Dispose of excess material by:
(a) placing slash on completed embankment slopes to reduce soil erosion. Place slash as flat as practicable on the completed slope. Place slash from the toe of the embankment to a point at least 2 feet below subgrade elevation.
(b) scattering slash outside the clearing limits without damaging trees. Limb all logs. Place logs and stumps away from trees, positioned so they will not roll, and are not on top of one another. Limb and scatter other construction slash to reduce slash concentrations.
3.04 Excavation and Embankment
A. This work consists of excavating material and constructing embankments. This includes furnishing, hauling, stockpiling, placing, disposing, sloping, shaping, compacting, and finishing earthen and rocky material. Roadway excavation includes all material excavated regardless of its nature or characteristics. Embankment consists of placing and compacting roadway or borrow excavation.
B. Road pioneering, slash disposal, and grubbing of stumps may proceed currently with excavation. Conduct excavation and placement operations so that slash will not be incorporated into the embankment.
C. Remove snow and ice in advance of the work and deposit beyond the roadway limits in a manner that will not waste material. Snow and ice will not be incorporated into the embankment or be placed to cause damage.
D. Conserved topsoil from the roadway excavation that is suitable for growth of grass, cover crops, or native vegetation. Stockpile conserved topsoil in low windrows immediately beyond cut and fill slopes. Place conserved topsoil on completed slopes.
E. Do not disturb material and vegetation outside of construction limits.
F. Incorporate only suitable roadway excavation material into embankments.
G. For embankments on an existing slope steeper than 1V:3H, cut horizontal benches in the existing slope to a sufficient width to accommodate placement and compaction equipment. Bench the slope as the embankment is placed and compacted in layers. Begin each bench at the intersection of the original ground and the vertical cut of the previous bench.
H. At the end of each days operations, shape to drain and compact the embankment to a uniform cross-section. Eliminate all ruts and low spots that could hold water.
I. During all stages of construction, route and distribute hauling and leveling equipment over the width and length of each layer of material.
J. Compact embankment side slopes flatter than 1:1.75 with a tamping type roller or by walking with a dozer or similar equipment. For slopes 1;1.75 or steeper, compact the slopes as construction of the embankment progresses.
K. Place embankment material in horizontal layers not exceeding 12 inches in compacted thickness. Incorporate oversize boulders or rock fragments into the 12-inch layer by reducing them in size or placing them individually. Compact each layer before placing the next layer.
L. Material composed predominately of boulders or rock fragments too large for 12-inch layers may be placed in layers up to 24-inch thick. Incorporate oversize boulders or rock fragments into the 24-inch layer by reducing them in size or placing them individually. Place sufficient earth and smaller rocks to fill the voices. Compact each layer before proceeding to the next layer.
M. Place individual rock fragments and boulders greater than 24-inches in diameter as follows:
a. Reduce rock to less than 48 inches in the largest dimension
b. Distribute rock within the embankment to prevent nesting.
c. Place layers of embankment material around each rock to a depth not greater than permitted in K. and L. Fill all voids between rocks.
d. Compact each layer before proceeding to the next layer.
N. Layer Placement - Material may be initially placed by end dumping to the minimum depth needed for the operation of spreading equipment. Level and smooth each embankment layer before placement of subsequent layers. Operate hauling and spreading equipment uniformly over the full width of each layer. Construct a solid embankment with adequate compaction by working smaller rocks and fines in with the large rocks to fill the voids, and by operating hauling and spreading equipment over the full width of each layer as the embankment is constructed.
O. Slope, grade, and shape ditches. Remove all projecting roots, stumps, rock, or other similar material. Maintain all ditches in an open condition free from leaves, sticks, and other debris.
P. Finish the road surface to be reasonably smooth, uniform, and shaped to conform to the typical sections. Finished road width shall be within +1 foot of the width shown on the typical sections. Subgrade elevations shall be within 6 inches of the elevations shown on the drawings.
Q. Ensure that the subgrade for both surfaced and unsurfaced roads is visibly moist during shaping and dressing. Bring low sections, holes, cracks, and depressions to grade with suitable material. Maintain proper drainage.
R. Excess rock from 4” to 24” from the thru cut excavation on Road #3123 shall be stockpiled for later use. An area will be designated by the COR within 500 feet of Sta 7+50. Materials larger than 24” shall be reduced in size prior to placement in the stockpile or placed as individual rock fragments into the embankment.
3.05 Blasting
A.
General - This work consists of fracturing rock and constructing stable final rock cut faces using controlled blasting and production blasting techniques.

Cap all holes to prevent unwanted backfill. Place a stake next to each hole with hole number and total depth drilled.
Use the types of explosives and blasting accessories necessary to obtain the required results. A bottom charge may be larger than the line charges if no overbreak results.
Free blast holes of obstructions for their entire depth. Place charges without caving the blast hole walls. Stem the upper portion of all blast holes with dry sand or other granular material passing the 3/8-inch sieve. Do not stem the hole with drill cuttings.
Following a blast, stop work in the entire blast area, and check for misfires before allowing worker to return to excavate the rock.
Remove or stabilize all cut face rock that is loose, hanging, or potentially dangerous. Scale by hand or machine methods as approved by the CO. Leave minor irregularities or surface variations in place if they do not create a hazard. Drill the next lift only after the cleanup work and stabilization work is complete.
If blasting operations cause fracturing of the final rock face, repair or stabilize it in an approved manner at no cost to the Government. Repair or stabilization may include removal, rock bolting, rock dowels, or other stabilization techniques.
Halt blasting operations when any of the following occur and perform additional test blast:
1) Slopes are unstable;
2) Slopes exceed tolerances or overhangs are created;
3) Backslope damage occurs;
4) Safety of the public is jeopardized;
5) Property or natural features are endangered;
6) Fly rock is generated; or
7) Excessive ground or airblast vibrations occur in an area where damage to buildings, structures, or utilities is possible.
