Amendment No. 01

Paragraph III-2.6 FAR 52.216-22 Indefinite Quantity (OCT 1995) Change the date in sub-paragraph (d) from “October 31, 2015” to “the expiration of the contract time for all task orders issued by the Government” Paragraph IV-5.2.4. Safety Requirements and General Provisions

Delete paragraph (c): “When sparying on roads, warning signs…”

Paragraph IV-16. Camping

Replace the second to the last sentence with the following: “The Contractor shall store all unattended food items in bear-proof containers, hard-sided vehicles, or hung at least 10 feet high and 4 feet from any vertical support (see Attachment 9 for complete food storage order).”

Paragraph IV-17. Weed Free Practices

Replace this paragraph in it’s entirety with the following:

IV-17. Weed Free Practices

Weed Free Practices- Best management practices designed to prevent weed transport and establishment resulting from trail operations are outlined in Forest Service Manual direction:

(a) The Contractor shall maintain clean vehicles and trailers during contract performance. For the purposes of determining Contractor compliance with this requirement, the Contractor shall present each vehicle and trailer to be used in performance of this contract for inspection by the Government prior to entering the Lolo National Forest, Bitterroot National Forest, Flathead National Forest, or Helena National Forest at the following times, at a location agreed to by the Contracting Officer. No separate payment will be made.

Cleaning Requirements per vehicle and trailer:

1.
Prior to the initial entry onto each National Forest for each Task Order.
2.
Any time Contractor vehicles and/or trailers enter and exit areas that contain the “Potential New Invaders” or “New Invaders” species identified on Attachment No. 01.
3.
Prior to commencement of any late Summer or Fall treatments on a date specified by the Contracting Officer.
4.
Up to three additional times each year, at the discretion of the Contracting Officer, on dates chosen by the Contracting Officer.

(b) Aquatic Invasive Species Prevention

The following approved methods shall be applied to equipment (most notably draft hoses) that will come in contact with water bodies infested with Eurasian Water milfoil in the Noxon-Cabinet Reservoir System (see Attachment 10) or in the vicinity of water bodies infested with invasive mollusks (see Attachment 11):

1. Wash debris, mud, sediments, organisms, plant material and fragments from all equipment that will enter water feature. Allow draft hose to thoroughly air dry (inside and out) for a minimum of 48 hrs.

2. Wash equipment with heated water (>140° F) for a minimum of ten minutes and until all mud, sediments, organisms, plant material and fragments are removed from equipment. Allow equipment to thoroughly air dry for a minimum of two hours, or until no visible moisture exits.

3. Wash equipment with a minimum of 5% Quaternary ammonium solution (Quat128 Sparquat256) for a minimum of ten minutes and until all mud, sediments, organisms, plant material and fragments are removed from equipment. Allow equipment to thoroughly air dry for a minimum of two hours, or until no visible moisture exits.

IV-21. Barricades, Warning Signs, and Other Devices

Delete this paragraph in it’s entirety from the solicitation.

Paragraph V-3(a)(3) Technical Approach and Capacity Replace the second sentence with the following:

“For this criteria, the rating received by the Offeror will improve if Offerors propose appropriate equipment in good condition, a clear and reliable quality control plan, and convincingly describe their ability to increase capacity, if needed.
