49CFR Federal Motor Vehicle Safety Standards (FMVSS).
After installation of the body and allied equipment, the Contractor shall certify the entire vehicle and place any required sticker on the vehicle (final stage certification label). This includes the manufacturer’s name, date, weight information, and verification that no Federal Motor Vehicle Safety Standards (FMVSS) have been altered. This is the normal procedure with incomplete new cab and chassis trucks.
4. Contractor Qualifications
Contractor shall have access to a shop with suitable equipment and personnel skilled in the work required under this contract; provide secure storage of vehicle while under the Contractor’s control;
and shall be familiar with the FMVSS at 49 CFR.

Verification may include active or current certification from Department of Transportation, or other means acceptable to the Contracting Officer.
Modification of original manufacturer’s design or system shall be completed by personnel trained, knowledgeable, and experienced in the work. Work shall be of professional quality and not impact or void manufacturer’s warranty, structural or functional integrity, or create a safety hazard.
Portions of the work may be subcontracted. Subcontractors performing work on Government vehicles shall have the skills, personnel, certifications, and equipment necessary to perform the subcontracted work.
5. Government-furnished Property
The Government will provide the following item(s) of Government property to the Contractor for use in the performance of this contract. This property shall be used and maintained by the Contractor in accordance with the provisions of the “Government Property” FAR clause contained elsewhere in the contract.

The Government may elect to have vehicles shipped directly to the Contractor’s place of business.
• Vehicles will have some fuel provided and Contractor shall return vehicle with equivalent amount of fuel as received.
• An incomplete vehicle document package will be provided by the vehicle manufacturer with all cab and chassis trucks at time of delivery. The Contractor shall verify the incomplete vehicle document package is with the cab and chassis trucks at the time Government property is delivered.
• The Government may occasionally furnish a component that will require installation only. In this situation, the installation price will be negotiated and arrangements for delivery of the furnished item will be agreed to as part of this price. An example of an item that may be furnished by the Government is specialized components such as a K-9 transport system for Law Enforcement vehicles.
6. Technical Specifications – General
