For vehicles leaving the forest at the end of one operational period and returning to the forest on another or next operational period, that have not been washed by the contractor, the COR will inspect the equipment and may require the equipment to be washed prior to commencement of work at the new site.
Item F-16 Generally, trees to spray in Line Items F-1 through F-11 range from 5 feet to 300 feet from a drivable surface. If trees are further than 300 feet from a drivable surface, the additional price of Line
Item 17 will be paid. The use of an All Terrain Vehicle (ATV or UTV) with a tank and hose setup is preferable beyond the 300 foot distance for primary spray vehicles. Other types of vehicles used for distances of more than 300 foot require prior approval from the COR. Drivable surface is defined as ground free of debris, holes and berms and up to 10% slope. Surface may require 4 wheel drive vehicle.
Item F-17 Access to water – for Line Items F-1 through F-9 and F-15; most of the areas to be sprayed have an accessible water supply within 5 miles of the area to be sprayed, if distance is more than 5 miles, the Contractor will be compensated at the rate specified in Line Item 18. At locations where it will be necessary to obtain water for spraying by drafting from creeks, the Government will designate the creek and location where the contractor can collect the water required.
Item F-18 If this Item is included in a Task Order - Prior to commencement of spray operations, plastic waterproof coverings are required to fully cover all public amenities excluding buildings (exception is entryways). Public amenities required to be covered include such things as picnic tables (approx. 8’x
6’), fire grills (approx. 3’x 3’), fire rings (approx. 4’ x 4’), doors and handrails leading into buildings, stock water trough and feed troughs, and public water sources (approx. 4’ x 4’). Following spraying, all plastic waterproof coverings shall be removed and all picnic tables, exteriors of buildings that were sprayed with pesticide spray, water spigots and stock feed and water troughs shall be thoroughly rinsed with clean water. Waterproof coverings shall not have holes or be torn as well as have enough to cover all public amenities in a specified area. Exterior of buildings must be rinsed off before pesticide spray dries.
III. FNF – SPECIFICATIONS SPECIFIC TO THE FLATHEAD NATIONAL FOREST:
Many of the areas to spray are in recreation and administration sites. Days of operation may be limited to weekdays in recreation sites when campground closing will have less of an impact on the public, or days of operation may be limited to weekends on administration sites when less people are around.
IV. FNF – GOVERNMENT RESPONSIBILITIES:
The Government will designate Trees To Be Treated
(a) Designated trees will be marked with white paint at the base or at dbh level of the tree, and will be flagged with orange or pink fluorescent flagging with the tree’s DBH written once on each flag.
AG-03R6-S-13-0024 Page 14 of 49
One DBH per flagging (with knot) will be the measure for a recount.
(b) Campgrounds, administrative sites, orchards, nurseries and plantations may have designated trees/vegetation or areas marked only with flagging.
(c) All sprayed trees/areas will be recorded by a Government inspector.
(d) On occasion, verbal direction may be provided by an onsite inspector or COR.
V. FNF – CONTRACTOR RESPONSIBILITIES: See Page 9 # 9.
TECHNICAL SPECIFICATIONS FOR THE FLATHEAD NF
VI. FNF – CHEMICAL FORMULATION:
(a) CARBARYL In Items F-1 through F-12
The insecticide shall be Carbaryl (Sevin SL or equivalent). Chemical to be used shall be registered for bark beetles and be properly formulated, following the label directions for bark beetles. The insecticide shall be a flowable liquid concentrate (no powder), at a recommended rate of 2% solution (5 fluid ounces per gallon of water). Any proposed alternate Carbaryl-based pesticide must be approved by the
Contracting Officer prior to operational spraying.
1. MIXING: In Items F-1 through F-12
The water pH used for mixing shall be at a level between pH6 and pH6.8. The pH shall be checked and adjusted prior to mixing each batch of carbaryl.
i. The type and amount of additive to achieve the desired pH will be recorded for each batch.
ii. The resulting pH level prior to mixing carbaryl will be recorded for each batch.
iii. Mixing and loading of carbaryl shall be done in areas where accidental spills would not contaminate streams or other water sources.
2. APPLICATION PROCEDURE: In Items F-1 through F-12
i. The amount of spray applied must be sufficient enough to saturate the bark to the point of runoff or dripping. This includes the entire circumference of all designated trees from the root collar to a height of 50 ft. or up to a 5-inch diameter top, whichever is less. Exception - If tree is less than 6 inch dbh, spray to a 3 inch top.
ii. The applicator cannot choose to ignore any portion of the face of a tree due to a heavier denser crown component (multiple branches). This means the applicator needs to reposition during application to ensure adequate coverage on entire bole or face of tree..
iii. The amount of spray to be applied will vary depending upon tree height and diameter, but must be sufficient so that all bark crevices, bark flaps, and the root collar where bark beetles may enter tree are thoroughly treated, brush or sapling trees may need to be moved to achieve this result.
iv. No Carbaryl spraying will occur within 150’ of flowing water or wetland areas.
v. To minimize drift of spray droplets, spraying will be done only when wind is 0-10 mph.
vi. A surfactant and/or drift agent shall be used to provide better adhesion to tree bark and reduce potential drift.
vii. Spraying shall not be done when raining or boles of trees are damp or if precipitation is forecasted without sufficient drying time
viii. Spraying shall not be conducted when temperatures are below 35 degrees Fahrenheit.
(b) B.t. or Bacillus thuringiensis: Hourly rate
The insecticide shall be B.t. or Bacillus thuringiensis (Dipel Pro).
AG-03R6-S-13-0024 Page 15 of 49
1. MIXING: In Item F-14
Mix Dipel Pro as directed by pesticide label
2. APPLICATION PROCEDURE: Item F-14
i. The amount of spray applied must be sufficient to insure uniform deposition on all foliage and buds. This includes all foliage on all trees from 3 feet tall to 30 feet tall.
ii. The amount of spray to be applied will vary depending upon tree height and amount of foliage, but must be sufficient so that all foliage is thoroughly treated.
iii. To minimize drift of spray droplets, spraying will be done only when wind is 1-10 miles per hour.
iv. A surfactant and/or drift agent shall be used to provide better adhesion to tree foliage to reduce potential drift as necessary.
VII. Designation of areas To Be Treated:
(a) Designated areas may be marked with flagging or
(b) Areas to spray will be designated by an onsite inspector or COR.
(c) All sprayed areas will be recorded by a Government inspector
VIII. FNF – EMERGENCY SPILL RESPONSE
(a) For proper protocols in dealing with pesticide/insecticide spills, incidents and accidents, Chapter
60 of the Forest Service Handbook (FSH 2109.14 – Pesticide Use Management and Coordination), is available for review at a local Forest Service office.
1. A spill response plan shall be prepared and submitted as part of this quotes requirement.
(b) In case of emergency if chemical spill occurs, immediately notify the Kalispell Dispatch Office at
(406) 758-5260. Information given and reported will be outlined in the “Spill Information and Reporting
Form” (Attachment 3). All costs associated with the spill are the sole responsibility of the Contractor, as well as the proper notification of emergency response personnel, qualified to handle and cleanup of hazardous materials.
