Questions and Answers for the Site Visit for June 9, 2010

1. Can the asphalt be cut where pipe crosses roads?

A. Section 01015 item 4.0 includes surface replacement among incidentals in completing the work. Road crossings may be achieved by trenching or horizontal boring. As a further clarification, if trenching is used, the old asphalt shall be sawcut before removal and patched with hot mix asphalt paving to match existing pavement. Section 02221 gives trenching and compaction requirements.

2. Are we allowed to shut the water off?

A. Yes. The campground closes after Labor Day and is normally shut down for the season at that time.

3. Do we have to do anything with brush material removed along the path of the pipe or accessories?

A. Section 01700 1.1A.1 requires removal of debris, waste, surplus materials and rubbish from right of way easements and private property. Brush or other woody waste would be considered part of this waste or surplus materials. What the contractor does with the waste is not specified but onsite disposal should not be assumed. At the COR’s direction and discretion, after regrading, some trees, limbs and selected materials may be scattered along the right of way to restore a more natural appearance to the area.

4. Does the contractor specifically have to have a Bid Bond?

A. Yes. On the cover page of Solicitation AG-03R6-S-10-0054, number 2. Note: An offer guarantee (Bid Bond) is required. See Section I, FAR Clause 52.228-1.

5. When are Payment and Performance Bonds due? How much?

A. Please see the cover page of Solicitation AG-03R6-S-10-0054, number 2. Note: Performance and Payment Bonds will be required of the successful offeror. See Section I, FAR Clause 52.228-15. See block 12a and 12b of the SF1442.

6. This project is set-aside for HubZone and what happens if I submit my paperwork and I am not HubZone at the moment it is due? What happens if I become HubZone certified before you make award since this is an RFP? Does it make a difference if I am the only one who submit a proposal on the project?

A. This project is 100% set-aside for HubZone concerns. If there are no HubZones that submit a proposal, the project will have to be resolicited.

7. Does the contractor have options or latitude to avoid obstacles?

A. The desired route of the pipe and location of hydrants and features is indicated in the plans and is marked on the ground. The pipe alignment is laid out to avoid large trees and significant obstacles but the contractor should expect to encounter small trees, roots or stumps that need to be cut or removed. Sharp bends, jogs or major deviations in the indicated alignment will not be allowed to avoid obstacles without the Contracting Officer’s approval.

8. Where exactly does the Government Furnished Building get placed?

A. The exact building will be field staked by the Government in the vicinity of station 27+00. The supplied building will include the concrete floor. The source has not been determined.

9. What is included in line 13, (installing Government Supplied Precast Building), on the schedule of items?

A. See specification section 01015 1.4 item 13. The Government supplied building will include the vender supplying the means to move the structure from the transport and place it on the area prepared by the contactor. The contractor will be required to coordinate with the supplier for the exact delivery time and insuring the setting the building per plans and field staking.

10. Where is the junction box at the spring located?

A. See sheet 4 of the plans.

11. What is to be done with the existing water line?

A. The existing waterline is to be abandoned in place and is not required to be removed. The approximate location of existing lines is shown on the drawings as well as the new alignment. The new line generally does not follow at all the path of the existing line. In several locations the old line will be crossed or may parallel the new line for a short distance. Where that occurs the old line will need to be cut out of the way or avoided if running parallel.
