C - DESCRIPTION/SPECIFICATIONS/STATEMENT OF WORK

C- PROJECT DESCRIPTION AND LOCATION

Scope of Contract The work consists of road grading on the Gallatin portion of the Custer Gallatin National Forest, with the office located in Bozeman, Montana. Work includes furnishing all labor, equipment, supervision, transportation, operating supplies, and incidentals necessary to perform road grading on designated roads. All work and equipment shall be in compliance with the terms, specifications, and provisions of this contract. All equipment shall be in good operating condition and shall be operated by competent, experienced operators.

Location and Description The work is located throughout the Ranger Districts of the Custer Gallatin National Forest (Gallatin Portion).

Information regarding the work will be provided at project start. The work is located on various roads on the Yellowstone (Big Timber and Livingston offices), Bozeman, Hebgen Lake, and Gardiner Ranger Districts on the West Zone of the Custer Gallatin National Forest. The actual starting location (the specific road) will depend on road conditions at the time of issuance.

The Government may re-direct and/or re-prioritize as necessary during the course of the contract.

Note: Before contract start, roads and their requirements will be assessed by the FS. The FS will then provide a list of roads to be maintained based on need.

Note: Start dates for various roads on the Bozeman and Hebgen Lake Ranger Districts overlap. This is to take advantage of existing moisture and to ensure that popular and heavily used roads are maintained as quickly as possible after breakup. In order to ensure that the specified roads are bladed in a timely manner, the use of two graders will be necessary to meet the maintenance objectives.

Site Visit No site visit is planned for this project. For further information regarding roads contact: Jeff Hiedeman at

(406) 587-6738.

Equipment Specifications The equipment to be used for Grading shall be a diesel, tandem drive motor grader, of at least 125HP and a minimum 12’ moldboard. Shall be equipped with a scarifier arm with a minimum of five teeth or Mounted Hydraulic Rippers with a minimum of three teeth.

The motor grader shall be equipped with flashers or warning strobe light and a reflectorized “Slow Moving” vehicle emblem.

The water truck shall have a watertight tank of between 3,000 and 4,500-gallon capacity, provide for uniform and controlled application of water without ponding or washing, and be able to maintain positive control of water from the driver’s position at all times.

End Product Description

1. Road grading consists of reshaping and finish-blading the road bed, including shoulders, turnouts and approaches, to restore the original cross section and grade. Work includes restoring drainage provisions of the road and road appurtenances such as ditches, and rolling drain dips. Work also includes removing ruts, pot holes, washes, slough and other irregularities that prevent normal runoff from the road surface.

2. After grading, the roadway:

-will have been bladed shoulder to shoulder -will be free of berms on both sides of the road -will be free of pot holes -will be free of any washboard surface -will be crowned 2-4% on ditched roads -will be out-sloped 1-3% on non-ditched roads -surfacing or road fines will not have been wasted -ditches will have been pulled to remove slough, rocks and debris; Excess materials will have been moved across the road and deposited away from streams and off the roadway. Excess material is not to be “heeled” into the cut slope unless specifically approved by the Contracting Officer on a case by case basis.

-adjoining lead-in/lead-out ditches will have been cleaned and functioning -finished surface will be free of rock greater than 3 inches (native surface) and 2 inches(aggregate surface) in any dimension -will have been dried or moisture added as required for mixing and compaction

3. It is anticipated that routine grading of roads (Items 002 and 004) will require approximately 4 passes for an experienced operator to meet specifications. This does not include any needed ditch work.

4. Item 003 (Road Grading, Aggregate surface, Heavy) will require a higher level of effort than the routine grading. These roads, as a result of high use by the public, develop deeper ruts, washboarding, and potholes. Contractor shall blade these roads to the depth of the potholes (but not lower than surfacing, when present) and ensure a smooth finished surface without potholes, ruts, or washboarding.

4a. It is anticipated that these roads will require 5 or more passes with the motor grader. Contractor shall remove half of the lift of gravel, reprocess and/or mix, and spread the lift again as part of the work. This does not include any needed ditch work.

5. Maintenance of existing features such as rolling dips and/or water bars will consist of restoring the structure to its original lines and grades.

6. Equipment requirements are as follows.

Motor Grader: Shall be a diesel, tandem drive motor grader, of at least 125HP and a minimum 12’ moldboard.

No older than 8 years unless approved by the C.O.

Shall be equipped with a scarifier arm with a minimum of five teeth or Mounted Hydraulic Rippers with a minimum of three teeth. The motor grader shall be equipped with flashers or warning strobe light and a reflectorized “Slow Moving” vehicle emblem.

Water truck: Shall have a watertight tank of between 3,000 and 4,500-gallon capacity, have the ability to self-fill from a provided water source, provide for uniform and controlled application of water without ponding or washing, and be able to maintain positive control of water from the driver’s position at all times.

Soil Moisture Equipment use may be suspended when soil moisture conditions are not favorable for obtaining a satisfactory result. Unsuitable moisture conditions are determined to be in excess of 15 percent and less than 5 percent by weight of the material being bladed unless otherwise authorized by the Contracting Officer Representative (COR).

Existing Facilities In addition to the requirements of the Use of Premises Clause, all existing facilities such as signs, cattle guards, culverts, riprap protecting culvert inverts or fill slopes and drainage structures damaged by the Contractor shall be replaced or repaired by the Contractor at no additional cost to the Government.

Barricades, Warning Signs, and Other Devices The Contractor shall provide, erect, and maintain all necessary barricades, suitable and sufficient lights, danger signals, signs, and other traffic control devices, and shall take all necessary precautions for the protection of the work and safety of the public. Roads closed to traffic shall be protected by effective barricades, and obstructions shall be illuminated during the hours of darkness. Suitable warning signs shall be provided to properly control and direct traffic.

The Contractor shall erect warning signs in advance to any place on the project where operations may interfere with the use of the road or trail by traffic and at all intermediate points where the new work crosses or coincides with an existing road or trail. All road barricades, warning signs, lights, temporary signals, flagmen and pilot car operators and equipment, and other protective devices, except for special devices, shall conform to Part VI of the Manual on Uniform Traffic Control Devices for Streets and Highways, published by the Federal Highway Administration and applicable safety codes.

Weed-Free Equipment In order to prevent the potential spread of noxious weeds into the project area, the Contractor shall be required to furnish the Contracting Officer with proof of weed-free equipment.

The Contractor will be required to clean all equipment (equipment that operates off existing roads) prior to entry on the project area. This cleaning shall remove all dirt and plant parts and material that may carry noxious weed seeds into the project area. Only equipment inspected by the COR will be allowed to operate within the project area. All subsequent equipment moving shall be treated the same as the initial equipment moving.

Prior to initial equipment moving of all equipment, and all subsequent equipment moving, the Contractor shall make equipment available for inspection at an agreed location.

Pollution and Erosion Control

a) During all operations under this contract, the Contractor shall exercise reasonable measures to direct surface runoff water to stabilized waterways and to keep the drainage systems functioning effectively to prevent or minimize soil erosion and pollution of water and other resources. All refuse, including garbage, rubbish, and solid or liquid wastes from the Contractor’s operations, including camps, parking areas, and equipment maintenance areas, shall be stored and collected in a sanitary manner and disposed of in a State-approved sanitary landfill or as approved by the Contracting Officer.

(b) Equipment shall be fueled away from perennial and intermittent streams, scoured channels, or any other live water source. Proper procedures shall be used when fueling to prevent overflow, leakage, or spills from fueling equipment.

Loss, Damage and Destruction

(a) Equipment Furnished with Operator. The Government shall not be liable for loss, damage, or destruction of equipment furnished under this contract except for such loss, damage, or destruction resulting from the negligent or wrongful act(s) of Government employee(s) while acting within the scope of their employment.

All claims arising under this clause will be submitted to the Contracting Officer.

Landscape Preservation

(a) The Contractor shall confine operations to within the clearing limits or other areas designated in contract documents, and prevent the depositing of rocks, excavated materials, stumps, or other debris outside of these limits. Material which falls outside of these limits shall be retrieved, disposed of, or incorporated in the work as directed by the Contracting Officer.

(b) Operation shall be scheduled and conducted to minimize erosion of soils and to prevent silting and muddying of streams, rivers, irrigation systems, and impoundments (lakes, reservoirs, etc.). Pollutants such as fuels, lubricants, bitumens, raw sewage, and other harmful materials shall not be discharged into or near rivers, streams, and impoundments or into natural or manmade channels leading thereto. Wash water or waste water from concrete or aggregate operations shall not be allowed to enter live streams prior to treatment by filtration, settling, or other means sufficient to reduce the sediment content to not more than that of the stream into which it is discharged.

Mechanized equipment shall not be operated in live streams without prior written approval by the Contracting Officer.

Contract Time and Required Rate of Progress The Contractor shall maintain progress at a rate which will assure completion of work within the calendar time specified. Unless approved by the Contracting Officer, no work shall be allowed on weekends and holidays.

The work on each road must be completed before moving on to the next road, unless otherwise approved in writing by the Contracting Officer.

Method of Measurement

(a) Schedule of Items for Road Maintenance (Aggregate and Native Surface). Road maintenance will be measured to the nearest tenth of miles along the road centerline of the entire roadway cross-section, regardless of the number of passes required for a given length, and shall include only those sections of the roads which are in accordance with the specifications in this contract. Measurement will be by the odometer of a Forest Service vehicle designated by the Contracting Officer. Parking areas, turnouts, and approach road connections are considered as adjuncts to the main roads and shall not be measured separately.

(b) Equipment moving for Items in the Schedules. Quote unit prices for equipment moving shall include to and from the closest Forest Service office identified in the task order. Equipment moving between roads and districts shall be at the quote price for item 001.

(c) Equipment moving shall be paid for at the hourly rate for items 0005 and 0007. Hourly use will be recorded to the nearest ¼ hour. Equipment moving will be paid from a starting point at the closest Forest Service office identified in the task order. Payment will include starting point to the beginning of the location of work listed on the task order. Subsequent equipment moving will be paid at the cost per mile quoted in the Schedule of Items, from current work site to the next task location with the period of performance is continual

Basis of Payment Payment shall be made for completed and accepted work at the contract unit price for the applicable item, which price and payment shall constitute full compensation for all labor, equipment, tools, and incidentals necessary to complete the item.
